L.1.6.2. Offerors are cautioned that approval to enter the installation must be obtained prior to the closing date and time for receipt of proposals. Follow the procedures outlined above for entry. It is the offeror's responsibility to plan sufficient time to clear

Detroit Arsenal security.

L.1.7. Single Proposal Submission

Each offeror is limited to submitting one proposal with one approach to meeting the requirements of this solicitation.

L.1.7.1. An offeror is defined as an entity or joint venture competing independently that does not share a common parent, does not have a parent/subsidiary relationship with any other offeror, and is not affiliated with any other offeror (as used herein, the term affiliates has the meaning defined in Federal Acquisition Regulation (FAR) 19.101).

L.1.7.1.1. Offerors that are joint ventures may submit an offer in the name of the joint venture, or in the name of one of the joint-venture partners, but in either case such proposal shall: (i) make it clear that a joint venture is proposed; (ii) indicate whether the

joint venture is populated or unpopulated (reference L.3.4.1 and L.3.4.2 below for definitions of these terms); and (iii) clearly identify the joint-venture partners to include their relationships to one another and their status within the joint venture (whether lead partner, equal participating partner, etc.) A copy of the joint-venture agreement shall be furnished with the proposal unless it is unavailable when the proposal is submittedin which case the proposal shall so indicate, and shall note when the agreement is expected to be finalized.

L.1.8. All or None

Offers in response to this solicitation must be submitted for all the requirements identified in the solicitation. Offers submitted for less than all the requirements called for by this solicitation will be rejected or ineligible for award.

L.2. Volume 1 - Past Performance

L.2.1. For the Past Performance Factor, provide information for a total of up to four (4) recent and relevant contracts performed by the ______ ________ offeror, that best illustrate that offeror's past performance. A single contract may be applicable to multiple requirements under

L.2.1.1 (a) through (d). These may include foreign, federal, state, local municipality, and private industry commercial contracts, subject to the following stipulations.

(a) Individual task orders, delivery orders and Task Orders issued against broader contract instruments (BPAs, IDIQ Contracts, Requirements Contracts, etc.) are each considered a contract for purposes of the four-contract limitation.

(b) Do not identify broader contract instruments as a single, recent and relevant contract. Only identify those individual task orders, delivery orders, and Task Orders issued under such broader contract instrument that are most reflective of the offeror's recent and relevant Past Performance.

L.2.1.1. Recent contracts are those performed wholly or substantially within three (3) years of the date of issuance of this ________________ solicitation. Relevant past performance includes the following research and development activities: ________

(a) Research on modeling and simulation methods to advance the state-of-the-art for multidiscipline Multiphysics simulation.

(b) Development of software tools to implement results of the research described above.

(c) Delivery of these research results and tools to third parties, enabling the third party to conduct Modeling and Simulation (M&S), rather than the offeror doing the M&S.

(d) Support of the software tools as customary for engineering software, including production of user manuals, training materials, and help guides, and the running of training classes for third party personnel, and assistance in loading software on the third party's computers.

L.2.1.1.1. Note also that relevant past performance also requires that the entity for which the past performance is being cited be the same as the entity proposed to perform the work hereunder. This may apply to offerors that are large business concerns, where one division may be proposing to perform the statement of work in this solicitation, while past performance is cited for a different division. In such cases the Government reserves the right to accord less weight to the cited past performance, if in the Government's view the cited past performance is not clearly relevant to the entity contending for award of the proposed contract. See also L.2.1.5 below.

L.2.1.2. Performance Approach for the SimBRS: To support the Past Performance Factor assessment of the relevance of prior contracts to the SimBRS contract, offerors shall describe the similarities between their proposed performance approach for SimBRS, and the performance required by the contracts they are presenting.

L.2.1.3. Past Performance Relevance Matrix Attachment. A Past Performance Relevance Matrix is attached as Attachment 0001. The offeror shall complete this matrix and include it with the offeror's proposal.

L.2.1.4. Past Performance Questionnaire. A past performance questionnaire is provided in Attachment 0002. For each of the up to four (4) recent and relevant contracts submitted by the offeror, the offeror shall send a copy of the past performance questionnaire directly to the appropriate Procuring Contracting Officer (PCO), Contract Specialist and, if applicable, Contracting Officer's Representative (COR).

The offeror shall request that these individuals complete the questionnaire and forward it electronically directly to the Contract

Specialist listed on the front page of the SF33 block # 10 as soon as possible, but no later than the solicitation closing date (See

Block #9 of the SF33 cover page to this solicitation) with the subject heading PAST PERFORMANCE INFORMATION FOR [offeror's name], SOLICITATION W56HZV-16-R-0099.

L.2.1.5. Predecessor Companies. If the offeror only has recent and relevant performance history as part of a predecessor company, the

Government may consider that past performance in its evaluation of past performance. In this event, please provide the information for those recent and relevant contracts of that predecessor company. Offerors must also briefly document the history of the evolution of the

6 19

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

offering company from the predecessor company.

L.2.1.6. Contacting References. Offerors are advised that the Government: (i) may contact any of the references that the offeror provides; (ii) may contact other third parties for performance information; and (iii) reserves the right to use any information received as part of its evaluation.

L.2.1.7. Past Performance Information. Notwithstanding L.2.1.6 immediately above, the Government does not assume the duty to search for data to cure problems it finds in proposals. The burden of providing thorough and complete past performance information remains with the offeror. The offeror may also be evaluated based on other internal Government or private source information. In this regard, the

Government may utilize the Contract Performance and Rating System (CPARS), the Past Performance Information Retrieval System (PPIRS) and any other available internal Government sources to search for recent and relevant offeror performance and ratings. While the Government may elect to consider data obtained from external sources other than the proposal, the burden on providing thorough and complete past performance information rests with the offeror.

L.2.1.8. In addition to submitting the Past Performance Relevance Matrix per L.2.1.3 above, the offeror shall submit the following information for each contract cited under the Past Performance Factor:

(1) Section 1 Contract Identification. This section shall include the following information in the following format. _________________________________
