Questions & Answers for the Landing Craft Utility 2000 (LCU 2000)

Questions Government Response

1 May a contractor seeking a Master Agreement submit its documentation and receive its determination in advance of proposal submission?

Yes, interested contractors may submit their MVA documentation inadvance of proposal submission. Contractors shall request the application package from matthew.d.kunkel2.civ@mail.mil. However, evaluation periods may vary. Therefore, it is unknown if Government review will be completed prior to the RFP closing date. The contractor shall submit their MVA package no later than the RFP closing date.

2 The draft RFP issued in December does not include draft Sections L and M. Do you anticipate releasing draft versions of these sections in the near future and prior to final RFP release? Sections L&M will be released with the final RFP.

3 The Draft Solicitation references an Exhibit B. However, that Exhibit is not provided on the website. Is there any way we can get a copy? Exhibit B has been posted to the PROCNET-WRN Website at https://contracting.tacom.army.mil/opportunity.htm

4 With regards to the above mentioned solicitation on page 97 of the draft it refers to OCCM Work Tasks, I didn’t see those on the ProcNet website. Exhibit B (OCCM Work Tasks) has been posted to the PROCNET-WRN Website.

I have been running into some issues with the execution of the instructions for accessing the Controlled Unclassified Information (CUI) associated with the opportunity. The first step in the Procedures involves locating the opportunity on FedBizOpps and myself and others at my company have been unable to do so via either the solicitation number W56HZV-15-R-0069 or several other search criteria that we have employed. Is there an alternative means to access this information or is the CUI not yet actually available for potential offerors to review.

Also, is there an issue with FedBizOpps that is preventing the solicitation from being found on the site?

A special notice for the draft solicitation has been posted on FBO (i.e., DRAFTW56HZV15R0069). The Draft RFP and supporting documents have been posted to PROCNET-WRN webpage: https://contracting.tacom.army.mil/opportunity.htm. Revised instructions for obtaining CUI/GFI have been posted to PROCNET - WRN webpage.

The draft RFP states to obtain the Technical Data package through Fed Ops by entering the solicitation number.

The solicitation is not on FedBiz Ops. When will the TDP be available through FedBizOps? See Response to question #5.

7 Are you aware of any issue with the FBO posting? Is there another avenue where I can obtain the Annex C document? See reponse to question #5. References to Annex C have been removed.

I am not able to find the NDA for the LCU 2000 SLEP drawings on the PROCNET site. I already have an approved DD2345. I also cannot find Solicitation Number W56HZV15R0069 on the FBO site. Am I missing something or are the NDA and the posting on FBO still to come?

See response to question #5. A Non-disclosure agreement is not required to obtain the CUI for this procurement.

9 Is it possible to either provide or direct me to a list of shipyards/boatyards that currently hold an Army MVA? No. Please view the PROCNET Webpage for a list of interested subcontractors.

10 The draft RFP states to obtain the Technical Data package through Fed Ops by entering the solicitation number.

The solicitation is not on FedBiz Ops. When will the TDP be available through FedBizOps? See response to question #5.

11 Is this DRAFT RFP the most recent? Yes. The draft RFP (W56HZV-15-R-0069) posted on our PROCNET Webpage in December 2014 is the most up-to-date.

Although I can see the draft solicitation and associated files located on the https://contracting.tacom.army.mil/majorsys/2000SLEP/LCU2000SLEP.htm site however I'm unable to download the files. Can you please provide assistance or additional directions to obtain the documents?

The Government has verified that all files are downloading properly. Please check your operating system.

13 Any idea on when the TDP will be uploaded or made available via FBO? As of this afternoon, the files are still not available for retrieval. Your guidance is appreciated. See Response to Question #5.

I am seeking help in downloading/receiving the posted Annex C for the upcoming LCU 2000 SLEP procurement, which is Controlled Unclassified Information (CUI). I have been unable to locate it on FedBizOps. Is there an alternative method for obtaining this document? See Response to Question #5.

On the Contracting TACOM website for the LCU 2000 SLEP RFP (https://contracting.tacom.army.mil/majorsys/2000SLEP/LCU2000SLEP.htm), there is a section outlining procedures for obtaining Controlled Unclassified Information (CUI) that is needed to correctly bid this job. However, when I follow the instructions for requesting access as listed in the "Procedure for Obtaining CUI Instructions" document, after logging into FBO (Step #2), I do not see the files discussed in Step #3. Am I not following the correct instructions? Or is there another step I need to take to have the CUI files show up under my FBO login?

The CUI for the LCU 2000 SLEP/OCCM program has not been uploaded to FBO. A revised process for obtaining CUI has been posted to the PROCNET WRN webpage.

Reconsideration of the requirement for the prime to hold the MVA. Any perceived risk associated with this could be mitigated by requiring firm contractual agreements between the prime and a ship yard, demonstrating that the prime does have the necessary dry dock and facilities stipulated in the MVA requirements available; and Regardless of the decision associated with item #1 above, please notify industry of the decision as soon as possible.

The MVA requirements have been clarified on the PROCNET-WRN webpage at:

https://contracting.tacom.army.mil/opportunity.htm

What's your best guess on when the official RFP will be released?

Please monitor FEDBIZOPPS and PROCNET-WRN webpage for updates.

Did the industry day already take place?

No. Please see the PROCNET - WRN webpage in regards to opportunity to survey the LCU 2000 Vessel. A formal industry day for this procurement will not take place.

As a Small Business, can you tell me who are the interested prime contractors?

No. The Government cannot identify potential offerors.

Have the interested primes seen the LCU in question?

No.

Is there a Small Business requirement?

A small business subcontracting plan is required. The specific goals will be released with the final RFP.

Draft Contract Line Item 3001, Data Items A025, A026, and A027 are unexercised option quantity CDRLs for Technical Manuals (Section C.8.1.1.1, C.8.2, C.8.3.2, C.8.3., C.8.3.3.) which indicates to the offeror that these items may not be exercised per sections H.1.4 and H.1.5. Draft Contract Line item 3001, Data Items A037 and A038 for Training Materials (Section C.12.1 and C.12.2) are to be separately priced by the offeror. The references for Section C.12 include MIL-HDBK-29612-2A which calls out technical manuals as a source for training development.

Standard practice in training development is to use data from technical manuals to ensure accuracy and consistency and to prevent the added cost of a separate development from the technical data in the absence of technical manual data. If the options of the Technical manuals is not exercised, what will be the government’s expectation for the delivery of training materials per Section C.12.1 and C.12.2?

Commercial off the shelf manuals (COTS) will be utilized for training materials.

23 When is the due date for submission for bid W56HZV-15-R-0069 Phase I? The due date will be identified in the final RFP.

24 The PROCNET site indicates that a revised Exhibit B was issued. A comparison of that document with the previously released Exhibit B indicates no differences between the documents. Has Exhibit B been changed? Please utilize the most up-to-date documents.

Last Fall's FBO and Procurenet postings referred to an "Annex C" document. However, none of the 11 files posted on the AMRDEC site carried this designation. Is "Annex C" and one or more of the posted documents the same thing or is there a different document that was posted some months ago?

See response to question #7.

I just reviewed the LCU-2000 SLEP entry on TACOM and I did not see any intent to upgrade existing navigation systems. Has there been any consideration given to updating the navigation systems on-board? Is there any intent at the moment to integrate Digital Nautical Charts on these vessels? If not the LCU-2000, perhaps the next generation craft?

Updating the LCU-2000 navigations systems is not part of this requirement. There is no intent to integrate Digital Nautical Charts on the LCU 2000. It is unknown if the next generation craft will include this requirement.

27 In reviewing the work list for the LCU SLEP Program it says return the vessels via tow to Ft. Eustis, VA. Will all the vessel’s be located at Ft. Eustis that will be going through this program or are there West Coast LCU’s?

The contractors will take receipt of the vessels at Joint Base Langley-Eustis (JBLE) and will be delivered back to the Government at JBLE.

28 Would it be possible to find out if & when the TDP for the LCU 2000 will be released? See response to question #5.

Upon review of the draft solicitation, it appears that the following Statement of Work paragraphs and associated subparagraphs are not addressed in the CLIN pricing structure:C.2.2 SLEP Engineering Change Proposal (ECP) modifications, C.3 Program Structure and Management, C.4 Meeting/Reviews/Reporting, C.5 Configuration Management (CM), C.6 Environmental, Safety, and Occupational Health (ESOH), C.7 Maintenance Plan, Analysis and Reports, C.8 Technical Manual Development, C.19 Test Deficiencies and Failures, C.20 Product Quality Deficiency Report (PQDR), C.23 Addition Load Line Certification Requirements. Will the CLIN pricing structure be amended to include these Statement of Work paragraphs? If not, please advise which CLINs these Statement of Work paragraphs should be priced under.

If a specific section of the SOW is not identified within the CLIN narrative (CLINs and ELINs) that item is not separately priced and should be allocated appropriately. All data deliverables are identified in Section B (A001-A051) as priced or not separately priced.

Paragraph C.22.1 defines one engine set as two MPDEs, two SSDGs, two EDGs, and two bow thruster engines.

Attachment 1 identifies the per-vessel repower requirements to be two MPDEs, two SSDGs, one EDG, and one bow thruster engine. Is the quantity of equipment listed in C.22.1 correct?

In the final RFP, paragraph C.22.1 has been updated to one engine set as two MPDEs, two SSDGs, one EDG, and one bow thruster engine.

31 Section F-8(c) does not uniquely identify CLINs as related to Vessels 3 and 4. Request that CLIN numbers associated with Vessels 3 and 4 be added to Section F-8. Vessels three and four are identified in ordering year two as vessel one and two for that ordering year.

Section F-8(c) does not include a delivery schedule for SLEP Repower and OCCM Work Tasks 1-35, 41, 42, 43, and 7.8 through 7.9 for Vessel 4. Request that the CLIN numbers and delivery dates associated with these events be added to the delivery schedule.

Updates to Section F are forthcoming.

33 The Second Ordering Year includes CLIN 2013 for delivery of MITD Engines and Reduction Gear, which duplicates the delivery identified in CLIN 1014. Does the government require provision of two full engine sets to MITD? The Government intends to procure one Engine set. The MITD engine sets are not part of the contract minimum.

34 Paragraph 1.0 specifies selection of the engine suite shall be on a “best value” basis. Will the Army provide sections L and M as a draft prior to RFP release so that bidders can see the evaluation criteria and weighting? See response to question #2.
