L.3 Evaluation Factors

Offeror proposals shall address the following three (3) Factors:

a. Technical (L.3.1)

b. Total Evaluated Cost/Price (L.3.2)

c. Small Business Participation (L.3.3)

L.3.1 Volume I – Technical Factor

The Technical Factor includes the following three (3) Subfactors:

1) Payload - Performance Specification Requirement HDT PSPEC-145, 409, 2748

2) Armor Solution Integration - Performance Specification Requirement PSPEC-27, 49, 52, 1040, 1379, 1675, 2779, 2780

3) Mobility (VCI) - Performance Specification Requirement PSPEC-1567

The Technical Volume must be subdivided to address each M917A3 HDT Technical Subfactor.

L.3.1.1 The Offeror shall provide a completed copy of the Performance Requirements Matrix (Attachment 0002) to include the proposed level of performance for each identified Technical Subfactor. The Technical Volume shall specifically identify the performance of the proposed M917A3 HDT and describe how the offeror will meet or exceed the thresholds identified in Attachment 0002. The Offerors proposal shall consider the performance of the M917A3 HDT in accordance with (IAW) the definitions and requirements in the Performance Specification (Attachment 0001).

The proposed performance provided in the Performance Requirements Matrix (Attachment 0002), will be incorporated into any resultant contract and the proposed levels of performance will become contract requirements.

L.3.1.2 For each of the above three Technical Subfactors, the Offerors Technical Factor proposal shall include the following:

L.3.1.3 Technical Subfactor 1 – Payload (Primary and Secondary Roads), the Offeror shall:

(a) Identify its proposed performance level for payload as identified in the Performance

Requirements Matrix (Attachment 0002), (Threshold; Objective; Achievement between Threshold and Objective). Extra credit/strength may be given for exceeding the payload threshold performance level.

(b) Fill out data sheet (Attachment 0002A Work Sheet) and provide other substantiating data to support its proposed level of performance between Threshold and Objective.

Substantiating data shall include at a minimum:

1. The proposed front and rear axle loads and axle spacing for the M917A3 HDT vehicle identified in the Performance Requirements Matrix (Attachment 0002A), at Gross Vehicle Weight (GVW) (fully payloaded, with and without installed armor) and at Gross Vehicle Weight Rating (GVWR).

2. OEM and component manufacturer drawings and specification sheets or supplier data clearly identifying components, certifications and ratings for all primary load bearing components at GVWR, including axles, suspension systems, steering, brakes, wheels, tires, dump body and all related lift components, and all major mounts. Proposed vehicle curb weight (VCW), and GVW in armored configuration, GVWR and wheel base dimensions shall be provided.

3. Technical information (including materials) for all fabricated primary load bearing components including frame rails, cross-members, suspension mounts, dump body and dump body mounts and frame reinforcements. Frame strength in terms of yield strength, section modulus, and Resisting Bending Moment (RBM) shall be provided for side rails, frame rail flanges, frame reinforcements (location, type and design) and cross-members.

Substantiating data may also include test data, Finite Element Analysis (FEA) outputs, Modeling and Simulation outputs, or engineering analysis to support the proposed payload.

L.3.1.4 Technical Subfactor 2 – Armor Solution Integration, the Offeror shall:

(a) Provide an unclassified narrative (3 pages) describing its proposed armor solution and the range of materials forming its design in accordance with Performance Specification Requirements PSPEC-20, 22, 36, 1381.

(b) Describe in detail its proposed armor solution integration for the M917A3 HDT in accordance with meeting the Performance Specification, PSPEC-27, 49, 52, 1040, 1379, 1675, 2779 and 2780, providing clear, organized and readily understandable substantiating data, which may include red-lined drawings, draft assembly drawings or drawings containing proprietary information (may include a contractor format proprietary marking or be substituted for a graphical representation) and related descriptions, diagrams, interface data (to include preliminary interface definition and compliance between armor components and the base M917A3 HDT system), vehicle test data, coupon test data, Finite Element Analysis (FEA) outputs, Modeling and Simulation outputs, engineering analysis and results, and other applicable technical documentation that provide supporting rationale to assure proper design, form, fit and function of the interfacing elements and systems, structures, and components necessary for the proposed level of performance.

(c) Identify its proposed performance level for the Operate Separately requirement, PSPEC 2780, in the Performance Requirements Matrix (Attachment 0002), indicating its proposal meets either the Threshold or Objective level of performance.

Additional substantiating data/information may be provided to that in (b).

(d) Provide its proposed Bill of Material (BOM) with highlighted changes to the contractor’s commercial dump truck design necessary to meeting the Performance Specification for the proposed armor solution and armor solution integration requirements.

L3.1.5 Technical Subfactor 3 – Mobility (VCI), the Offeror shall:

(a) Identify its proposed performance level as identified in the Performance

Requirements Matrix (Attachment 0002), (Threshold; Objective; Achievement between Threshold and Objective - provide the exact performance level if between Threshold and Objective)

(b) Completely fill out the Vehicle Mobility Data Sheet (Attachment 0003 – Vehicle Cone Index (VCI) Data Requirements Matrix) for the proposed M917A3 HDT at GVW in unarmored and armored configurations.

(c) Provide substantiating data to support the proposed level of performance to include specification sheets or supplier data clearly identifying components and assemblies.

(d) Provide any test data or modeling and simulation outputs to support the proposed configuration performance levels.

L.3.1.6 Substantiating Data

The Offeror shall provide a completed specification sheet using the Proposed Vehicle Specification Sheet (Attachment 0004) for the proposed M917A3 HDT armor capable vehicle platform. The specification sheet will be used as substantiating data for the three (3) technical subfactors. Additional sheets may be used and filled as necessary.

The proposed performance provided in the Proposed Vehicle Specification Sheet (Attachment 0004) may be incorporated into any resultant contract and the proposed levels of performance become contract requirements.

In addition to the specification sheet(s), the Offeror shall provide data to substantiate the performance of the proposed design for each technical subfactor identified in Section L.3.1.3, L.3.1.4, and L.3.1.5. Substantiating data shall be complete, specific, and relevant only to the specific performance levels proposed to be achieved by the Offeror for each requirement. If the substantiating data for one requirement is the same as data cited for another requirement, then reference the previously provided data and do not provide duplicate data.

Where the Offeror submits substantiating data for a design configuration that varies from the offered design configuration, the Offeror shall explain the extent of the variance and the impact such variances have on the credibility of the substantiating data.
