About this file

This file is a Request for Information (RFI) and Answers document providing clarifications on a federal contract solicitation for portable latrines and handwashing stations at Davis-Monthan Air Force Base, Arizona.

The contract (W569QE27QA001) is a brand-new acquisition requiring delivery and installation of three single-occupancy standard (non-ADA) portable chemical latrines and three handwashing stations at Davis-Monthan AFB, with performance location coordinates GRID: 12S WA 10516 61703. The base period of performance runs from November 1, 2026, through October 31, 2027, followed by three optional one-year periods beginning November 1 of each subsequent year through October 31, 2030. Delivery must be completed by the base period start date. Water is not available on-site, and contractors are responsible for identifying permitted off-site disposal facilities for latrine waste and gray water. The contractor must also account for installation-specific access requirements at Davis-Monthan AFB, including personnel vetting, credentialing, and compliance with security procedures. The facilities are expected to remain in place for the entire contract duration, including all option years. Portable latrines must withstand 75-mph winds using above-ground ballast/weight systems without subsurface anchoring. Pricing should include a base delivery fee (CLIN 0003) covering initial setup and final removal, with separate monthly service CLINs for each period. Emergency or additional cleaning services should be priced per-unit outside the standard CLINs and are not required to be included in the overall contract price. Option-year evaluation will be based on the total evaluated price for the entire potential contract period, including all three option years combined, rather than individual annual pricing. Service Contract Labor Standards apply, with applicable wage determinations provided by the Government.

1. We are performing independent research on the Combined Synopsis/Solicitation (W569QE27QA0010001). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

a. This is a brand-new contract.

2. The SF1449 (Section F) shows the base period as 01 Nov 2026 - 31 Oct 2027 with option periods through 31 Oct 2030 and delivery before 01 Nov 2026, while PWS 1.5 shows the base period as 19 OCT 2026 - 18 OCT 2027 with option periods through 18 OCT 2030. Which dates govern, and what is the required delivery/setup date for the units?

a. The period of performance will be 01 November 2026 – 31 October 2027 and each option period will also begin on 01 November.

3. The PWS calls for three (3) single-occupancy portable chemical latrines. Can you confirm whether any of the three latrines must be ADA-accessible, or whether all three are standard units?

a. Standard units will suffice.

4. Is there a Government-recommended or on-base disposal facility (e.g. a DMAFB dump station) for latrine waste and handwashing gray water, or is the contractor responsible for selecting a permitted off-site disposal facility?

a. We are not aware of any recommended dump stations or on-base facilities.

5. Is water available on site?

a. Water is not available on site.

6. PWS 5.5 allows emergency/additional cleaning "at an additional fee per unit," but Section B has no CLIN for these services. How should offerors price emergency/additional cleaning (e.g. a per-unit, per-service rate stated in the quote)?

a. Recommend to price it per unit outside the CLINS. Doesn’t have to be included in the overall price.

7. Performance and delivery location: The Performance Work Statement identifies Davis-Monthan Air Force Base, Arizona, while the solicitation's delivery and acceptance schedule lists an address at Fort Campbell, Kentucky. Please confirm the correct physical performance location, delivery address, and applicable acceptance and WAWF routing codes.

a. This contract is to acquire 3 latrines and 3 handwashing stations in the Davis Monthan AFB area. GRID: 12S WA 10516 61703. The WAWF info in 252.232-7006 is correct.

8. Period of performance: The solicitation lists November 1, 2026, through October 31, 2027, for the base period, while the PWS lists October 19, 2026, through October 18, 2027. Please confirm the controlling dates.

a. The period of performance will be 01 November 2026 – 31 October 2027 and each option period will also begin on 01 November.

9. Option-year pricing: Please confirm how option prices will be evaluated, given the option-evaluation language in the solicitation and the listed FAR 52.217-3 provision.

a. The contract will include three option years. Evaluation will be based on the total evaluated price for the entire potential contract period, including all option years, rather than on the price of each individual year separately.

10. Emergency servicing: Please confirm the appropriate method for quoting the additional fee per unit for authorized emergency cleaning services.

a. Recommend to price it per unit outside the CLINS. Doesn’t have to be included in the overall price.

11. Amendments: Please confirm whether any additional solicitation amendments or revised attachments apply to this request.

13. Emergency/additional cleanings: PWS para 5.5 states the Government may request additional cleanings "at an additional fee per unit," but there is no CLIN for this service. Should offerors include a per-unit emergency cleaning price in the quote, and if so, where?

a. Recommend to price it per unit outside the CLINS. Doesn’t have to be included in the overall price.

14. Option-year delivery and removal: CLIN 0003 (Delivery fee) applies to the base year only. Should any delivery, reset, or end-of-contract removal costs be built into the monthly option-year CLINs?

a. The Government anticipates paying the delivery and pickup/removal costs upfront under CLIN 0003. The facilities are expected to remain in place for the entire duration of the contract, including all option years. Any additional delivery, reset, maintenance, removal, or other costs that the offeror believes are necessary to perform during the option years should be incorporated into the applicable monthly option-year CLINs.

15. QASP: Section J lists Attachment 0002, Quality Assurance Surveillance Plan, but it was not included in the posted package. Could you please provide it?

a. The QASP is for Government use only

a. The wage determination has been attached.

20. Additional cleaning. PWS 5.5 allows the Government to order extra cleaning at an additional per-unit fee, but Section B has no line item for it. Should we list a per-unit price in our quote outside the CLINs, or will you add a CLIN?

a. Recommend to price it per unit outside the CLINS. Doesn’t have to be included in the overall price.

21. Site access and placement. Is there a point of contact for coordinating delivery, gate access (DBIDS) for the service driver, and exact placement at grid 12S WA 10516 61703?

a. The COR will be the point of contact for the delivery.

25. Initial delivery and periods: PWS §1.5 starts October 19, while amended Section F starts November 1. Please confirm the required initial delivery date, base/option dates and mobilization interval after award.

a. The period of performance will be 01 November 2026 – 31 October 2027 and each option period will also begin on 01 November.

26. Emergency service and final removal: PWS §5.5 provides for an additional per-unit emergency-cleaning fee, but Section B has monthly equipment/service lines and one delivery line. a. The QASP is for Government use only

28. Wage determination: The solicitation includes Service Contract Labor Standards clauses, but we could not locate the applicable wage determination; the FAR 52.222-42 equivalent-rate table is blank. Please provide the applicable wage determination and revision, or clarify the intended labor-standard basis.

a. The wage determination has been attached.

29. Option evaluation: Section M incorporates FAR 52.217-3, Evaluation Exclusive of Options, while the included FAR 52.212-2(b) says to add all option prices to the basic requirement. Please confirm the evaluation basis, including treatment of the potential six-month extension under FAR 52.217-8. We understand the schedule calls for prices for the base and all three annual options.

a. Evaluation will be based on the total evaluated price for the entire potential contract period, including all option years, rather than on the price of each individual year separately.

30. Period of Performance Please confirm the correct Base Period of Performance. The solicitation schedule/Section F appears to identify November 1, 2026 through October 31, 2027, while the PWS appears to identify October 19, 2026 through October 18, 2027.
