About this file
This is a Questions and Answers document for federal contract opportunity W569QE-26-Q-A003 pertaining to waste management and latrine servicing at the U.S.-Mexico border.
The document addresses three key inquiries regarding site logistics and service requirements. Regarding site locations, the Government indicated that latrines and dumpsters will be positioned in the vicinity of the southern border barrier at three locations: Naco, Nogales, and Douglas. While exact grid coordinates will be provided to the winning offeror upon site finalization, reference grid coordinates are provided for general vicinity planning (NACO Past Area: 12R XV 01063 67168; Nogales Past Area: 12R WV 0307 6655). Terrain conditions vary by location, with Nogales featuring rolling terrain and steep hills requiring careful equipment placement, while Naco and Douglas present generally flat terrain with minimal access constraints for service vehicles. The 40-yard rolloff dumpsters will primarily contain concertina wire, 5-foot and 8-foot engineering stakes, and barbed wire, though they may also contain dirt, gravel, earth materials, and general waste such as plastic and food waste. The Government will make reasonable efforts to separate metal materials from general waste; however, mixed waste streams may occur when operational requirements take precedence. This contract represents a scope change from the previous task order W569QE-26-F-A009, indicating this is not an entirely new procurement but rather a modified continuation of existing border barrier maintenance support services.

Questions and Answers
W569QE-26-Q-A003
Q1: Could you please provide the initial grid coordinates or exact drop locations for the Naco and Nogales sites, along with any known access-road or terrain limitations for service trucks?
A1: Nogales consists of rolling terrain with some steep hills; however, the Government will emplace the latrines and dumpsters in the most favorable locations available to allow for safe and practical access for servicing vehicles.
The terrain in Naco and Douglas is generally flat, with little to no anticipated issues affecting access to the latrines and dumpsters for routine servicing.
While I am unable to provide exact grid coordinates at this time, vendors should expect the latrines and dumpsters to be located in the vicinity of the southern border barrier. Exact locations will be provided to the winning offeror once site locations are finalized.
The following grids are past areas to show general vicinity and may be useful.
NACO Past Area: 12R XV 01063 67168
Nogales Past Area: 12R WV 0307 6655
Q2: What type of waste is being hauled in the 40 yd Rolloff's?
A2: The dumpsters will primarily contain concertina wire (C-wire), 5-foot and 8-foot engineering stakes, and barbed wire. However, they may also contain dirt, gravel, other earth materials, and general waste such as plastic, food waste, and clothing. The Government will make every reasonable effort to separate metal materials, including C-wire and engineering stakes, from general waste. However, operational requirements will take precedence, and mixed waste streams may occur when necessary to support mission requirements.
Q3: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A3: W569QE-26-F-A009; It is important to note that the scope has changed since this task order.
If we missed your question; please provide evidence that the question was submitted prior to the deadline and we will update the Q&A.
