About this file

This is an Addendum to 52.212-1 Instructions to Offerors for a Request for Quote (RFQ) under FAR Part 13 (Simplified Procedures for Certain Commercial Items) and FAR Part 12 (Commercial Items). The solicitation number is W569QE26QA003, issued by the U.S. Army. Offerors must submit quotations via email to Contracting Specialist Cody Whitlock (cody.w.whitlock.mil@army.mil) and Contracting Officer Devin Fuller (devin.fuller2.mil@army.mil) by 3:00 PM PDT on July 2, 2026. The quote itself must contain no company-identifying information such as business names, logos, or addresses, with required company details provided separately in the email body. Quotations must remain valid for a minimum of 60 calendar days following the closing date. Questions and concerns must be submitted by 3:00 PM PDT on June 29, 2026, and all answers will be consolidated into a single amendment document.

Offerors must provide company information including name, address, telephone number, CAGE code, Unique Entity Identifier (UEID), business size based on NAICS, confirmation of PWS capability, and SAM.gov registration verification under NAICS 562991. Quote submissions must include unit price, overall total price, discount terms, and service description. The Government will award a Firm Fixed Priced Purchase Order to the responsible offeror whose conforming offer is most advantageous, considering three evaluation factors: Technical Ability (demonstrating understanding of PWS requirements beyond restating them), Price (for the entire performance period, with unbalanced pricing potentially deemed unacceptable), and Past Performance (evaluated through up to three optional references from similar contracts/orders within the past three years). The Government intends to evaluate offers and award without discussions; however, it reserves the right to conduct discussions if necessary. Failure to strictly adhere to submission instructions may result in proposal elimination from consideration.

Offerors should mark each page of their quote as "Proprietary Information" if they want it treated as such under the Procurement Integrity Act.

The Government intends to evaluate offers and award a contract without exchanges with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint.

Officer to be necessary.

Request for Information (RFI):

All questions and concerns must be submitted in writing via email to cody.w.whitlock.mil@army.mil and devin.fuller2.mil@army.mil no later than 3:00 PM PDT on June 29th, 2026. To ensure your questions are properly addressed, please number them, make them clear and concise, and reference the specific page and section of the Request for Information (RFI), if applicable.

All questions will be consolidated and answered in a single document, which will be issued as an amendment to this RFI. You are required to provide an acknowledgment of any solicitation amendments. The

Government is not obligated to award a contract or pay for any offer preparation costs as a result of this RFI process.

SAM Registration:

In accordance with FAR 4.1102(a), offerors are required to be registered in SAM at the time an offer or quotation is submitted to comply with the annual representations and certifications requirement. The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity

Identifier (UEID)" followed by the unique entity identifier that identifies the Offeror's name and address. If the

Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov to obtain one.

Emergencies:

If an emergency or unexpected event prevents the government from receiving offers by the deadline, the due date is automatically extended. The new deadline will be the same time of day on the first workday that normal government operations resume.

Submittals:

No submittals are required outside of the quote and the company information provided in the email response, as outlined in the "General Instructions" section.

Price and Other Factors

The Government will establish a Firm Fixed Priced Purchase Order resulting from this solicitation with the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the

Government, considering price and other factors.

The following factors shall be used to evaluate offers:

A. Technical Ability: Your proposal must clearly demonstrate your ability and understanding of how to perform the work described in the PWS. Simply restating the requirements is not sufficient. The government will evaluate your proposal for its strengths, weaknesses, and risks.

B. Price: You must complete the provided pricing for the entire period of performance. Offers with significantly unbalanced prices may be considered unacceptable.

C. Past Performance: The Government will evaluate the offeror's recent and relevant past performance to assess the Government's confidence in the offeror's ability to successfully perform the requirements described in the PWS. Offerors may, but not required to, submit up to three (3) references for contracts or orders of similar size, scope, and complexity performed within the past three (3) years. For each reference, provide: contract/order number, customer/agency name, point of contact (name, email, phone), period of performance, total dollar value, and a brief description of the work and its relevance to this PWS.
