About this file
This is a Questions and Answers document for solicitation W569QE26Q0004, which addresses contractor inquiries regarding the portable latrines and handwashing stations service contract in Del Rio, Texas. The document clarifies key operational and contractual requirements for prospective bidders.
The Q&A confirms critical service parameters: two-day-per-week servicing on Tuesdays and Fridays (with flexibility for contractors to schedule by location provided all units are serviced twice weekly), no government-furnished items or water sources, and contractor responsibility for all commercial sourcing. Relocation scope is limited to one relocation set (two latrines and one handwashing station) per month at no additional cost, within a 5-mile radius of the Del Rio and Uvalde area, with excess relocations subject to contract modification. The seven delivery locations will remain fixed throughout the contract period, though relocation may occur on an as-needed basis if mission requirements change. All locations are off-government installations with no military base access requirements. The contractor is responsible for safeguarding units and covering replacement costs for loss, theft, or third-party damage. Equipment specifications require standard (non-ADA-compliant) latrines and handwashing stations with no specific brand requirements. Insurance requirements under FAR 52.228-5 do not apply due to off-installation performance. This is a new requirement with no incumbent contractor. Monthly invoicing through WAWF/PIEE is acceptable, and the Contract Manager position does not require full-time physical presence in Del Rio but may be managed remotely with periodic on-site visits. The base period CLIN 0005 covers delivery and setup, with a corresponding final pickup and site restoration CLIN (0006) added to the base period that applies only if no option years are exercised.

If not brand new, could you please provide the current / previous contract number and what the total contract value was?
Answer: It’s a new requirement.
Q9. Will water be provided by the government?
Answer: No Q10. Please confirm whether Volume III – Past Performance is required, as it is referenced in the volume list but omitted from the subsequent table and description.
Answer: Already amended solicitation to address.
Q11. STAFFING PLAN / SCA APPLICABILITY – The solicitation references Wage Determination 2015-5303. Q13. CLIN 0005 in the Base Period is listed as “Delivery and Setup,” while CLINs 1005 through 4005 in the option years are listed as “Final Pickup & Site Restoration.” Please confirm whether a final pickup CLIN applies only at the end of the final exercised option year, or whether pickup and site restoration should be priced in every option year. Additionally, should delivery and setup be priced only in the base period, with final pickup/restoration priced in each option year since any option year may ultimately be the last one exercised?
Answer: The contractor should price CLIN 0005 in the Base Period for “Delivery and Setup.” A corresponding “Final Pickup and Site Restoration” CLIN will be added to the Base Period and will apply only if the Government does not exercise any option years. If option years are exercised, the “Final Pickup and Site Restoration” CLIN from the last exercised option year (CLIN 4005 for calculation purposes) will be used as the applicable final pickup cost.
Q14. Can the Government provide the specific street addresses or grid coordinates of all seven (7) delivery locations within the Del Rio, TX sector? Exact locations are needed to accurately assess delivery logistics, travel time between sites, and servicing schedules.
Answer: The grid coordinates and map images for all seven locations are provided in Appendix A of the PWS. Locations 1, 2–4, and 7 include full street addresses on the maps, while Locations 5 and 6 are listed by grid coordinates because they are situated off an unpaved dirt road.
Q15: Will all seven (7) delivery locations remain fixed for the duration of the contract, or does the Government anticipate relocating any units during the period of performance? If relocation is anticipated, what is the estimated frequency? (Reference: PWS Section 1.4, Place of Performance) Answer: The seven delivery locations are expected to remain fixed for the duration of the contract. However, the Government may require relocation of units if mission needs change, and relocations should be anticipated on an as‑needed basis.
Q16: Are any of the delivery locations on a restricted military installation requiring base access or escort procedures for contractor personnel? If so, which locations, and what is the process for obtaining contractor vehicle and personnel access? (Reference: PWS Section 1.6.3 / General Access) Answer: None of the latrines or handwashing stations will be on a military installation.
Q17: The PWS references servicing at multiple locations. Will the Government require servicing of all seven (7) locations on the same two days each week, or can the contractor schedule servicing days by location provided all units are serviced twice per week?( Reference: PWS Section 1.5 / Servicing Requirements) Answer: The contractor may schedule servicing days by location, provided all units at all seven locations are serviced twice per week in accordance with the PWS. The Government does not require all locations to be serviced on the same two days.

( Reference: PWS Section 1.5 / Equipment Standards) Answer: No specific brand, size, or type of portable latrine or handwashing station is required beyond meeting the specifications outlined in the PWS. ADA‑compliant units are not required.

(Reference: PWS Section 1.6.10, Key Personnel) Answer: The Contract Manager is identified as Key Personnel; however, the position does not require full‑time physical presence in Del Rio, TX.
