Attachment 1: Page 4 1.10 Key Personnel and Page 34 Deliverables; Question: Do the resumes have to be provided 5 days after award, as it is understood from Page 34 A.004 Key personnel
(paragraph 1.10) ?1The deliverable on page 34 is within 5 days after award. Although, separately resumes are required to be submitted in 52.212-1 addendum and evaluated in 52.212-2, the government specifies that resumes have to be provided for safety manager, project manager and engineer for the site; they will be provided to us as part of the proposal.
Drawing: Enlarged site plan at monument; General Sheet Notes 4: Question: From Note 4 we understand there seems to be a roof requirement, but we can`t find a description on this in the SOW. Is there any request of a roof on the stage?2Roof over stage area is as specified in Drawing Sheet O-010 notes 3-5 and updated PWS Para 5.2.3.5. "The Contractor shall establish a self-supporting overhead stage structure with approximate dimensions of 30 meter x 20 meter at a height Verified in the Field (V.I.F.) that avoids interaction with existing monument infrastructure with foundation sized to minimize soil disturbances. The structure will be installed per manufacturer requirements and applicable codes and standards in a manner to resist all lateral and vertical loads. The structure will be designed by a Registered Design Professional. See “Attachment 2 NOAC Drawings (2FEB2024)” Sheet O-010 for further details."
Attachment 1: Page 22 Audio Outputs: Question: As there will be broadcasting involved. Is there any requirement for a backup of the sound system?3No need for a back up of the sound system
Does the government project a minimum or maximum number of generators allowed on-site?4Minimum to meet the power output required with no maximum number (limit) specified for the site
Could you please clarify the PoP for the portable latrines and hand washing stations requirement to be on-site?505JUN24 to 07JUN24
How many days prior will we have to preform site set-up and how many days post for take-down and demob?6Projected to have access beginning 15MAY24 and take-down/demob begin immediately following event 07JUN24. There are days the site will not be available for work due to conflicting events and this will be discussed at post award conference.
According the drawings there is a media area [MOC] and there is no close up of the media area itself, so in regards of flooring, required quantities of tents, has that been taken away from the event five years ago?7The Media Operations Center (MOC) is not part of this requirement. It is part of a separate requirement for the LSA/Catering, W564KV-24-R-0042, portion of these contract requirements.
Drawings in regards to the tents which need to be provided, there is no access Rd, at least not on the drawings, but we assume that this will be required to enter that area with golf carts and this kind of vehicles; in reference to the Veteran's and DV Tents8Yes, access is through the big access Rd and then the golf carts as well as on the backside over by where the HLZ will connect with that outer wall there by the Ridge.
Will heavy machinery be on site or will it be allowed on the site like forklifts along those lines?9Yes, the expectation is that heavy equipment will be used only to the extent necessary with a focus on avoiding damage to structures, landscaping, and grounds.
If any heavy equipment is used, is there any requirement to protect the floor or can we drive straight on the existing floor?10The expectation is for turf or ground protection while the heavy machinery is being used to minimize damage to the grounds.
Do you have any further details or information about the ramp; stage right where we have to cover the whole stairs, which is going down to the viewpoint.11Ramp as per Drawing Sheet O-008 Notes 7-9 and PWS Para 5.7.1. "The Contractor shall construct a 3 m wide ramp walk-over bridge located at the main Helicopter Landing Zone (HLZ) connecting the HLZ pads with the visitor center. The ramp dimensions are in accordance with ADA requirements and the locations are provided on the drawings found in Part 7, . The ramp shall contain no slope greater than 1:12 and elevate not greater than 30 inches (750 mm) without a landing platform no smaller than the width of the ramp squared (i.e., 3 m x 3 m). Landing platforms shall also be located at all ramp changes of direction and be no smaller than the width of the ramp squared. The expected ramp height at the highest point shall be approximately 2.5 m in order to clear the hedge row separating the HLZ and the Visitor Center. The Contractor shall be responsible for ensuring the ramp is capable of withstanding winds speeds up to 130 kph or as otherwise directed per French codes and capable of supporting a live load of 150 psf (7.2 kPa) or as otherwise directed per French code."
As this is a very sensitive area, are there any restrictions in regards of working hours and extra working hours if required?12Our expectation is building will occur outside of the normal business hours of the NOAC.
Is there a storage area available? [A "laydown" area for breaking down pallets, pre-stage equipment for the build out] Is it accessible by forklifts etc.13There will be an area to utilize around the periphery of the cemetery itself which should be accessible by equipment and should be able to store some of the overage.
It is imperative that the height of the roof is clearly clarified.14Clear plastic roof tall enough to clear the monument, with nothing attached or obstructing it.
We need the exact info up to which load the floor can bear.15The load the floor should be able to sustain is: ~400 people at an average of 150lbs = 60,000 lbs + chairs, ramps and other = around 65,000 lbs.
It needs to be identified which extra load will be hung in the roof: Speakers, lights…16No additional load expected to be hung from the roof.
Description of the cover of the roof (Canvas…) is needed17Clear plastic roof tall enough to clear the monument, with nothing attached or obstructing it.
