The Government will award to the lowest price proposal that passes all evaluation criteria with Acceptable requirements.

The following factors shall be used to evaluate offerors:

1. Technical

2. Supplier Performance Risk System (SPRS) assessments

3. Price

I, which is incorporated in full text in this solicitation. Failure to do so may be a cause for the proposal to not be considered for award. The Government will evaluate offers for award purposes by adding the total price for all ordering periods.

A written notice of award or acceptance of a proposal, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the proposal, shall result in a binding contract without further action by either party. Before the proposal's specified expiration time, the Government may accept a proposal (or part of a proposal), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
