About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity W564KV26QA067 concerning the procurement of commercial trailers for the U.S. Army.

The solicitation covers five contract line items (CLINs): CLIN 0001 for Flatbed Trailers with ADR EX III certification; CLIN 0002 for Rollerized Box Trailers with five-lane Hydraroll systems and ADR EX III certification; CLIN 0003 for Curtainsider Trailers with ADR EX II certification; CLIN 0004 for Lowbed Trailer Type 2 (gooseneck semi-trailer with fixed gooseneck and hydraulic rear ramps); and CLIN 0005 for Lowbed Trailer Type 3/Recovery (same base as Type 2 but with integrated electric winch, deflection pulley, and hydraulically liftable platform section). All CLINs will be evaluated and awarded simultaneously in a single award. The requirement is for purchase, not lease. Key technical clarifications address corrosion protection (hot-dip galvanized chassis required), paint finishes (manufacturer standard colors acceptable rather than NATO green or specific RAL codes), and acceptable substitute components (SafeCurtain equivalent to Power Curtainsider; equivalent load securing systems acceptable if they meet functional and performance standards). Contractor must demonstrate that proposed alternatives to specified hardware such as Power Brace locks meet or exceed all salient physical, functional, and performance characteristics. Delivery milestones by individual CLIN are acceptable, with 6-month delivery achievable for Curtainsider and Rollerized Box units, and 8-9 months acceptable for ADR EX III-certified units due to additional certification requirements. Contractors must provide vehicle titles and registration documents; the Government will handle U.S. registration authority. GPS telematics hardware is not required on any vehicles. For procurement history documentation, offerors may reference federal contract numbers for prior government work or submit redacted summaries of commercial sales highlighting technical scope and volume while maintaining client anonymity.

Q&A W564KV26QA067 - CULT Commercial Trailers

Q1: Is this requirement for a purchase or a lease?

A1: The requirement is for a purchase.

Q2: Flatbed Trailer – Side Rave

The specification states: "Side rave without stake pockets and hinges."

Could you please confirm whether this means:

- no side boards are required, and

- no provisions (stake pockets or hinges) for side boards shall be installed?

A2: That’s correct, no side boards no stake pockets or hinges.

Q3: Chassis Corrosion Protection

The specification requires a hot-dip galvanized chassis. Would a chassis protected by cataphoretic dip coating (KTL), zinc phosphating, and powder coating be considered technically acceptable as an equivalent corrosion protection system?

A3: No, the mentioned methods are not considered technically acceptable as equivalent corrosion protection. Hot-dip galvanized chassis are more resistant to rust and better suited for vehicles kept outdoors.

Q4: NATO Green Paint

Could you please specify the required RAL color code (or other color standard) for the requested NATO Green finish?

A4:The vehicles are not to be painted in NATO green, but rather in the manufacturer’s respective standard color.

Q5: Jet Black Finish

Could you please confirm whether Jet Black refers to RAL 9005?

A5: Any normal black color is acceptable.

Q6: Power Curtainsider / SafeCurtain

Would a trailer equipped with a SafeCurtain system be considered an acceptable equivalent to the specified Power Curtainsider, provided it meets all functional and safety requirements?

A6: Yes. They are identical systems, just built differently by the manufacturer.

Q7: Power Brace Locks

The specification requires Power Brace locks on the rear doors. Would an equivalent heavy-duty rear door locking system from another manufacturer be considered acceptable?

A7: To substitute the specified Power Brace locks, the contractor must demonstrate that the proposed alternative meets or exceeds all salient physical, functional, and performance characteristics of the specified hardware. A power brace (often referred to as a lock rod or rotating bar lock) is a robust mechanical locking system for the rear doors (swing doors) of trailers, semi-trailers, and truck bodies. It ensures an extremely tight, secure closure of the doors and protects the cargo against shifting due to internal pressure as well as against break-ins.

Q8: Sliding Stakes and Side Boards

The specification requires "3 pairs of sliding stakes with 600 mm high mounting supports for 5 slats one on top of each other."

Could you please clarify whether:

- only the mounting supports (preparation) are required, or

- the side boards/slats themselves are also required to be included in the delivery?

A8: If we have “Power Curtain” trailers, we don’t need load-retaining boards, but the side posts still need to be movable. If we have a standard curtain-sider trailer, the side slats must be present and included in the scope of delivery, as there are legal regulations governing this. The simpler option is the Power Curtainsider.

Q9: VarioFix Outer Frame

Would an equivalent load securing system from another manufacturer be accepted in place of the specified VarioFix steel perforated outer frame, provided it offers equivalent functionality and complies with the required load securing standards?

A9: Yes.

Q 10: CLIN 0001 (Flatbed) - ADR Certification Level: The PD specifies ADR EX III certification is required for the flatbed trailer. The standard commercial flatbed configuration available from our identified source is built to ADR EX II. Could the Government confirm whether EX III is a firm requirement for this CLIN, or whether EX II (matching the Curtainsider requirement) meets the intended use case? This affects both pricing and lead time.

A10: To transport the quantity of goods involved, we require EXIII vehicles (net explosive quantity). In principle, vehicles with tarpaulin covers do not receive EXIII certification; vehicles that cannot carry a significant amount of dangerous goods based on their payload capacity do not qualify for EXIII status either. However, all other types such as container chassis, flatbed trailers, etc.- do receive EXIII certification, and that is what we require.

Q11: Telematics/GPS Exclusion: The PD requires that any telematics system be configured to prevent third-party data transmission, and the Rollerized Box Trailer section further states telematics/GPS are not permitted under Army regulations. Could the PD instead explicitly state "delivered without telematics/TCU hardware installed" as a line-item requirement across all CLINs, rather than "configured to restrict transmission," to avoid ambiguity during technical evaluation? This is achievable as a deselect option from standard OEM configurations at no added risk.

A11: GPS telematics is not required for any of the vehicles.

Q12: CLIN 0004/0005 (Lowbed Types 2 and 3/Recovery): These specifications (rear-taper gooseneck, hydraulic ramps, self-steering axle, integrated winch for the Type 3/Recovery unit) point to a different manufacturer base than the standard flatbed/box/curtainsider line. Could the Government confirm whether these two CLINs will be evaluated/awarded separately or as part of a single all-or-none award, as this affects vendor teaming strategy industry-wide.

A12: All CLINs (0001, 0002, 0003, 0004 and 0005) will be evaluated/awarded at the same time and will be in one single award.

Q13: Paint/Finish: NATO Green is specified for the Flatbed CLIN body color. Would the standard commercial RAL 6031 (Bronzegrun Matt), a close factory-available match, also be acceptable? This body color should meet intent without a custom paint run, which would otherwise add lead time.

A13: The vehicles can and should be painted in a standard manufacturer color- not NATO green.

Q14: Delivery Feasibility

A six (6) month delivery window from contract award is achievable for the Curtainsider and Rollerized Box CLINs under standard OEM production slotting. However, for CLINs requiring ADR EX II/EX III explosion-protection certification, the technical service presentation and acceptance step (required for EX III especially) typically adds 4-8 weeks beyond standard production lead time, as this is a separate inspection/certification event scheduled after vehicle completion. Would a delivery lead time of 8-9 months from award for the ADR EX III units (Rollerized Box, and Flatbed if EX III is retained) be acceptable? Additionally, can the solicitation allow separate delivery milestones by CLIN rather than a single fleet-wide delivery date, since the lowbed CLINs (0004/0005) may be sourced from a different manufacturer with an independent production schedule?

A14:Curtain-sider trailers do not require a roller floor; only box trailers do. The longer delivery time for the roll box trailers is acceptable. Instead of a single overall delivery time, delivery milestones are certainly also acceptable. Low-loaders do not require ADR EXII or EXIII classification.

Q15: ADR classification by CLIN

The Purchase Description appears to contain different or overlapping ADR references: The Flatbed Trailer section requires an ADR EX III certificate; the Curtainsider section requires EX II approval, but also refers to ADR vehicle classes FL and AT; the Rollerized Box Trailer section refers to both “explosion protection II” and an ADR EX III certificate; the required ADR EX II or EX III classification is not expressly identified for the two Lowbed Trailers. Could you please confirm the definitive ADR vehicle classification required for each individual CLIN?

A15: Low-loaders and lowbed trailers do not require ADR approval. Curtain-sider trailers only receive an EXII certificate, see ADR regulations. For flatbed and container chassis, we absolutely require ADR EXIII certification to transport the goods we receive from the customer.

AT and FL we don’t need.

Q16: Rollerized loading-floor configuration

The Rollerized Box Trailer specification refers to a pneumatic system consisting of four roller tracks, while the subsequent standard design description refers to five Hydraroll lanes. Could you please confirm the required number and configuration of the roller tracks or lanes?

A16: To load an Air Force pallet into the trailer safely and without significant effort, five roller lines are ideal and advantageous from a safety perspective.

Q17: 3. Lowbed Trailer Type 2 dimensions

The specification indicates an approximate overall vehicle length of 13,100 mm, while the flatbed length is stated as 13,350 mm. Could you please confirm the correct overall and loading-platform dimensions?

A17: The correct overall length is 13,350m the loading platform dimension is 9,30m.

Q18: Lowbed Trailer Type 2 warning-sign extension

The warning-sign mounting system is described as extendable up to 4,200 mm in one section and approximately 400 mm in another section. Could you please confirm the intended extension dimension?

A18: The mounting system for warning signs is extendable up to 4,200mm.

Q19: Lowbed Trailer Type 2 and Type 3 / Recovery configuration

In Italian commercial terminology, we would generally identify both CLIN 0004 and CLIN 0005 as “gooseneck lowbed semi-trailers”. Could you please confirm whether this terminology correctly corresponds to the trailers intended by the Government?

A19: Yes.

Q20: Could you please confirm whether the Type 2 and Type 3 / Recovery trailers are based on the same basic gooseneck lowbed trailer model, with different equipment and configuration, or whether they are intended to be two separate trailer models.

A20: Type 2 and 3 are the same base models but with different equipment.

Q21: Could you please confirm the final delivery and acceptance location for logistical and pricing purposes.

A21: The final delivery and acceptance location is located in the solicitation document.

Q22: Rollerized Box Trailer

The specification appears to contain conflicting information regarding the roller loading system.

One section refers to four roller tracks, while another describes a five-lane Hydraroll roller track system. Could you please confirm whether four or five roller tracks are required?

A22: See answer question 16: five-lane for safety by loading.

Q23: ADR Requirements

The specification document references EX II, EX III, FL, and AT classifications in different sections and, in some cases, these appear to be inconsistent. Could you please confirm the required ADR vehicle classification for each trailer type?

A23: See answer question 15.

Q24: Registration Requirements

Is the contractor expected to deliver the trailers fully registered in Germany in the name of the U.S. Government (or the designated U.S. Government organization), or is registration the responsibility of the Government after delivery?

A24: We need the vehicle title (possibly the registration document (Fahrzeugbrief und Fahrzeugschein) the unit must handle the registration with the appropriate US registration authority.

Q25: Paint Scheme

The specifications indicate different paint requirements for the various trailer types (e.g., NATO Green for the flatbed and rollerized box trailers, RAL 9006 for the curtainsider, and approximately RAL 7035 for the recovery lowbed trailer). Could you please confirm whether these colors are mandatory, or whether technically equivalent standard manufacturer colors would be acceptable?

A25: Technically equivalent standard colors from the manufacturer would be permissible. See answer questions 4 and 13.

Q26: CLIN / ID cross-reference

The Solicitation schedule appears to list CLIN 0002 as Rollerized Box Trailers and CLIN 0003 as Curtainside Trailers. However, Attachment 1, Section 2.1, Equipment Overview, appears to identify ID 2 as Curtain Sider Trailer and ID 3 as Rollerized Box Trailer.

Please clarify which CLIN corresponds to each trailer type:

Curtain Sider Trailer

Rollerized Box Trailer

A26: CLIN 0002 corresponds to rollerized box trailers and CLIN 0003 corresponds to curtainside trailers. Please refer to the solicitation for the CLIN structure, not Attachment 1.

Q27: Lowbed Trailer configuration – Type 2 and Type 3 / Recovery

For CLIN 0004 / ID 4 and CLIN 0005 / ID 5, the specifications refer to a fifth-wheel load, a 2-inch kingpin and a gooseneck section. The solicitation and purchase description documents do not make clear whether the gooseneck is fixed or detachable/removable.

Please clarify whether the required configuration is:

a fixed-gooseneck lowbed semi-trailer with rear hydraulic loading ramps; or a detachable/removable-gooseneck lowbed semi-trailer.

A27: A low-loader semi-trailer with a fixed gooseneck and hydraulic rear ramps.

Q28: Difference between Lowbed Type 2 and Lowbed Type 3 / Recovery

The main dimensional and weight data for Lowbed Type 2 and Lowbed Type 3 / Recovery appear to be substantially similar. The documents do not clearly identify which technical or functional features distinguish the two trailer types.

Please provide the specific differences between:

Lowbed Trailer Type 2

Lowbed Trailer Type 3 / Recovery.

A28: The Type 3 recovery trailer has the following additional equipment:

Electric winch, approx. 5,400 kg pulling capacity, with wireless remote control.

Wire rope approx. 24 m long, rope diameter approx. 9.5 mm; includes rope pressure roller and lashing ring on the gooseneck.

Winch mounted at the front, on the inner side of the gooseneck.

A29: electric winch with radio remote control; only Type 3 recovery hydraulic folding, lifting and lateral-shifting ramps; both hydraulically liftable/lowerable platform section; only Type 3 recovery lift axle on the first axle; both self-steering axle; both container pockets; only Type 2 stanchion pockets; only Type 2 automated central lubrication system; both load pressure gauge with load diagram; both extendable warning signs with position lights; both rotating beacon holders; both bridge plates between ramps and loading platform; only Type 3 recovery

Q30: As a company, we are not permitted to disclose third-party data, including previous commercial vehicle sales, customer information, and other customer-related data. However, several suppliers interested in selling vehicles to the U.S. Army have indicated that this information is required under the "Procurement History" section of the solicitation. Given that we are not authorized to share such proprietary data, how does the Government recommend we address this requirement?

A30: If your company or your suppliers have prior procurement history with the U.S.

Government, you may satisfy the Procurement History standard by providing the relevant federal Contract Number or Delivery/Task Order Number. Because federal contract awards are a matter of public record, referencing these official identifiers allows the evaluation team to independently verify past performance through internal federal databases, eliminating the need to disclose private commercial transaction details. For past performance that is strictly commercial and subject to corporate non-disclosure restrictions, offerors should submit a redacted summary.

This summary must highlight the technical scope, specifications, and volume of the vehicle sales to demonstrate capability, while keeping the specific third-party client identities entirely anonymous.
