About this file
This is a Limited Source Justification Review Document for a federal bridge contract for Local Drayage and Warehouse Augmentation Services in Germany, issued in June 2025 with Control Number T-26-002.
The requiring activity is Installation Management Command – Europe (IMCOM – E) G4/GSE Furnishings Management Office (FMO), and the contracting activity is the 409th Contracting Support Brigade, Theater Contracting Center in Kaiserslautern, Germany. The government intends to award a limited source competitive bridge contract valued at an unspecified amount (redacted) using simplified acquisition procedures under FAR Part 12 for commercial products and commercial services. The contract will continue drayage and warehouse augmentation services currently provided under contract W564KV26CA001, which ends August 31, 2026, and will run for a 12-month base period from September 1, 2026 through August 31, 2027, plus a six-month extension through February 29, 2028 under FAR Clause 52.217-8. Three pre-qualified contractors are identified as eligible awardees: Fuduric GmbH & Co. KG, Andreas Christ Spedition und Möbeltransport GmbH, and Schmidt Spedition GmbH. The services include delivery and pick-up of temporary and permanently issued furniture and appliances for military and civilian personnel, drayage distribution services, warehouse task augmentation including cleaning and minor repairs, and movement and storage of government-owned furniture and appliances. The government determined that limited source competition is necessary because full and open competition cannot be executed within the required timeline given the critical nature of these mission-essential services, the need for immediate capability with minimal phase-in period, and the specialized knowledge and facility access already possessed by the three identified contractors. The justification will be posted in accordance with FAR Parts 5.301 and 6.301 following award, and the government is actively pursuing a follow-on competitive acquisition for these services.
