About this file

This document is a Questions and Clarifications file for a Victim Advocacy Program (VAP) Solicitation, dated 28 April 2025, addressing key administrative details for Solicitation Numbers W564KV25RA002 and W564KV25RA023. The document contains four questions and government responses related to proposal submission requirements, including guidance on using solicitation numbers, submission of signed documents, email submission instructions, and past performance questionnaire protocols. The government clarifies that offerors can use either solicitation number (W564KV25RA002 or W564KV25RA023) for submission purposes, and past performance questionnaires submitted under the previous solicitation number will be considered valid for the new solicitation. Proposals are to be submitted via email to Jessica Spencer and Carlos Mayorga, with the submission deadline using Central European Time.
