Questions and Answers:

*Note: Questions must be submitted no later than 10 business days prior to proposal due date. That is 25 July 2024 since solicitation was posted by 8 July. There were three questions received by 25 July 25, 2024.

1. Question: We are performing independent research on the Combined Synopsis/Solicitation (W564KV24R0055). We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

Answer: This is not a new requirement. The current contract number is W564KV-20-D-2000.

2. Question: I would like to know if the requirement IMCOM-E Laundry and Dry-Cleaning Services in a new requirement ? If not, can you please tell me the contract value for the past 5 years ?

Answer: This is not a new requirement. The value of W564KV-20-D-2000 is EUR 6,260,899.99.

3. Question: BLUF. We understand the decision behind altering the operating hours of five TCPs was based on the volume of items processed at these locations. However, it is essential to consider the customer requirements.

Reference para. 1.5.4.2 Government Facility Operating Hours, we recommend the five TCPs with opening hours from 0800 to 1200 Monday through Friday be changed to open 0800 to 1600 Monday through Friday.

Justification as follows:

Our customers in these locations have various drop-off and pick up times both in the morning and the afternoon.

We have customers in different Task Orders, e.g. MEDCOM, JMRC, that schedule their drop off of items in the morning, but DFAC personnel can only come to the TCP in the afternoon after their shift. The proposed opening hours significantly increase the likelihood that customers will be unable to drop off or pick up their items for cleaning.

In the current contract, we have allocated personnel to maximize TCP operating hours. Over the past five years, including throughout the challenges of COVID-19, we have maintained a 98% operational availability. With the proposed opening hours and the current labor market, there is a significant risk of an increased loss of operating hours due to the unavoidable reduction in staff and less coverage for vacation or sudden illness.

Furthermore, despite the reduced hours, the government will not see a significant price difference between full-time and part-time arrangements at the proposed locations. Any contractor continuing this contract will need to have employees on standby to cover vacation, illness, pregnancy leave, and other absences to maintain the government's requested operational availability.

In summary, we place a high priority on customer service, and we believe this recommendation to change the TCP operating hours will best meet their requirements and support the overall mission of the contract.

Answer: In the meeting with our management, we have decided to go back to the old opening hours of 0800 - 1600 for all TCP's. PWS has been revised.
