About this file

This document contains questions and answers regarding solicitation number W564KV-22-R-0007 from the Department of the Army for drayage distribution services in Italy. The solicitation seeks drayage services for government-owned furniture and appliances from warehouses in Livorno and Vicenza, Italy, to Army installations. Services include installation and removal of appliances for Army housing as well as warehouse augmentation including receiving, cleaning, inventory, and preparation of items for reissue. Questions clarified requirements for full-time warehouse staff, confirmed separate requirements for each location, removed the need to test appliances, corrected the estimated workload table, and confirmed offerors must submit past performance questionnaires in addition to other information.

Italy Drayage Solicitation Questions

Q1: Do you need 2 Full Time people, 08.00 to 17:00 hours without interruptions, as stated in PWS paragraph 1.8.2.?

A1: The warehouse augmentation employees would be required during the same hours as specified in PWS 1.8.1. Amendment 0001 to the solicitation updates PWS 1.8.2 to clarify this.

Q2: Please verify that 2 full time workers are necessary in Livorno warehouse, as required by Subject RFQ Attachment 03 “Certification of Capability to Provide Adequate Staffing”

A2: Warehouse augmentation is not required in Livorno. PWS 1.31 and Attachment 03 Certification of Capability to Provide Adequate Staffing are updated in response. An updated version of Attachment 03 is uploaded to SAM.gov.

Q3: PWS, Paragraph 5.2.2.3. a) Standard: “Contractor shall ensure appliances are clean, dry, and OPERATIONAL before storage or preparation for delivery.” In order for the contractor to do this, the US Government needs to provide a place with Electricity, Water, Water Drainage System and Methane gas delivery Point. Otherwise, it should be responsibility of the US Government representative to determine the appliances operational.

A3: PWS 5.2.2.3 is updated in Amendment 0001 to remove the requirement for the warehouse augmentation workers to ensure appliances are functional. The requirement for appliances is to ensure that appliances are clean and dry.

Q4: With reference to RFQ attachment 4 “Estimated Workload Data” we have noticed that perhaps Vicenza and Livorno Quantity have been reversed. Please Verify.

A4: This is correct. The estimated workload was reversed in the original document. This has been corrected and an updated version of Attachment 04 is uploaded to SAM.gov.

Q5: With reference to the attachment #1 “Performance Assessment” of Subject RFQ. The Performance Assessment Questionnaire must still be submitted, even if the Firm submit CPAR Recent and Relevant documentation?

A5: Yes, offerors must complete and submit the Attachment 01 Past Performance Questionnaire. While the evaluators will have access to CPARS records, it’s possible that not all offerors have CPARS evaluations. Also, in the event an offeror has performed these services with a non-Government customer this allows offerors to provide past performance information and allows the Government to receive feedback directly from the customer. For offerors that provide services primarily (or exclusively) with the U.S. Government, the contract COR may serve as the point of contact to complete the questionnaire. Amendment 0001 to the solicitation updates Attachment 01 to correct the solicitation number. However, any questionnaires received that refer to the previous solicitation number are still acceptable.
