Q&As

NumberDocumentQuestionAnswer
1Security ClearancesThe PWS and draft DD254 conflict on security clearance requirements. PWS 1.6.12 states all personnel must have full scope polygraphs. PWS 1.6.18.2 and 1.6.18.3 (Shift Supervisors and Security Guards) do not mention any polygraph requirement. Technical Exhibit 1 states all personnel must have a CI polygraph. Technical Exhibit 5 states security guards must have a full scope polygraph. The draft DD254, SCI Addendum, Item 14 states CI Poly. Can the Government clarify the security clearance requirements for each position (PM, APM, Shift Supervisors, Security Guards, etc.) and update the PWS and draft DD254?All personnel are required to have full scope polygraphs. TE1 is amended to reflect the clarification. A revised Draft DD254 is also included in AMD 03 to the solicitation.
2Security ClearancesThe current contract does not require polygraphs and the incumbent workforce does not have polygraphs. To the extent that polygraphs are now required on this contract, would the Government consider limiting this requirement to only those individuals working at facilities that require a polygraph to access? No, full scope polygraph for all employees is the requirement. See answer to Q1 for further information.
3PWS 5.1.2PWS 5.1.2 allows the APM to also fulfill shift supervisor duties. In addition, there is only one shift supervisor required to manage three shifts at geographically separate facilities that are 45 minutes apart. This does not appear to be adequate minimum supervision. Would the Government consider requiring a Shift Supervisor at each of the three locations? The shift supervisor role has been further clarified in AMD 03, RFP and revised PWS.
4L.3.c Detailed Proposal InstructionsL.3.b Does not specify font/size requirements for tables, charts, or graphics. Can the Government confirm Arial or Times New Roman 10 are acceptable for tables, charts, or graphics?Additional clarification on font/size requirements are included in soliciataion amendment.
5L.3.f Detailed Proposal InstructionsCan the Government confirm that cover pages, cover letters, table of contents, and list of figures are excluded from page count?Cover pages, cover letters, table of contents, and list of glossary and acronyms are excluded from the page count.
6L.4.b. Volume II: Technical ProposalThe instructions state offerors must, “Provide documentation illustrating an active security clearance in accordance with PWS 1.6.12.” Providing a print out of an individual’s JPAS record is not allowed per DCSA guidance (see attached). Can the Government confirm that a letter from the offeror’s FSO certifying the clearance will suffice? If not, how should offerors provide proof of clearance? The Government would accept that a letter from the offeror’s FSO certifying the clearance will suffice.
7L.4.b. Volume II: Technical ProposalThe instructions state offerors must, “Provide, in narrative format, a description of how the Project Manager and Alternate Project Manager meet the requirements as provided at PWS 1.6.18.2.”However, the PM and APM requirements are listed in PWS 1.6.18.1. Can the Government confirm PWS 1.6.18.1 is the correct PWS reference for the instructions?Solicitation updated to reflect correct references.
8L.4.b. Volume II: Technical ProposalThe instructions state, “Provide, in narrative format, how the ESS Operators and Roving Guards meet the requirements as provided at PWS 1.6.18.4.” There is no PWS 1.6.18.4. Can the Government confirm PWS 1.6.18.3 is the correct PWS reference?Solicitation updated to reflect correct references.
9L.4.b. Volume III: Past PerformanceVolume III requests completed Past Performance Questionnaires (PPQ). The PPQ template included in Attachment 3 mirrors the topics rated in a Contractor Performance Evaluation Report (CPAR), including the topics Quality, Schedule, Cost Control, Management, Regulatory Compliance, and a recommendation for similar future work. We have several customers who refuse to complete a PPQ because they instead complete annual CPARs on the contract. Would the government accept the most recent completed CPAR instead of a PPQ?The Government does not intend to revise the Past Performance submittal instructions and/or evaluation criteria.
10L.4.b. Volume IV: Price, Unit PricesThe instructions state: “The unit prices proposed shall be all inclusive of wages, fringe benefits, overtime and/or shift differential, overhead, general and administrative expenses, profit, material handling, subcontract handling, and any phase-out costs. A detailed breakout of these costs may be requested.” Can the Government confirm if a detailed breakout of the Unit Prices should be submitted with the cost proposal? Please refer to the proposal Instructions to Offerors.
11Attachment 1 Price MatrixThe ELIN Pricing tab requests unit pricing by month. To ensure a fair evaluation between offerors, should offerors assume a 28, 30 or 31 day month for ELIN unit pricing? The answer to this question is a business decision on the part of the offeror.
12PWS 1.4 Functional AreasIs 2 person integrity required at any operation location? With only 2 personnel assigned to a shift, will there be client assistance in response and coordination to any emergency situation? There is no requirement for two person integrity. Two people must be on duty as security guards at all times, if one person must respond to an alarm or emergency situation, one can take care of the situation. No client assistance in response and coordination to an emergency.
13PWS 1.6.30 German Good Conduct Certificate (GCC)Does this apply to U.S. citizens, or German Citizens only?Germany Citizens only.
14PWS 1.6.33 WeaponsAre batons and handcuffs classified as weapons?Baton is considered non lethal weapon. It is not needed. Handcuffs is not a weapon.

16PWS PART 7. Attachment 1, Technical Exhibit 1, Performance Requirement SummaryTechnical Exhibit 1 Item 5.1.1 states that the PM must be present at the facility at all times. Can the Government confirm if a Shift Supervisor, rather than the PM, must be at the facility at all times, and the facility referred to is the Dagger facility? The shift supervisor role has been further clarified in AMD 03, RFP and revised PWS.
17PWS Part 7. Attachment 1, Technical Exhibit 1, Performance Requirement SummaryTechnical Exhibit 1 Item 1.6.5 states that the contractor must provide 2 Guards and 1 PM at all three locations 24/7. PWS 1.4 states that 2 guards are required at each location 24/7 and 1 Shift Supervisor at the Dagger location 24/7, in addition to the PM and APM. Can the Government clarify the minimum required staffing overall and at each of the three facilities? The manning requirements are listed in Technical Exhibit 3 and they are as follows: Project Manager, Alternate Project Manager, 2 Guards (24/7) at all three locations and 1 shift supervisor (24/7) at the Dagger Facility to supervise all three locations.
181.6.18 of solicitation and PWSThe two documents contradict each other. Please confirm which labor categories are considered to be Key Personnel by USGKey Personnel are listed in PWS 1.6.18 and they are as follows: Project Manager and Alt. Project Manager.
191.6.18 of solicitation and PWSThe two documents contradict each other. The solicitation states the labor categories are 1) PM 2) APM 3) Shift Supervisors 4) Security Guards. The PWS states the labor categories are 1) Project Management staff 2) Project (guard) manager 3) APM 4) ESS Operator and Guard/Roving Guard. Please confirm the correct labor categories that we are to use.Contradiction has been addressed in the AMD 03 to the solicitation.
20PWS 1.6.2Since standard shifts are eight hours long, if the Contractor ensures the Project Manager is on site from 0800-1600 vice 0700-1600, will this meet the USG's requirement? Please refer back to the PWS for the answer to this question.
211.6.5 of solicitation and PWSThe two documents contradict each other. Please confirm what the manning requirements are for all three locations in terms of labor categories and quantities.Manning requirements clarified in AMD 03.
22PWS 1.6.12Please confirm whether newly hired employees who have a TS/SCI clearance but do not yet have a CI Poly will be able to get processed by the Cognizant Security Authority prior to arrival at the working location, or on site prior to working. Please confirm whether newly hired employees who have a TS Clearance only with no SCI or Poly determination can be supported by the CSA to process the program determination and Poly as mentioned above. We are confident with project staffing capabilities either way but clarifying the two points above will assist the logistical approach for our team.Personnel with TS/SCI clearance only will be considered unclear for work location. Newly hired employees who have a TS/SCI clearance but do not yet have a CI Poly will be able to get processed by the Cognizant Security Authority (CSA) prior to arrival at the working location, or on site prior to working, and then assisted for Full Scope Poly. All personnel must at least have a valid/current TS/SCI to be considered for assistance in gaining any/all Poly processing. A request for just a CI Poly for the Dagger Facilty only can be considered by the KO or their designated representative.
23PWS 1.6.18.1-4Although 1.6.12 specifically states employees must have CI polygraph, none of the position descriptions in 1.6.18.1-4 make mention of this requirement, only that the employees have been read on the appropriate SCI caveates prior to beginning work. Please clarify what the security clearanace requirement is for each labor category. The CIC is specifically mentioned in these sections, can USG clarify that it means all three locations? Please refer to the answer to Question 1.
24PWS 1.7.5Our intention to meet this requirement would be to conduct a ten panel screen at the work location which will be administered by Management personnel. In the case of a non-negative result, the employee would immediately be removed from the work location and sent to a local doctor (under Management supervision) to conduct a second drug test. This sample would be sent to a licensed/certified drug testing facility at the Contractor's expense. Please confirm this meets the requirements of 1.7.5.The Government won't provide responses that otherwise may be addressed during technical evaluation.
25PWS 3.4This section states Contractor is not to remove any office furniture. Please confirm basic furniture in the office space will be GFE.Basic Office furniture is provided for contractor use at each site.
26PWS 5.1.4This section seems to contradict section 1.6.5. Please confirm the manning requirements are for three personnel on duty (all three locations), two of which shall be guards/ESS operators and one either a Project Manager (day shift) or a Post Supervisor (evening and mid shifts).Clarifications provided via AMD 03.
