QUESTIONS AND ANSWERS
Question 1:
I just want to confirm there must be contractor personnel at each of the 7 TCPs, and if so what hours would the personnel be required to be present at the TCPs for retrieval of the items to be laundered?
Answer 1:
The TCPs shall be staffed in accordance with the requirements of PWS paragraph 1.5.4.2.
Question 2:
Is there a minimum requirement for personnel to be assigned at the Troop Collection Point?
Answer 2:
The TCPs shall be staffed in order to meet the requirements of PWS paragraph 1.5.4.2.
Question 3:
Also I understand the quantities are almost a quarter of what the incumbent contract award was is this reduction correct?
Answer 3:
The Government's estimated quantities for the base year are found in the PWS, Attachment 1 - Estimated Workload Data. They are estitmates only. For additional information, carefully review the solicitation and the answers to Questions #6 and #10 below.
Question 4:
Please advise if this very same project is currently being performed ?
Answer 4:
The Government has satisfied the minimum guaranteed order quantity under Contract No. W564KV-18- D-0006. It is the Government's intent to use the solicited contract for its future Laundry, Dry Cleaning, and Troop Collection Point Operations in Germany.
Question 5:
The IOTV's cleaning requirements are very specific. In case this service is currently outsourced, would you be able to share with us the service providing company. Or is the Subcontractor supposed to establish its own set of specific washers (and material) as described in App 5 in order to meet the requirement for washing IOTV's?
Answer 5:
You are correct that the contractor must clean IOTVs in accordance with the contract's specifications.
The incumbent contractor is LHD Group Deutschland GmbH.
Question 6:
The Solicitation mentions that CONTRACT MINIMUM/MAXIMUM QUANTITY AND CONTRACT VALUE and provides a minimum of $20,000.00 and maximum of $7,000,000.00. This is a very large range. In order to price this requirement appropriately, we need to know if the quantities of clothing provided in ELIN pricing are accurate. Or at a minimum if you could kindly provide us with +/- % of range of fluctuation.
Answer 6:
The quantities stated in the ELIN pricing sheets are estimates only. The estimated workload data in PWS, Attachment 1 is also only an estimate. The Government is unable to forecast with certainty the actual volume and based the estimates upon available historical data; however, they remain only estimates.
As discussed at FAR Clause 52.216-22, and reiterated here, the quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract. The Government shall order at least the quantity of supplies or services designated in the Schedule as the ""minimum,"" which pursuant to the terms of the proposed contract is $20,000.
Therefore, potential offerors are on notice that the extent of the Government's ordering obligation under the proposed contract is $20,000. With regard to the identified maximum amount of $7,000,000, that figure represents the maximum ceiling for the cumulative value of all orders issued throughout the contract's five-year ordering period.
Question 7:
Shall we include Phase-out costs to the Line 0005 Phase-in?
Answer 7:
The Contract Line Item Number (CLIN) 0005 expressly states, ""Phase out shall not be priced."" In light of that direction, offerors should not include phase out costs in CLIN 0005.
The Government will evaluate proposed prices in accordance with FAR 52.212-2 of the solicitation and its Addendum.
Question 8:
Please advise what costs to include in Contractor Manpower Reporting?
Answer 8:
As referenced in the applicable CLIN descriptions, under PWS Para. 5.15 is a description of the contractor's responsibilities associated with the Enterprise-Wide Contractor Manpower Reporting Application (eCMRA). In these CLINs the contractor may identify its price for performing these required reporting. The Government will evaluate proposed prices in accordance with FAR 52.212-2 and its Addendum.
An offeror may choose not to charge the Government for these services, in which case, the offeror would complete the Contractor Manpower Reporting CLINs with a price of $0, but determining proposed prices is an offeror's business decision.
Question 9:
I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If there is an incumbent, could you please provide the contract or task order number?
Answer 9:
The incumbent contractor is LHD Group Deutschland GmbH. This firm is currently performing Contract No. W564KV-18-D-0006.
Question 10:
Under 1.3 (Scope) of the PWS you announce that the possibility exists that multiple TOs for the same period of performance could be placed. This can lead to having separate CORs for separate TOs. Separate billing for TOs with a different customers will occur. Do you have an indication of how many TOs with different CORs can exist at the same time?
Answer 10:
The solicitation for this requirement contains FAR clauses 252.216-7006 (Ordering), 52.216-19 (Order Limitations), and 52.216-22 (Indefinite Quantity). Those clauses along with the solicitation's other stated terms and conditions (e.g., PWS Para. 1.3) provide information about how the Government will order services and the responsibilities of the contractor.
You are correct that the Government may issue multiple task orders and that each task order will likely have an assigned Contracting Officer's Representative (COR), who may be or may not be the same person.
Please note that each task order will be based upon the Government's bona fide need and available resources at time of the issuance of the task order. At this point, it is impossible to predict the number of future required task orders or their magnitude.
In light of the uncertainty surrounding future task orders and the terms and conditions of the ultimate contract, offerors should utilize their best business judgment to develop and propose competitive fixed pricing, which is fair and reasonable.
Question 11:
Under 1.5.4.2 (Government Facility Operating hours) of the PWS you announced that after the first year of the Ordering Period some TCPs could require operation on part-time basis (2 or 3 days a week). If TCP operation is planned to be reduced to part-time basis, the change will be incorporated at the Task Order level. Do you have an indication of which TCP could be and with which lead time you would realize the reduce of operating hours?
Answer 11:
PWS Section 1.5.4.2 has been updated to reflect which TCP locations shall operate on a part-time basis and which TCPs shall operate full-time.
