ADDENDUM TO 52.212-1

CLAUSE(S) 52.212-1 - ADDENDUM TO 52.212-1

Addendum to 52.212-1 Offers are due no later than 16:00 Central European Time (CET) on 30 November 2017.

Offerors may submit questions in writing, but they must be received no later than 16:00 (CET) on 15 November 2017.

Offers and any questions must be sent by email to the following two individuals:

Michael McManus, Contract Specialist, michael.p.mcmanus26.civ@mail.mil Benjamin Kamp, Contracting Officer, benjamin.m.kamp.civ@mail.mil The subject of the email(s) shall be W564KV-18-R-0004 Dining Facility Attendants.

All offers shall be submitted in English. Offers provided in other languages will be determined ineligible for award and eliminated from competition.

Submittal Requirements:

Factor 1: Contract Manager Experience The offerors shall provide a resume for the proposed contract manager (Reference 1.6.18 Key Personnel). The resume shall clearly show 5 years of food service management experience. If resume is not included or does not clearly show 5 years of food service management experience, the offer will be determined ineligible for award and eliminated from competition.

Factor 2: Past Performance The offeror shall include its CAGE code to assist the Government’s identification and evaluation of past performance. Offers submitted without a CAGE code will be determined ineligible for award and eliminated from competition. Relevant past performance from the last 5 years will be evaluated.

Factor 3: Price The offeror shall provide all prices in EUROs for the unit price and extended total for all Contract Line Item Numbers (CLINs) in the SF 1449 schedule. Offers not provided on the SF 1449 or in EUROs will be determined ineligible for award and eliminated from competition.

ADDENDUM TO 52.212-2

52.212-2 Addendum

1. This competitive solicitation for dining facility attendants will use FAR Part 12 – Acquisition of Commercial Items and FAR Part 13 – Simplified Acquisition Procedures.

2. The Government will use price and other factors in evaluating proposals. Award will be made to the offeror that represents the best value to the Government. Best value will be determined by conducting a comparative analysis between the offerors. During the comparative analysis, the Government will make an award decision based on price and past performance where the past performance factor is weighted more heavily than price.

Factor 1: Contract Manager Experience The submitted resume will be evaluated to determine if it clearly shows 5 years of food service management experience. If the resume clearly shows the required experience, Past Performance and Price will then be evaluated.

If resume is not included or does not clearly show 5 years of food service management experience, the offer will be determined ineligible for award and eliminated from competition.

Factor 2: Past Performance Relevant past performance from the last 5 years will be evaluated. Offers submitted without a CAGE code will be determined ineligible for award and eliminated from competition. The Government will assess the past performance information to determine a confidence rating. Further, past performance information regarding predecessor companies will be considered in the past performance evaluation. Any results will be used as part of the comparative analysis. An absence of past performance data will be treated as neutral in the comparative analysis.

Performance Confidence Ratings Rating Description Substantial Confidence Based on the offeror’s relevant performance record, the

Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence Based on the offeror’s relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s relevant performance record, the Government has no expectation that the offeror will successfully perform the required effort.

Unknown Confidence (Neutral) No relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

Factor 3: Price The Total Evaluated Price (TEP) will be the sum of all Contract Line Item Numbers (CLINs) and options. Prices must not include the Value Added Tax (VAT) as referenced in DFARS 252.229-7001 (Alt I). Prices will be evaluated to determine whether offered prices are fair and reasonable. The TEP will be used as part of the comparative analysis.

3. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options.

To account for the option period(s) possible under Clause 52.217-8 (maximum six months), Option to Extend Services, the Government will take the price for all CLINs of the final option period, prorate it to a six (6) months value, and add it to the sum of all CLINs (base plus all option periods). This amount will be the total evaluated price.

FUNDS AVAILABILITY

Funds are not presently available for this acquisition. No contract award will be made until funds are made available.
