The following have been added by full text:

QUESTIONS AND ANSWERS

Questions and Answers for Solicitation W564KV-17-R-0002:

1. Local Drayage Area 2 Wiesbaden: Why is there a CLIN for installations/ uninstallations 0002AF and another CLIN (0002AG) 21-70 installations/uninstallations.

Answer: ELIN has been deleted.

2. Local Drayage Area 3 Rhineland Pfalz: MHEO Material Handling Equipment Officer. Which qualifications are necessary for this employee additionally to the forklift license?

Answer: There is no additional qualifications needed.

3. Can you define the scope of work of the MHEO?

Answer: Move appliances and furniture from A to B or from B to A. Load/unload appliances and furniture on the truck/trailer and the same duties as a non-vehicular (material-handler).

4. Local Drayage Area 3 Rhineland Pfalz: What does GSE means?

Answer: Government Support Element.

5. According page 62 E. Basis for Award and Evaluation Criteria (1) “Award will be made to a single offeror for each country…” Does that statement means that the offeror can give a quote for only one country e.g. Germany?

Answer: An offeror can provide a quote for each country, a technical, past performance, and price proposal for each country shall be submitted.

6. Does the offeror have in this case disadvantages against a competitor who quote for all countries?

Answer: No, each country and the relevant proposals will be considered separately.

7. Or is it a general requirement to quote for all countries?

Answer: Offerors may submit a proposal for one or all countries. Each country shall have its own proposal to be evaluated separately.

8. Out of country – CLIN for Area 5 Ansbach is the CLIN 0005AE an out-of-country CLIN which covers max. 2000 km radius. In Area 7 Garmisch there are different out-of-country CLINs for different radii. Can you explain why the offeror should split the same distance into different pieces on the one hand (Garmisch) and into a unit price in the other hand (Ansbach).

I am asking this questions because I see a difference between the price to e.g. Poland and Romania or Bulgaria. I understand that there might be the tension of a mixed calculation. But this 0005 AE covers a delivery (or pick up) in Prague for the same price as the transport to Sofia.

Answer: Each US Army Garrison support her own customers. For Example: Ansbach have the special mission to support our customer in EAST Europe. Garmisch have customers for example in Berlin.

9. Benelux Price Sheet: For Area 2 – Belgium there are different out of country CLINs. And the normal CLINs for Belgium ended with the radius of 250 KM.

Answer: In Belgium area Clin # within 50km...........for customers living around Chievres, Mons (1).

Clin # within 51-100km.......for our customers living around Brussels (2).

Clin # within 101-150km..... for our customers living around Klein-Brogel Air Base (3).

Clin # within 151-250km..... for our customers living over 151km radius from Chievres, but still in Belgium.

Outside of Belgium:

Clin # within 25-150km.....for customers living at Lillle, France (just after the border) (4).

Clin # within 151-300km.....for customers living around Paris, France (5) and living in Luxembourg (5).

Clin # within 301-500km.....for customers living around Strasbourg, France (6).

Clin # within 501-800km.....for customers living around Brest, Nantes, Bordeaux (France) (7) Clin # within 801-1100km....for customers living around Toulon, south of France (8)

10. In Area 1 – Netherlands there are no out of country CLINs mentioned in this solicitation. But there are radii up to 500 and 800 KM.

Answer: CFMO-Schinnen delivers up to top of Germany, Kiel, Bremerhafen, Bremen and Hamburg.

Middle Germany like Munster, Kalkar and Bonn for example. That's why the ClINS with AE and AF exists for payments CFMO-Schinnen.

11. We checked the max. distances between Schinnen and the boarders of the Netherlands. The max. radius is 300 KM within the Netherlands. In the historical monthly data of the year 2014 there are transports in the radii 0011AE and 0011AF. Are these transports out-of-country transports?

Answer: CFMO-Schinnen delivers up to top of Germany, Kiel, Bremerhafen, Bremen and Hamburg.

Middle Germany like Munster, Kalkar and Bonn for example. That's why the ClINS with AE and AF exists for payments CFMO-Schinnen.

12. Does this solicitation cover movements and transports from one Warehouse to another? Eg. from Sembach to Baumholder? Or from a CFMO to a FMO?

Answer: See 5.1 i. Drayage: The Contractor shall perform drayage services from the origin FMO warehouse to the customer’s home (and vice-versa).

Exception: Under direction from IMCOM Directorate Europe and a written request from the FMO the contractor can deliver and pick up from a FMO Warehouse to another FMO Warehouse.

13. Or covers this solicitation only custom deliveries and pick-ups?

Answer: See answer to number 12. See 5.1 i.

14. As i read the solicitation, the decision will be made per country. What happens, if you add all 4 countries and the total rate is overall cheaper, will it go to one offeror, although this one might be expensive in one country?

Answer: No, each country will be evaluated separately and award made to the lowest offeror per country, not overall.

15. Or will it be strictly decided country by country?

Answer: Country by country.

16. GSE-Furnishings items volume conversion table, to my understanding, we have a problem in that list. On page 4 item three and item five wardrobe collapsible and 2 door , modular, disassembled fh. Both items has a volume of 0,33 and 0,32 cbm. We had that dispute as well in the past at Belgium and at another contract with the Airforce at Spangdahlem. The volume has to be charged for the wardrobe, at the reassembled stage, this is the way we charge, according to German law, the volume for our commercial moves. In both cases (Belgium and Spangdalem) we came to the agreement to charge 1.05 cbm per wardrobe. We want to ask you, to change the GSE list accordingly.

Answer: The volume conversion table is information only. See 5.1 i. Drayage: The local FMO give the directive to assemble or disassembled the items for delivery. The enterprise military housing (emh) system we are using to support our customers will be updated at the time of award for each contract.

17. You mention for Wiesbaden loading address is Bldg 1052 Wiesbaden Air Field. As the current warehouse is located in Wackernheim, will that change again or is it just a mistake??

Answer: The correct warehouse address for the USAG Wiesbaden FMO is:

BLDG 6297, McCully Barracks, 55263 Wackernheim. The other address is not in use anymore.

18. In the cft-list we found 3 major changes, which could reflect to the calculation

Answer: The volume conversion table is information only. See 5.1 i. Drayage: The local FMO give the directive to assemble or disassembled the items for delivery. The enterprise military housing (emh) system we are using to support our customers will be updated at the time of award for each contract.

a. refrigerator 4110-00-GOQ-4721 is marked on the current cft-list with 64,3cft = 1,82 cbm on the list attached to the solicitation it is marked only with 1,22 cbm??

Answer: The volume conversion table is information only. See 5.1 i. Drayage: The local FMO give the directive to assemble or disassembled the items for delivery. The enterprise military housing (emh) system we are using to support our customers will be updated at the time of award for each contract.

b. coffee table modular 7105-00-FSC-5979 marked on yr list as 7105-00-AFH-5979 current list marked with 0,27cbm on yr list with only 0,05cbm as this is an item is ordered for transport very often, the difference is reflecting to the the cbm rate. Which volume is correct?

Answer: The volume conversion table is information only. See 5.1 i. Drayage: The local FMO give the directive to assemble or disassembled the items for delivery. The enterprise military housing (emh) system we are using to support our customers will be updated at the time of award for each contract.

c. Same applies to end table modular 7105-00-AFH-5978, current list 0,22 cbm new list only 0,04cbm, also this item is ordered very often, so this difference is reflecting to the cbm rate.

Answer: The volume conversion table is information only. See 5.1 i. Drayage: The local FMO give the directive to assemble or disassembled the items for delivery. The enterprise military housing (emh) system we are using to support our customers will be updated at the time of award for each contract.

19. On 0002AF and 0002Ag you have two clins for the local drayage Wiesbaden. The same situation, is in Stuttgart.

At the moment we have two rates in place for installation below 20 and above. My question, why isn`t the same clins for Stuttgart?

Answer: ELIN has been deleted.

20. Part 5 Specific Tasks Point 5.1.7 maximum daily volume. You write, there will be a maximum of 40 hours per day and location for the non vehicular services. In Stuttgart and in Ansbach we are often way above this number, does this mean, we are not allowed to have more hours on the NVS, even it is requested?

Answer: According to PWS 5.1 g. For Non-Vehicular services within or outside of Germany, the Contractor shall perform no more than 40 hours per day, per location (warehouse) within each area referenced in

5.1. c., as required.

21. Exhibit 6 CubicMeterListing related question: Tables have the same measurement. The first one is calculated mounted. The second one is calculated knocked down. It is common practice in our branch that we calculate mounted cubic meters. Within the last solicitation there were different cubic meters for the bed platform modular.

Can you please adapt the CubicMeterListing (Exhibit 6) to mounted and packed items as exemplary shown above?

Answer: The volume conversion table is information only. See 5.1 i. Drayage: The local FMO give the directive to assemble or disassembled the items for delivery. The enterprise military housing (emh) system we are using to support our customers will be updated at the time of award for each contract.

22. Paragraph D.3.d.i, 2nd paragraph 2nd sentence, Tab A. Is it correct to presume that the requirement for an original signature is intended to mean a hand written signature versus a digital signature by virtue of the fact that proposals are to be submitted electronically to the e-mail addresses of paragraph A.1?

Answer: A digital signature will be accepted.

23. Paragraph D.3.d.i, 3rd paragraph, Tab B. The existence of a tab indicates a requirement for some type of documentation, yet the required documentation to be submitted is not specified. Do you want a simple statement indicating that our SAM certification is current, complete and accurate or do you want a completed hard copy of the solicitation certifications and representations? Please specify what is to be included under tab B.

Answer: A printout of your registration in SAM or a statement verifying current and accurate and providing the CAGE and DUNS will also be accepted.

24. Paragraph D.3.d.ii, Volume II- Technical Proposal, Subfactor 2: Technical Experience. Is the Reference Information Sheet Exhibit A, the document at page 98 of 103 of the solicitation as posted in FBO? The reason for this question is that there is no document neither listed nor marked in the FBO postings with such title of exhibit identification.

Answer: Yes. I am attaching it separately to this amendment as well.

25. Paragraph D.3.d.ii, Volume II- Technical Proposal, Subfactor 2: Technical Experience. Assuming that the document at page 98 of the posted solicitation is the Reference Information Sheet, it is not clear as to who should prepare this form. The solicitation as written seems to make it a responsibility of the Offeror yet block 13 of the form seems to be reserved for the Government. Are we to complete up to item 12 and then provide this to a Government agency or commercial concern to whom we provided similar and relevant services or is item 13 reserved for your use? In the event block 13 is to be completed by the Government agency or commercial concern are they required to submit the completed form directly to your office in the same fashion as the Past Performance Questionnaire, or are they to return the form to us to submit with the proposal?

Answer: The offeror shall complete the form and block 13 is reserved for the Government’s rating. You will submit directly to this officer and the Source Selection Team will complete item 13.

26. Paragraph D.3.d.ii, Volume II- Technical Proposal, Subfactor 2: Technical Experience, 3rd paragraph. If we choose to send contracts in lieu of the Reference Information sheets, do you want the entire contract or extracted pages with the PWS to demonstrate complexity, scope, type of work and magnitude?

Answer: Please send a summary of the contracts similar to what is required by the reference sheet. Per the solicitation, “The information provided by an offeror concerning its recent and relevant contract(s) shall be detailed enough for the evaluator to determine its complexity, scope, type of work, and magnitude.” However, please do not submit complete contracts, simply a summary giving the SST the relevant information.

27. Paragraph D.3.d.iii, Volume III- Past Performance, item 2. Will you accept a completed and posted CPAR report in lieu of Past performance Questionnaires? Can we submit CPAR with the proposal and our customer submits the Past Performance Questionnaire directly to you even if these cover the same contract and periods?

Answer: The Government can access CPARS so that is unnecessary. PPQ should be submitted by the person completing the forms to this office.

28. Paragraph D.3.d.iii, Volume III- Past Performance, item 3. Can you please provide the documents referenced as follows as none of the posted documents correspond exactly to the titles or identifications listed:

a. Summary Page: Past Performance Specific Relevant Contract Reference Sheets ………….in accordance with Attachment 1.

Answer: Summary page can be in offeror format.

b. Consent Letter: sample consent letter as Attachment 1.

Answer: This can also be in offeror format and needs to authorize the government to pull information of Subcontractors, teaming partner, or joint venture partner performing between 15% and 49% of the work.

c. Specific Relevant Contracts Format: Attachment 2

Answer: Attached to this amendment as “Past Performance Questionnaire Forms”

29. Can you please confirm or otherwise that pursuant to Addendum to provision 52.212-2, Basis for Award and Evaluation Criteria, B, and D(4) the solicitation foresees the possibility of an award to an offeror that submits a proposal only for a single country versus all 3 countries?

Answer: Each country, Germany, BENELUX, and Italy proposals will be considered separately and an award will be made for each country. An offeror need not submit a proposal for all countries.
