About this file

This amendment modifies a solicitation for the Building 009 Repair Deep Water Intake Pipe project on the Rock Island Arsenal in Rock Island, Illinois. The Army Contracting Command - Rock Island seeks to repair the deep water intake pipe by constructing a new intake pipe that emerges below the embankment and clear of the maximum dredge elevation of 549 feet maintained by the U.S. Corps of Engineers. The amendment provides answers to contractor questions on river depths and soil composition, modifying the levee, reusing existing riprap, electrical access, and the condition of the existing sluice gate and valve vault. Revised specifications and drawings are also incorporated. No further questions will be accepted.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0002

The purpose for this Amendment is the following:

1. To answer the following Contractor questions

Q9 We need clarification on river depths and soil composition. Are boring samples available?

A9 There are no boring samples available for the river. The river, in this section, was once rapids and is likely to be rocky. A mix of cobbles, gravel, and sand on top of bedrock should be expected.

Q10 Can we modify the levee to load the equipment onto the barge?

A10 The construction of this project will impact the levee. Repairs are to be in accord with Appendix B

Specification Rev 2 and in particular Section 35 41 00; “Levee Repairs”. The contractor is expected to return the levee to its original condition as project work is completed.

Q11 Are we expected to reuse the rip rap that is removed or will new need to be placed? What are the specs for new Rip Rap if needed?

A11 Riprap requirements have been simplified and added in paragraph 2.2 Section 35 41 00 “Levee

Repairs” in Appendix B Specification Rev 1. It is anticipated that new riprap will be needed, but the amount is based on the methods employed for project construction. The existing riprap, may be used to augment the new riprap used for levee repairs.

Q12 Will we have access to electricity for dewatering pumps and other tools?

A12 Please see paragraph 1.3.4 on page 2 in the Scope of Work for this project. Depending on the loading being proposed the Contractor may need to reduce electrical use when the water treatment plant needs to operate the raw water pumps for daily production.

Q13 Is there a sluice gate or gate valve attached to the surface intake that can prevent water (i.e. the river) from flowing into the work area?

A13 There is a sluice gate at the surface intake. It operated without problem the last time it was used (a number of years ago).

2. To incorporate Appendix B Specification, Revision 2

3. No further contractor questions will be accepted.

4. All other terms and conditions remain unchanged.

The following have been modified:

AMENDMENT 0001

The purpose of this Amendment is:

1. To answer the following Contractor question:

W52P1J22R5003

Q1 Please define the significance of the Navigation Channel Bottom and Max Dredge elevation lines shown on Drawing MWM-02.

A1 The new intake pipe needs to be emerge from the embankment below and clear of the “Max Dredge” elevation of 549.0 ft that the U.S. Corps of Engineers may dredge to maintain the navigation channel.

Q2 Are existing structural and piping drawings available for the existing valve pit?

A2 There are no structural drawings for the valve pit that was built around 1932. Included though is an out of date drawing that shows the pipe arrangement at about 1971 (see pictures in A4).

Q3 Are the new handrails at the valve vault extension aluminum?

A3 The valve pit handrails are to be the aluminum. (UPDATE on drawing U-01).

Q4 Are there any pictures available of the existing vault and piping?

A4 Pictures from 2021 are being made available.

Q5 Is the new and/or existing piping required to be painted? If yes, please provide painting system specifications.

A5 There is no requirement for the pipe, existing or new, to be painted. Certain items of plumbing should be coated per Manufacturer’s recommendations e.g. pipe stands, valve bodies, etc.

Q6 What grade of HDPE pipe is required? SDR11 or SDR17?

A6 Use SDR11 HDPE pipe. (UPDATE on drawing U-07)

Q7 What supports the new aluminum stairs? Concrete pad? Footings?

A7 A concrete pad and landing is sufficient to support the new stairs. (UPDATE on drawing U-01)

Q8 Is there pipe work in BLDG009?

A8 There is no work in BLDG009, although entry may be required at times to coordinate work tasks occurring outside the building. See leader note on sheet MWM-01 indicating new tee. Also are leader notes for pipes entering BLDG009 that are to remain in use.

2. To incorporate revised Appendix A, Revision 1 which also includes drawing U-01 and U-07

3. To provide the following pictures

a. A2 Valve Pit Pipes

b. A4 Valve Pit

4. All other terms and conditions remain unchanged.
