About this file
This document contains pre-bid questions and responses related to a federal solicitation for White Phosphorus Production Line Upgrades and Repairs. The Army Contracting Command - Rock Island is soliciting quotes for upgrades to production lines including installation of a new hot water heater and holding tanks, sump pump upgrades, and electrical and steam system modifications. Bidders must submit quotes by February 15, 2022. Key project details include installation of a new hot water tank approximately 35 feet from an existing condensate line, use of local control panels at equipment locations, and provision of electrical power from Control Cabinet B in the Motor Control Center. Steam pressures on site range from 10 to 100 psig. Sump pump discharge must connect to an influent tank line. Washdown nozzles produce 40-50 gpm. Restricted drawings are available by requesting access on SAM.gov.

Site-Visit Contractor Questions
1. What is the waste drain depth that runs under the new tank berm? The trench drain is approximately 12” deep.
2. What is the range of steam pressure running through the plant?
Low pressure steam 10 – 20 psig Med pressure steam 50 to 60 psig
High pressure steam ˜ 100 psig
3. Are condensate lines running along side all the steam piping in the plant? If not where does the condensate from the new heater need to tie-in? Condensate for the hot water tank can be tied into ta condensate line running along the north wall of the plant. It is about 35’ away from the new tank location, at an elevation of 10’.
4. What chemicals are used in the boiler for steam treatment if any? The steam and condensate, contain trace amounts of Sodium sulfite, and bisulfite and Chem-Aqua 13- 140, which consists of potassium solid of HEDP, sodium gluconate and potassium hydroxide. The chemicals used in our steam treatment are not compatible with aluminum.
5. Are control panels to be located at the hot water heater and holding tanks for pumps? Yes.
The control panels for the hot water heater and holding tanks for the pumps are intended to be local controls, i.e., we intend them to be located at or near the heater and tanks.
6. Are the control panels for the sump and the waste water return to be at new berm for tank farm? Yes. See the answer to no. 5.
7. Where does the sump pump outlet need to tie into the system? Will there need to be valves for waste water tie-in back into the system and one for storm drainage? The sump pump is only to be used when waste water is spilled in the berm. The outlet of the sump pump needs to tie into the same line that will carry waste water back to the influent tank. Storm drain valves are to be located at the intersection of the new berm and the drainage trench. The valves on the storm drain need to be fitted or be able to be fitted with locks. They will normally be kept locked closed. The drains will be unlocked and rainwater drawing by gravity into the drainage trench.
8. What is the flow of the washdown nozzles that will used? 40 – 50gpm
9. What is the SDS or chemical components on the waste water that is treated for the correct chemical components for the correct FRP tank resin compound? We are getting an assay which we will share once we receive it. However, the sample had a pH of 2.76.
10. Do the hot water lines from the hot water loop to outside cleaning stations need to be steam traced along with insulation? Yes.
11. FRP tanks advise against steam tracing which is called out in the specifications. Can electrical heated blanket type tracing and insulation be used instead? If not, there could be major issues in the future failure of the tanks. Electrical tracing is acceptable.
12. Where will the electrical power for the new hot water system come from in the building and could we please get pictures and distance of the electrical runs that will be needed?
A drawing with the power location with dimensions would be helpful. 220 and 480V is
