L.4.2 Requests Key Personnel resumes and LOCs in the Technical Volume under Sub-Factor B: Key Personnel section.

Question: 8 SAMAs with 2 pages max per KP means the resumes and LOCs alone will consume at least 16 pages in Volume II - Technical. Will the Government please clarify the KP Resume page count and the KP 10 page count? In other words, is the 10 page count for KP Resumes separate than the 10 page count for Key Personnel for Volume II?

Administration L..2.3. Proposal Format The following will not count against page limitations: Title pages, table of contents pages, cover page, acronym lists, resumes, letters of commitment, and page dividers (used to separate proposal sections).

The Contractors shall appoint in writing to the PCO a Project Manager who shall be the Contractor’s central point of contact with the Government…

Question: Since the Project Manager is included in the Key Personnel section 1.12, but was not identified in the first sentence identifying the KP, can the Government clarify if the Project Manager is a Key Personnel? Vol I – 5 pages – General Information

Question: If the General Volume is limited to 5 pages and the solicitation is 53 pages, should we attach a conformed copy of the solicitation (to include the signed copy as well as the completed reps and certs) as a separate document so it will not count against the General volume page limit? Will the Government be providing a conformed solicitation copy?

AdministrationGovernment will provide a conformed copy of the solicitation. Solicitation and Amendments will not count against page limitation.
4RFP W52P1J-21-R-0021Is the Government planning to have a Kickoff Meeting and contract review upon contract award? If so, do you have a location and timeframe relative to the date of award?Technical and AdminVirtual Meeting within 30 days of award.
5RFP W5P1J-21-R-0021, M.6, PWS 1.12.5M.6 Page 52 of 53, PWS Page 8 of 22.CLIN 0008: Pre-priced Deductive Changes: The offeror shall provide a price for the reduction of one of the key personnel. If agreed to, this price

will be the amount that the vendor could seek for the Governments deductive change to remove the requirement for each of the key personnel as described in PWS section 1.12.5.

1.12.5 Availability of Key Personnel. All key personnel must be available to work for the vendor to invoice for that individual (as further described in the CLIN description). If the vendor believes that the Government is making it impossible/ impracticable for the vendor to provide a replacement for key personnel, they may make a request to the Contracting Officer after 30 days of not filling a position to receive compensation for a pre-priced deductive change. The Contracting Officer will review this request and make a determination whether the Government’s actions have caused a permanent deductive change, and if so, provide the agreed to compensation.

Question: Would the Government explain why there is a reduction in price due to the elimination of a position being added back to the total evaluated price? Please explain the nature of this CLIN.

Technical and AdminThe purpose of the CLIN is to pre-price the impact of a deductive change to the contract. While no reduction is anticipated, it is possible based on the current environment in Iraq. The Government seeks to pre-price this deductive change to ensure that any potential price increase due to deductive change is negotiated up-front and would not need to be negotiated post-award.”

DBA Rates are usually a pass through as ODC’s and rise and fall annually based on a host of conditions (insurance rates, claims, threat level in each country, etc.).
