SECTION M - EVALUATION FACTORS FOR AWARD

EVALUATION FACTORS FOR AWARD____________________________

M.1. Basis for Award: ________________

a. The Government intends to award one Fixed Unit Price (FUP) contract to the Offeror whose proposal is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal is determined to be the best overall value to the Government in accordance with FAR 15.101-1. The solicitation requirements include all stated terms, conditions, representations, certifications, and other information required by Section L of this solicitation.

b. The Government reserves the right to award without discussions (see FAR 52.215-1); consequently, it is the Offerors responsibility to submit a proposal that conforms to all of the terms and conditions of the solicitation and this section and contains their best offer.

However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

c. All proposals received pursuant to this solicitation will be evaluated in the same manner. Selection of the successful offeror will be made following an assessment of each proposal against the solicitation requirements and the cited evaluation criteria. The criteria will be used to evaluate and assess the information provided by the offerors in response to the information called for in all sections of the solicitation.

d. Technical, Past Performance, and Cost/Price will be evaluated on a trade-off basis. A best value determination will be made after an integrated assessment of these three evaluation factors. The Government will make an award to the responsible contractor whose proposal conforms to the RFP and is determined to be the best value, the most advantageous, to the Government considering cost/price and non-cost/price factors with the relative importance (as detailed in M.2.1 below) assigned to each; this may or may not be the lowest price or highest technically rated proposal.

e. The Facility Clearance will be evaluated on an Acceptable/Unacceptable basis for proof of a current U.S. SECRET Facility

Clearance. Failure to have the required Facility Clearance by proposal submission shall make the Offeror rating unacceptable and the

Offeror shall be ineligible to receive a contract award. If the proposal lacks the appropriate facility clearance, the proposal will not be further evaluated and the proposal will be eliminated from any further consideration.

M.2. Factors: The Offeror that represents the Best Value proposal based on the evaluation of the following Factors will be considered_____________ for award.

M.3. Evaluation Procedures, Ratings, and Criteria:__________________________________________________

M.4.2.1 The Government will evaluate the extent to which the Offerors proposal contains firm commitments for positions identified as Key

Personnel in the PWS. Criteria includes reviewing resum\'e9s provided in the Offerors proposal to verify they indicate an acceptable level of skill and experience for the positions and reviewing letters of commitment to verify they include the proposed hirees intent to join offerors team on a specific date. It is acceptable for the letters of commitment to state that employment is contingent upon contract award to the applicable offeror. The Government will evaluate the extent to which the Offerors organizational approach is relevant, clear, comprehensive, effective, and adequately detailed and the extent to which it demonstrates clear lines of communication and timely accomplishment of tasks and deliverables, and resolution of discrepancies and identified risks. The Government will evaluate the Offeror's proposal to determine the degree to which the Offeror demonstrates an understanding of the processes, capabilities and experience it will employ to ensure successful performance.

M.5. Volume III Past Performance: _____________________________

M.5.1.1 The Government will evaluate the offerors record of past and current performance to ascertain the probability of a successfully performing the required efforts of the PWS.

M.5.1.2 The Government will assess the demonstrated record of recent and relevant performance based on the currency and relevance of the information, source of the information, context of the data, and general trends in the Offerors performance. Past performance includes current on-going performance.

M.5.1.3 Recency. The first is to evaluate the recency of the offerors past performance. Recency is generally expressed as a time period during which past performance references are considered relevant, and is critical to establishing the relevancy of past performance information. For the purpose of this solicitation, recency is performance occurring within the last three (3) years.

M.5.1.4 Relevancy. The offerors past performance must be assessed to determine the relevancy of an effort accomplished by the offeror to the effort to be acquired through the source selection with regard to price, recency and similarity of scope. Relevancy is not separately rated; however, the following criteria will be used to establish what is relevant which shall include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming.

Very Relevant: Present/past performance effort involved essentially the same scope, dollar value and complexity as this RFP._____________

Relevant: Present/past performance reference was the same or similar in scope, dollar value and complexity as this RFP.________

Somewhat Relevant: Present/past performance effort involved some of the scope, and similar dollar value and complexity as this RFP._________________

Not Relevant: Present/past performance reference is not similar in scope, dollar value or complexity as this RFP.____________

M.5.1.5 The Past Performance Evaluation Team will review all past performance information collected and determine the quality of the

offerors performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment. A separate quality assessment rating is not required; rather, the past performance confidence assessment rating is based on the offerors overall record of recency, relevancy, and quality of performance.

M.5.1.6 Sources of Past Performance Information for evaluation are as follows:

\'B7 \*\'B7Past Performance information may be provided by offeror, as solicited;

\'B7 \*\'B7Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information

System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency;

and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.

While the Government may elect to consider data obtained from other sources, the burden of providing current accurate and complete Past

Performance rests with the offeror.

M.5.1.7 Performance Confidence Assessment. This rating considers the assessed quality of the relevant/recent efforts evaluated. The role of the contractor in the performance of a given effort, as well as that contractor's proposed role in the performance of this requirement may be considered in the formulation of the performance confidence assessment. In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror may not be evaluated favorably or unfavorably on the factor of past contract performance (see FAR 15.305(a)(2)(iv).) In this case, the offerors past performance is unknown and assigned a performance confidence rating of neutral.

Substantial Confidence: Based on the Offeror's recent/relevant performance record, the Government has a high expectation that the______________________

Offeror will successfully perform the required effort.

Satisfactory Confidence: Based on the Offeror's recent/relevant performance record, the Government has a reasonable expectation that the_______________________

Offeror will successfully perform the required effort.

Limited Confidence: Based on the Offeror's recent/relevant performance record, the Government has a low expectation that the Offeror__________________ will successfully perform the required effort.

No Confidence: Based on the Offeror's recent/relevant performance record, the Government has no expectation that the Offeror will_____________ successfully perform the required effort.

Unknown Confidence (Neutral): No recent/relevant performance record is available or the Offeror's performance record is so sparse that____________________________ no meaningful confidence assessment rating can be reasonably assigned.

M.6. Volume IV Price: _________________

Price is an evaluation factor; however, it will not be adjectively scored. The Federal Acquisition Regulation (FAR) requires that contracts be awarded at prices that are fair and reasonable. The Contracting Officer is responsible for the determination of price reasonableness. The proposal will be evaluated in IAW FAR 15.404-1, Proposal Analysis Techniques.

In terms of price reasonableness the Government will focus on whether the price is too high to be considered fair and reasonable. In terms of cost realism, the Government will focus on whether the cost is too low and not realistic for the work to be performed. The

Government's concern is that the offeror may not understand the requirement or may be offering such a low proposed cost price that there may be disruption to the program such as high employee turnover, or an inability to recruit and retain quality individuals. Cost realism is the process of independently reviewing and evaluating specific elements of the Offerors proposed cost elements to determine the following: whether the estimated proposed cost elements are realistic for the work to be performed; whether the proposed cost elements reflect a clear understanding of the requirements; and whether the proposed cost elements are consistent with the unique methods of performance described in the Technical Proposal. In terms of completeness, the Government will focus on whether the price appears to cover all of the work identified in the PWS. In terms of balance, the Government will focus on whether the pricing is consistent throughout the term of contract to include any options.

CLIN 0003:

The Pricing Matrix calculates the Evaluated Price for CLIN 0003 by multiplying the Government provided Number of Months by the

Government provided Number of Key Personnel and then again multiplying by the Contractor provided Firm Fixed Unit Price Per Month for each Direct Labor Category.

CLIN 0004:

The Pricing Matrix calculates the Evaluated Price for CLIN 0004 by multiplying the Government provided Number of Months by the

Government provided Number of Key Personnel and then again multiplying by the Contractor provided Firm Fixed Unit Price Per Month for each Direct Labor Category.

CLIN 0005:

This number is provided as a surrogate with the value of $25,000 for the Base Year and each of the Options One through Four.

CLIN 0006:

This number is provided as a surrogate with the value of $7,000 for the Base Year and each of the Options One through Four.

CLIN 0007:

This number is provided as a surrogate with the value of $7,000 for the Base Year and each of the Options One through Four.

CLIN 0008:

Pre-priced Deductive Changes: The offeror shall provide a price for the reduction of one of the key personnel. If agreed to, this price will be the amount that the vendor could seek for the Governments deductive change to remove the requirement for each of the key personnel as described in PWS section 1.12.5. For purposes of pre-award evaluation, this amount will be multiplied by the total number of key personnel described in section M.4.2. above, and added to the total evaluated price.

CLIN 0011:

This number is provided as a surrogate for the Base Year and each of the Options One through Four.

Option to Extend Services:

The Price Matrix calculates the 6-Month Option to Extend by adding the Option Year Four subtotals for CLINs 0001, 0002, 0003, 0004 and

0008, and then multiplying the product by 50%. This number is for evaluation purposes only and is utilized in the Total Evaluated Price

Calculation.

Total Evaluated Price:

On the Summary Tab, the prices in the Price Matrix will be evaluated by adding the Base Year, Option One through Four for CLINs 0001, 0002, 0003, 0004, adding the total potential price for deductive changes (CLIN 0008), and then adding the 6-Month Option to Extend

Services Number to obtain a total evaluated price. The Government will make a fair and reasonable price determination in accordance with FAR Part 15.404-1(b), relying primarily upon competition.

The Government shall utilize the Price Matrix of the solicitation to build the CLIN structure of the contract. Evaluation of options will not obligate the Government to exercise the options. The Government is under no obligation to exercise options beyond the awarded base period. Failure to provide prices for all items within each CLIN is unacceptable and may render the offeror ineligible for award.

Unbalanced Pricing will be evaluated as required by FAR 15.404-1(g)(2). A proposal may be rejected if the PCO determines the lack of balance poses an unacceptable risk to the Government.

M.7. Award _____

M.7.1 The Government intends to award one Fixed Unit Price (FUP) contract to the Offeror whose proposal is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal is determined to be the best overall value to the Government in accordance with FAR 15.101-1. The solicitation requirements include all stated terms, conditions, representations, certifications, and other information required by Section L of this solicitation.

M.7.1.2 The Government reserves the right to waive informalities and minor irregularities in offers received. If a minor clerical error has occurred, then the offeror may be given an opportunity to correct the minor error within the constraints of the "clarifications" process.

M.7.1.3 Should discussions be held, a final proposal revision shall be requested; at which time the remaining qualified offerors may submit revisions to their proposals by an established cut-off date. Final proposal revisions will be evaluated against the same criteria and factors as were the initial offers.

15 16

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

M.7.1.4 Enforceability of Proposal: The proposal must set forth full, accurate and complete information as required by this solicitation. The Government will rely on such information in the award of a contract. By submission of the offer, the Offeror agrees that all items proposed (if applicable e.g., key personnel, subcontractors, plans, etc.) will be utilized for the duration of the contract and any substitutions will require prior Contracting Officer's approval.

M.7.1.5 Until a formal notice of award is issued, no communication by the Government, either written or oral, shall be interpreted as a promise that an award will be made. No cost chargeable to the prospective contract shall be incurred before receipt of a fully executed contract or other specific written authorization from the Contracting Officer.

[Proposal and prices will be valid for 90 days after receipt.]
