Q: Narrative C0008, Restriction of Critical Items and Components updated paragraph (b) to require all finished components with the exception of Magnesium Powder, Tracer Projectiles and Incendiary projectiles to be obtained from sources within the U.S., its outlying areas, or Canada. The requirement previously specifically mentioned Nitrocellulose as having to be obtained from with the U.S., its outlying areas, or Canada. Is nitrocellulose required to be sourced from the U.S., its outlying areas, or Canada?
A: Yes. Nitrocellulose will be required to be obtained from within the U.S., its outlying areas, or Canada. This will be addressed in upcoming RFP W52P1J‐20‐R‐0046 Amendment 0002 with a revision to the language in the Section C Narrative C0008, Restriction of Critical Items and Components.
Q: Section L, Page 100 of the referenced RFP states that the Technical Factor is limited to 100 pages and is limited to 20 oversized pages. Letters of Commitment and Process maps are excluded from the page limitation. Are the process maps excluded from both the overall page limitation and the oversized page limitation?
A: Yes. Letters of Commitment and Process maps are excluded from both the 100 page limit and the 20 oversized page limit.
Q: We would like to know whether U.S. Government would consider allowing the second‐source supplier to provide off‐shore components and/or rounds for a period of time until a domestic facility for production can be qualified, presumably during the life of the base contract.
A: The Government will not allow a supplier to provide off‐shore components and/or rounds under the resulting contract.
