Fire Training Facility General Requirements

Description

The Contractor shall provide all design, materials, labor, transportation, equipment and supervision required to manufacture and install a prefabricated, NFPA certified, Class A live fire training facility with salient features listed below. This trainer will be used to support recurring training for firefighters assigned to McAlester Army Ammunition Plant (MCAAP).

Training Facility General Requirements

1. The training facility shall be a modular, multi-story structure with design features that adhere to the following references; DoDI 6055.06M (2019): DoD Fire and Emergency Services Certification Program, 29CFR 1910.156: Fire Brigades, NFPA 1402:

Standard on Facilities for Fire Training, NFPA 1403: Standard on Live Fire Training Evolutions, and all other applicable OSHA and NFPA Standards.

2. The training facility shall include (2) designated Class “A” live fire burn rooms that are in compliance with applicable National Fire Protection Association (NFPA) standards.

3. The training facility shall provide SCBA reconfigurable maze and confined space training capabilities.

4. The training facility shall provide rope rappelling training capabilities that are in compliance with applicable OSHA standards.

5. The training facility shall include sufficient space and egress to allow for various training scenarios.

Training Facility Specifications:

1. Overall

a. The training facility shall be a three-story structure with accessible roof, constructed from six (6) 40’ and three (3) 20’ new, one-trip International Organization for Standardization (ISO) containers. CSC (Convention for Safe Containers) manufactured date must be within the last 2 years.

b. The training facility shall have a minimum interior training space of 2,400 sq.

ft. with accessible roof space for rappelling area and roof training props.

c. 3-level, exterior stair system shall connect each interior floor level. System shall include double handrails, toe-kicks, guardrails and landings at each level.

Stairs, stringers, handrails, guardrails, bar grating, and platform frames shall be hot-dipped galvanized steel per ASTM A-123. All welds, holes, cutting, and bending must be made prior to hot-dip galvanizing.

d. 4-level, interior staircase shall connect ground level to facility rooftop. Stairs, stringers, handrails, guardrails, bar grating, and platform frames shall be hot-dipped galvanized steel per ASTM A-123. All welds, holes, cutting, and bending must be made prior to hot-dip galvanizing.

e. First floor configuration shall include a class “A” burn room, reconfigurable

SCBA confined space maze, Denver Drill window, various force entry doors and shuttered windows.

f. Second floor configuration shall include a class “A” burn room, attic and pike pole ceiling poke-out props, multiple interior rooms with interior doors and shuttered windows. Interior rooms, except for burn rooms, should have movable walls to reconfigure the layout.

g. Third floor configuration shall include a recessed balcony with guardrail, interior rooms with interior doors and a shuttered window with ladder guide. An exterior door shall lead out to a roof system with pitched roof prop. The roof system shall consist of hot-dipped galvanized bar grating and entire area to be protected with a hot dipped galvanized, OSHA compliant guardrail with toe-kick system.

h. Fourth level configuration shall be accessed by the interior staircase and include a rappelling platform with rope anchors. The entire area will be floored with a roof system, consist of hot-dipped galvanized bar grating and protected with a gated, hot dipped galvanized, OSHA compliant guardrail with toe-kick system.

i. All windows shall be shuttered, which swing out and can be operated from both inside and outside. They shall provide sill opening heights at least 42 inches above the top of finished floor. All window openings above the first floor shall be of proper size to be suitable for entry, exit, and rescue training from ground ladders.

j. Exterior standpipe system installed from ground floor to second story, which provides a Siamese 2 ½” FDC connection at ground level and hose connections for the first two floors.

k. The training facility exterior shall be painted “fire engine red”, using a paint system that provides a 25 year limited warranty on paint finish, which includes chalking and breakdown of film integrity.

l. The training facility interior shall be painted grey or white. Interior floors will be slip and water resistant.

2. Class “A” Live Fire Burn Rooms, Qty. 2:

a. One live fire burn room will be located on each of the first and second floors of the facility. Each measuring a minimum of 110 square feet.

b. First floor burn room shall have a kitchen configuration with one entry door and burn window.

c. Second floor burn room shall have a bedroom configuration with three entry doors, burn window and flush hatch.

d. Door sweeps are to be provided to allow hose advancement even when a door is closed to exterior of burn room.

e. Designated live fire burn areas shall be fabricated as a secondary, fully insulated steel frame structure and wall system within the container, accessible via a reinforced fire door(s) with floor drains and burn apron extending 4’ beyond door threshold.

f. Insulating panels shall withstand a constant temperature of 1200 degrees F.

and shall be unaffected by the application of water.

g. Walls, floors, ceilings, and other permanent features should resist heat generated by fires and thermal shock, which is generated when cold water is applied to heated surfaces.

h. Door and window design will be appropriate for burn rooms.

i. There shall be temperature sensing devices/thermocouples provided for the interior of each burn room. Temperature monitoring shall be performed by an exterior display pyrometer.

j. The pyrometer shall be connected to thermocouples, which are located within the burn areas for temperature reading, and mounted in a lockable weatherproof box. Signage will be mounted adjacent to the pyrometer to indicate maximum temperatures allowed during training exercises.

3. Reconfigurable SCBA Confined Space training as follows:

a. All floors to be completely enclosed and suitable for smoke training with breathing equipment.

b. Confined space area shall be located on the first floor and provide a fully reconfigurable steel panelized Hi-Wall maze system consisting of various specialty panels.

c. Confined space area shall measure a minimum of 160 square feet.

d. Confined space area shall be multi-level with low and high crawl training capabilities.

e. Confined space area shall include wire entanglement, ramps, and shoring training capabilities.

f. Confined space panels shall pivot 360 degrees allowing the user to quickly reconfigure the interior floor space.

g. Denver Drill window shall be incorporated into reconfigurable confined space.

4. Rope rappelling training capabilities

a. The training facility shall provide rope rappelling training capabilities that are in compliance with applicable OSHA standards.

b. One (1) overhead (high point) repelling anchor.

c. Top of 3rd story shall be utilized as a repelling platform, minimum 400 sq. ft. All exposed container rooftop shall contain galvanized steel bar grating surface with galvanized guardrail and toe-kick system.

d. One (1) gated opening with swing gate through safety railing (Min. 3’ wide opening off top of 3rd story tower) with a minimum of 3’ wide flat repel surface down the entire facility for descending.

e. The structural shall include high and low angle tie off points installed IAW applicable OSHA and NFPA standards. These points shall be positioned not to be a tripping hazard on the roofing system. Additional “tie-off” points shall be located on the vertical walls at the mid-point to allow for high-angle operation training.

5. Facility shall provide the following additional training capabilities:

a. Wall Breach Simulator: This prop shall be located on the second floor and designed to hold 2” x 4” wood studs spaced at 16” on center. Simulator will allow for the placement of siding, plywood or sheetrock into the Prop for wall breach simulation exercises.

b. Ceiling Prop: This prop shall be located on the second floor and designed to hold 2” x 4” wood studs spaced at 16” on center. Pike pole prop is designed to teach and practice the skills of ceiling pull by utilizing the real world feel and effort to pull conventional drywall ceilings.

c. Attic Prop: This prop shall be located on the second floor and incorporated into the pitched roof prop for vertical ventilation training purposes. The active ventilation areas will house studs and allow for placement of a 4’ x 8’ sheet of 5/8” plywood or sheetrock over 2” x 4” wood studs.

c. Interior Void Space Prop: Designed to create a live fire as would be found behind an interior wall, thus creating training for “behind the wall” fire operations.

f. Forcible Entry and Cutting Door Prop: This prop shall be located on the first floor and provide vertical cutting sections, horizontal cutting sections, pry sections and sledge hammer sections.

g. Steel Panel Cutting Prop: This prop shall be located on the first floor and is designed with an adjustable hinge to allow the user to insert various types of materials including roll up doors, plywood, siding and garage door panels.

h. Variable Angle Rebar Cutting Prop: This prop shall be located on the first floor and is designed to hold various diameter steel round rod at several different orientations. This prop provides endurance training when utilizing cutting tools.

j. Flat and Vertical Roof Ventilation Simulator: Designed to hold 2” x 4” studs spaced at 24” on center. This Simulator will allow for easy replacement of wood studs and plywood.

k. Prop package to include two (2) burn carts, one for each burn room.

Additional Requirements

1. Vendor shall provide references for three (3) multi-story live fire & confined space training facility projects, completed within the past three (3) years with their proposal, to demonstrate the their experience with similar projects.

2. Vendor shall include a graphical representation of their training facility solution with their proposal which satisfies the training facility specifications.

3. The training facility shall include a warranty for, at minimum, a period of (1) one year for workmanship & materials. Burn rooms will have a minimum of (15) year manufactures warranty from the date of delivery. This warranty will cover any damage, such as spalling or cracking, of the thermal lining which could potentially jeopardize the thermal barrier of the burn room, thus allowing potential heat transfer and structural damage of the training facility.

4. Vendor shall include a (2) two day “Train the Trainer Course” for up to 12 students within two weeks of training facility setup. Course shall be conducted on-site by a certified fire Instructor.

5. Vendor shall provide layout drawings of training facility and a foundation plan upon project award to coordinate location of all features/training props with customer.

6. Set-up of the facility will include all labor, materials, delivery, personnel and equipment (i.e. manlift, forklift, crane, etc.) required to complete the task.

7. MCAAP will provide a concrete pad, constructed to the vendor’s specifications, and necessary utility connections to service the structure.

8. Vendor shall include an electronic version of the training prop operations and maintenance manual at the time of delivery.
