Evaluation Criteria___________________

1. The proposal will be evaluated on the Offerors ability to provide a precise, detailed, and complete proposal that clearly and fully demonstrates the Offerors knowledge and understanding of the requirements. At a minimum, the proposal must contain sufficient detail so that it may be evaluated IAW the Evaluation Factors of this Request for Proposal (RFP).

2. Basis for award - The Government anticipates awarding a single contract using a best value tradeoff approach to the Offeror whose proposal is determined to be the most advantageous to the Government, with appropriate consideration given to the three evaluation factors: Technical, Past Performance, and Cost/Price. Offerors are cautioned that award may not necessarily be made to the lowest priced Offeror. To receive consideration for award, a rating of no less than "Acceptable" must be achieved for the Technical Factor and all Technical subfactors, and a rating of no less than Satisfactory Confidence must be achieved for the Past Performance Factor.

FACTORS AND SUBFACTORS TO BE EVALUATED

4 29

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

The following evaluation factors and subfactors will be used to evaluate each proposal:

a. FACTOR I TECHNICAL

i. Subfactor 1 Management

ii. Subfactor 2 Facility

b. FACTOR II PAST PERFORMANCE

c. FACTOR III PRICE/COST

Each Technical Management and Facilitywill be evaluated and adjectivally rated individually. The overall technical factor rating will then be a roll-up of the subfactor ratings. The Management subfactor is more important than the Facility subfactor. Offerors are cautioned that, to receive consideration for award, a rating of no less than Acceptable must be achieved for the Technical factor, and each Technical subfactor.

The relative order of importance assigned to the evaluation factors and subfactors is as follows:

The Technical Factor is significantly more important than the Past Performance, and Price/Cost Factor. Past Performance is more important than the Price/Cost Factor. When combined, the non-cost factors are significantly more important than the Price/Cost Factor.

Within the Technical Factor, the Management subfactor is more important than the Facility subfactor.

EVALUATION APPROACH

No assumptions will be made by Government evaluators regarding areas not defined in the Offerors written proposal; therefore complete and specific information should be provided. At a minimum, Offerors must address all areas defined in Section L of the solicitation.

TECHNICAL FACTOR:

The Technical factor consists of the following subfactors:

Subfactor 1- Management

Subfactor 2- Facility

The following criteria will be used to evaluate the Technical factor and each of the two subfactors (Management and Facility).

Subfactor 1 - Management:

Corporate Capability - The Offerors Management planning approach and method will be evaluated to determine risk associated with its____________________ overall management effort. The Offerors proposal will be evaluated based on its management capability and approach to provide the knowledge, experience and technical expertise in DoD SATCOM with a focus on engineering support, installation and test, depot maintenance services, and logistics documentation. The Offerors proposed key personnel will be evaluated on technical experience and leadership capability to successfully manage the various functional areas to include MET program management, engineering support, installation and test, logistics and depot support. The Offerors approach to de-install legacy terminals and install the replacement MET systems will be evaluated to determine the risk of a successful installation, the plan is complete and the proposed labor categories and hours are appropriate for completing the efforts within realistic timeframes. The Offerors proposed method for accomplishing shipments of repair parts, documents and MET systems within the specified timeframes using the appropriate labor categories and hours. Document and training material will be evaluated based on ability to perform the tasks within a reasonable period of time using the proposed labor categories and hours. The Offerors approach to managing on site periodic and demand ECU maintenance and performing depot repair activities will be evaluated based on subcontracts approach and appropriate labor categories and hours associated with the efforts.

Staffing Plan - The Offerors staffing plan will be evaluated to determine if the proposed staffing level for the various functional_____________ areas along with the proposed labor categories and labor hours ensures adequate staffing and support for the sustainment effort and demonstrates adequate understanding of Government requirements.

Quality/Configuration Management - The Offerors proposed quality program will be evaluated to determine compliance with certification________________________________ requirements. The Offerors proposed configuration management approach will be evaluated to ensure proper accounting and tracking of terminal systems configuration, components, documents, warranty and shipments.

Subfactor 2 - Facility:

Environmentally Controlled Area - The Offerors proposal will be evaluated on adequacy of proposed facility to provide storage of MET_______________________________ hardware components and the availability of test equipment and tools within the facility. The Offerors conference room will be

5 29

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

evaluated to determine whether the facility can provide support for up to 50 attendees and teleconference capability.

Outdoor Area - The Offerors proposal will be evaluated to determine whether proposed facility can adequately support the installation____________ and testing of one MET V2 system and two MET V10 systems.

Security - The proposed facility will be evaluated to determine compliance with DD Form 254 security requirements to include storage of________ classified material.

Definitions and Ratings

Using the evaluation procedures and evaluation criteria described above, the Technical Factor, to include all Sub-factors, will be evaluated and assigned an adjectival rating as defined below. The ratings and associated definitions will be used for any findings identified in an Offerors proposal. The substance of the findings along with the contents of the proposal will be used to provide a rating for each sub-factor under the Technical Factor, and an overall rating will be assigned to the Technical Factor based on the ratings of the respective sub-factors.

The Technical Factor Ratings, excerpted below, focus on the strengths, weaknesses, and deficiencies of the Offeror's proposal.

Strengths may be given in areas where the contractor exceeds the minimum requirements defined or referenced in the PROPOSAL PREPARATION

INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS section of this Draft RFP. The rating depicts how well the Offerors proposal meets the

Technical Factor requirements.

Strength An aspect of an Offerors proposal that has merit or exceeds specified performance or capability requirements in a way that________ will be advantageous to the Government during contract performance.

Weakness - A flaw in the proposal that increases the risk of unsuccessful contract performance.________

Deficiency - A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal__________ that increases the risk of unsuccessful contract performance to an unacceptable level.

Table 1- Definitions of Combined Technical/Risk Ratings

Color

RatingAdjectival

Rating

DescriptionBlueOutstandingProposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low. PurpleGoodProposal indicates a thorough approach and understanding of the requirements and contains at least one strength and risk of unsuccessful performance is low to moderate.

GreenAcceptableProposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.YellowMarginalProposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

RedUnacceptableProposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.

PAST PERFORMANCE EVALUATION APPROACH

The Government will evaluate the Offerors record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS. The Government may consider a wide array of information from a variety of sources.

a. Evaluation of past performance will be performed in accordance with criteria outlined below utilizing the forms and questionnaires set forth in the solicitation, and other information as deemed necessary.

b. The Government will focus its inquiries on the Offerors (and major subcontractors) record of performance as it relates to all solicitation requirements, including cost, schedule, performance and management of subcontractors. Major subcontractors are defined as members of an Offerors overall team who are expected to perform ten (10) percent or more of the proposed effort. A significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the evaluation process. Therefore, Offerors will be reminded to include the most recent and relevant efforts in their proposal.

Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the Offeror will be assigned an unknown confidence rating and its proposal will not be evaluated either favorably or unfavorably on past performance. The Government may use data provided by the Offeror in its proposal and

6 29

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance under Federal, State or Local government or commercial contracts for same or similar services. The contracts may be past or current as long as the performance did not end more than 3 years prior to proposal submission due date.

c. The past performance factor considers each Offerors demonstrated recent and relevant record of performance in supplying products and services that meet the contract requirements. There are three (3) aspects to the past performance evaluation: recency, relevancy

(including context of data), and quality (including general trends in contractor information and source of information). The currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance shall be considered. These are combined to establish one performance confidence assessment rating for each Offeror.

(i) RECENCY: The first aspect is to evaluate the recency of the Offerors past performance. Recency is defined as prime

Offerors and each major

Subcontractors performance in past three years. The contracts may be past or current as long as the performance did not end more than 3 years from the due date of proposal submission.

(ii) RELEVANCY: The second aspect is to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired through the source selection. Common aspects of relevancy include, but are not limited to the following:

similarity of service/support, complexity, dollar value, contract type, and extent of subcontract/teaming.

Past Performance Relevancy RatingsRatingDefinitionVery RelevantPresent/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.RelevantPresent/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat RelevantPresent/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not RelevantPresent/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

(iii) QUALITY OF PRODUCTS OR SERVICES. The third aspect of the past performance evaluation is to establish the overall quality of the Offerors past performance. The Past Performance Evaluation Team will review all past performance information collected and determine the quality of the Offerors performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment.

Performance Confidence AssessmentsRatingDefinitionSubstantial ConfidenceBased on the Offerors recent/relevant performance record, the

Government has a high expectation that the Offeror will successfully perform the required effort.

.Satisfactory ConfidenceBased on the Offerors recent/relevant performance record, the Government has a reasonable expectation that the

Offeror will successfully perform the required effort

Limited ConfidenceBased on the Offerors recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.

No ConfidenceBased on the Offerors recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.

Unknown Confidence

(Neutral)No recent/relevant performance record is available or the Offerors performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

PRICE/COST/ EVALUATION APPROACH_______________________________

The total evaluated price to be used in the award determination will be the total cost identified in the Offerors cost proposal, which includes all cost elements of Direct Labor, Indirect Rates, Subcontracting, Material, General and Administrative (G&A) Expense, Cost of

Money (COM), and FEE, subject to most probable cost adjustment(s) resulting from the Governments cost realism analysis. The Government shall evaluate each cost proposal to ensure that all the proposed costs are fair, reasonable, and realistic. Each Offerors proposal will be evaluated in accordance with the criteria in FAR 15.404-1. Accordingly, the analytical techniques and procedures prescribed in

FAR 15.404-1 for evaluating Offerors proposal may be used singly or in combination with others to ensure the costs are fair, reasonable, and/or realistic.

7 29

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

The probable cost may be determined by adjusting (for purposes of evaluation only) each Offerors proposed cost and/or Fee, when appropriate, to reflect any additions or reductions in cost elements to realistic levels based on the results of the Governments cost realism analysis.

If an Offerors proposed cost does not equal the Governments probable cost due to adjustments made as a result of cost realism analysis, the Offeror will be ranked based on the Government probable cost (the adjusted cost). The Government probable cost will be considered the total evaluated cost and will be used in conducting the tradeoff analysis for the basis of award.

NOTE: The Government may use external sources of information in performing its cost evaluation to include, but not limited to, Bureau of

Labor Statistics, Department of Labor, Department of State, the Defense Contract Management Agency (DCMA) or the Defense Contract Audit

Agency (DCAA). This DOES NOT preclude the Offeror from submitting supporting documentation for its rates proposed.
