PERFORMANCE WORK STATEMENT (PWS)
MODERNIZATION OF ENTERPRISE TERMINALS (MET)
SUSTAINMENT SUPPORT
GENERAL
Overview This PWS defines the requirements for a non-personal services contract to provide sustainment support and engineering services to support satellite communications (SATCOM) terminals managed by the Product Manager Wideband Enterprise Satellite Communications Systems (PdM WESS). This contract includes support for the SATCOM terminals affiliated with the MET and AN/GSC-52 Modernization (52 Mod) programs.
Background PdM WESS manages the acquisition, development, sustainment and modernization of enterprise SATCOM systems and satellite network control and planning systems for use with Wideband Global Satellite (WGS), Defense Satellite Communications Systems (DSCS), and commercial satellite constellations.
The MET provides SATCOM via WGS and other transponded X- and Ka-Band satellites. The MET consists of X-Band and dual-band (simultaneous X- and Ka-Band) large fixed configurations, dual-band small fixed configurations and dual-band transportable configurations. Fixed configurations consist of a pad-mounted antenna subsystem along with electronic equipment installed in the antenna and in a site-provided electronic equipment building (EEB). Transportable configurations consist of a mobile antenna subsystem and an operations and maintenance van. Transportable configurations are provided in standard and high altitude electromagnetic pulse (HEMP) hardened configurations. Selected large fixed configurations are also HEMP hardened.
The 52 Mod Program modernized and extended the life of all AN/GSC-52 terminals and provided commonality among the family of DSCS strategic terminals. The modernization of the AN/GSC-52 fixed and vanized terminals was accomplished by application of modification work order (MWO) kits. Less extensive modifications were completed on the AN/GSC-39, AN/FSC-78 and AN/TSC-86 terminals to retain maximum commonality of subsystems among all the family of DSCS terminals. Restoral terminals were procured and deployed to most sites which enabled continued mission communications during modification of the site’s respective terminals. The original 52 Mod Program additionally augmented the terminals’ capabilities and supported new requirements from Department of Defense (DOD) Standardized Tactical Entry Point (STEP) sites, Teleport sites, and the Missile Defense Agency (MDA).
Scope The contractor shall provide the personnel, equipment, supplies, facilities, transportation, tools, materials and management necessary to fulfill the requirements specified herein. The contractor shall provide support for the following terminal types and systems, including all subsystems and associated equipment, and for any modifications and engineering changes that may impact them:
MET Program: AN/GSC-52B(V)1 through 6 and 10 through 12.
52 Mod Program: AN/GSC-52A(V)1 through 8; AN/FSC-78C(V); AN/GSC-39C; AN/TSC-86A, C, D, E and F; OU-187 L-Band Interface Unit; and OM-88 AS Modem.
Test, measurement and diagnostic equipment (TMDE) and special tools associated with the MET and 52 Mod Programs The contractor shall provide services in the following categories: depot support, integrated product support (IPS), engineering services, installation and de-installation services.
There are approximately 100 terminals to be sustained at approximately 50 worldwide locations. These ETs are predominantly operated and maintained by Army, Navy, and Air Force commands.
Period of Performance (PoP) The PoP for this contract consists of a one year base period, and four one year option periods.
Transition-In Period The contractor shall assume responsibility for the performance of tasks upon contract award pending the availability or the transition of government furnished equipment (GFE) and government furnished material from the government to the contractor. The contractor shall assume complete responsibility for the performance of this PWS upon receipt of final set of GFE/GFM items tentatively planned for no later than (NLT) 90 days after contract award (DAC). In addition to performing required tasking, the contractor shall utilize the transition-in period (0 DAC – 90 DAC) to complete required training; transfer, distribute, and/or set up equipment including government furnished equipment (GFE) and government furnished material (GFM); transfer warranties, licenses, tools, documentation, records, and SW; and coordinate with the Government to establish procedures, methodologies, and processes needed in the performance of this PWS. Exception to this requirement is the de-installation, shipment and installation of the MET Large Fixed V2 installed at the current MET depot contractor.
Holidays The contractor is authorized to observe U.S. Federal holidays. However, with written direction from the Government, contractor personnel may be required to work on Federal holidays due to critical mission requirements. Observation of holidays does not apply to technical assistance, installation, and de-installation activities.
