Questions and Answers

The following questions have been submitted in response to solicitation W52P1J-19-R-0127.

Q1. Does the "Projectile Nose Plug 1325-00-124-1538 921180" require a forging for the blank? Can it be machined out of bar?

A1. The part must be a forging per the TDP requirements, and cannot be machined from bar.

Q2. Does tooling exist for the forging? If so, can I get the location?

A2. Tooling may exist for the forging, but is not owned by the U.S. Government. It is the offeror's responsibility to find or procure tooling.

Q3. Is there a drawing for the raw (unmachined) forging available for Projectile Nose Plug 1325-00-124- 1538 921180?

A3. There is no drawing for the raw forging. Offerors can build the forging however they like, as long as the final product meets the drawing and spec requirements.

Q4. Part no. 9211803, NSN 1325-00-124-1538 Nose, has a spec call out for the forging ASTM-A-235 that is obsolete. I believe it is superseded by: ASTMA668/A668M. If this is correct, I would need to know what class the forgings should be produced to.

A4. Forgings need to meet ASTM A668, Class E or F, Grade X2 to be equivalent to forgings per ASTM A

235 and Brinnell 167 minimum per the TDP.

Q5. In regard to above solicitation, we are requesting an extension due to the change in the specification for the forging. If a two week extension is possible that would be a big help.

A5. The Solicitation has been extended has been 17 August 2020 to 31 August 2020.

Q6. Would it be possible to get a more concise definition of "Long Lead Time Item" as applies to W52P1J-19-R-0127, L.4.4.1, section C "Program Schedule"? Is a Long-Lead time item any products or service procured from the outside required to manufacture either of the specified NSN's associated with this solicitation?

A6. Long Lead Time Item is a general statement referring to any material/service requiring longer than usual (this is not quantified, but based on the manufacturer's interpretation/experience) time to procure. Basically, this includes any materials/services that need to be scheduled far enough in advance of production that they will significantly delay production schedules if they are not scheduled in advance or if requirements or suppliers change between award and start of production.
