Question Number Solicitation Section Attachment Page Number Paragraph Question Government Response 1 Solicitation
W52P1J19R0055 W52P1J19R0055 Page 1 N/A Would the USG consider changing the NAICS code to 541330 Military and Aerospace Equipment and Military Weapons exception?
The NAICS code will remain as 541519 – Other Computer Related Services.
2 Section L Attachment 0003 Page 3 3.2 - Section 2 Are responses to the questionnaire limited to only the prime contractor's qualifications or can the responses include the qualifications of team members?
Responses to the questionnaire may include qualifications of the prime contractor and its teaming arrangements and/or subcontractors.
The Questionnaire has been amended to reflect this change.
3 Section L Attachment 0003 Page 3 3.2 - Section 2 Would the Government consider opening the set-aside for Program Management efforts to all small businesses under NAICS Code 541519 to increase the pool of potential awardees?
The set-aside for Program Management efforts will be for Service Disabled Veteran Owned Small Businesses as outlined in the RFP.
4 PWS Attachment 0002 Page 4 1.2 Will the government accept relevant commercial past performance/experience in lieu of government experience?
Attachment 0003, section M paragraph 2 BPA Down-Select Process, sub paragraph d states, "For Questions 1-2, 5 and 9, the Government will conduct a corporate experience review based on the contract numbers submitted in part B." The Government is not conducting a past performance evaluation.
The experience requested in questions 1 and 5 are not limited to Government experience only. However, question 2 and 9 are specific to Government experience by the nature of the question.
5 Section M Attachment 0003 Page 7 2. BPA Down- Select Process
For Technical Management call orders, if an Offeror responds NO to part A of a question, will they be disqualified? Specifically, will the government consider companies that have unique technical capabilities in some but not all of the technical management areas?
Attachment 0003, Section M, paragraph 2 BPA Down-Select Process, subparagraph c has been updated from "Each question is a "gate" in which the Offeror must receive an "acceptable," in both parts A and B" to: "Each question is a "gate" which the Offeror must answer "yes" in part A and receive an "acceptable," in part B.
For all questions, if an Offeror responds "no" to part A of the question, the Offeror is not required to provide additional information requested in part B and the Government will not evaluate part B.
6 Section L Instructions
Attachment 0003
(e)
3.1.d
Page 2 of Attachment 0003 states, "Alternate proposals will not be accepted." However, Page 37 of the solicitation states, "(e) Multiple offers.
Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart
4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately." Would the Government please clarify whether alternate proposals are, or are not, allowed?
Alternate proposals will not be accepted, per Attachment 0003, Section L, paragraph 3.1 General, subparagraph d.
7 Section L Attachment 0003 Page 3 Section 1.7 Cover letters are required to include the "Business size and socioeconomic status of prime and any teaming arrangements (if applicable)*". It is unclear, however, based on the solicitation and other attachments, whether the questions in Attachment 0001 refer only to the proposed prime's experience, or whether Offerors can also include subcontractor experience. Would the Government please clarify whether subcontractor past performance, qualifications, and experience are to be included along with the proposed prime's past performance, questions, and experience in responding to Attachment 0001?
See response to question 2.
8 Section L Attachment 0003 Page 3 Section 1.7 If the Government's evaluation of Attachment 0001 includes both the prime contractor and any proposed subcontractors, would the Government please clarify whether there are any restrictions on the size, socio-economic status, and/or number of proposed subcontractors?
The Government doesn't dictate a contractors team arrangements/subcontractors. However, Offerors will be required to submit subcontracting plans at the call order level which demonstrates the Offerors ability or plan to meet certain size/socio-economic goals. This is applicable only to calls that do not utilize a set-aside.
9 Section L Attachment 0003, Section 1.7
Page 3 N/A If the Government's evaluation of Attachment 0001 includes both the prime contractor and any proposed subcontractors, would the Government please clarify whether prime and subcontractor experience are evaluated on par with one another, or whether prime past performance is weighted more heavily than subcontractor past performance?
The Government is not conducting a past performance evaluation. Experience will be evaluated as a whole per the BPA Down-Select Process. There is no weighting experience between prime contractor, teaming arrangements or subcontractors.
10 Section L Attachment 0003 Page 3 Section 1.7 If prime Offerors are allowed to propose subcontracts in accordance with Section 1.7 of Attachment 0003, are Offerors required to include copies of teaming agreements or other letters of commitment so that the Government can validate the intent of any proposed subcontractors?
Yes, Section L, Paragraph 3.2 Specific Instructions by Section, Section 1, paragraph 6 has been amended.
11 Questionnaire Attachment 0001 N/A N/A Would the Government please confirm that experience as both a prime contractor and as a subcontractor qualifies in responding to the questions in Attachment 0001?
See response to question 2.
12 Section L Attachment 0003 Page 1 Section 1 To allow adequate time for prospective Offerors to finalize their proposals following receipt of answers to questions, we respectfully request that the current submission date of 12:00 noon Central Time on 7 February 2019 be extended by eight days to 15 February 2019.
The proposal due date has been extended to 10:00 AM Central Time, 12 February 2019.
13 Solicitation W52P1J19R0055
W52P1J19R0055 Page 3 Narrative A0001 The solicitation states in part, "Each BPA will be reviewed at least annually, and, if necessary, updated at that time and as described in the on-ramp/off-ramp procedures." Will successful SDVOSB BPA awardees be off-ramped if/when they outgrow the $27.5M size standard for the identified NAICS Code? Or will those contracts be transitioned to the unrestricted track, enabling those firms to continue competing for future requirements competed under the BPA?
If an SDVOSB outgrows the $27.5M size standard they would need to off-ramp the SDVOSB portion and attempt to on-ramp on to the full and open portion of the
BPA.
14 Section L Attachment 0003 Page 4 3.2, Section 2 Regarding the submission of questionnaires, will the Government consider past performance information from teammates/subcontractors? If so, how many past performance contracts are allowed to come from subs? Does the Government expect Offerors to include additional completed questionnaire(s) from those subs?
The Government is not conducting a past performance evaluation. See response to question 2. The Government is only requesting one completed questionnaire.
15 Questionnaire Attachment 0001 Pages 1-6 Questions 1-14 In order to provide the Government the best pool of candidates and to increase competition, may the answers and support documentation include experience and credentials of the BPA prime Offeror's subcontractor teaming partners as well as the prime Offeror?
See response to question 2.
16 Section M Attachment 0003 Pages 5-6 2. BPA Down- Select Process
Paragraph a. states "The Government will utilize Offeror's completed Eagle Shield BPA Questionnaire (Section 1 of Offeror's submission) containing questions focused on Program and Technical Management support to determine the most highly qualified Offerors for the BPA pool.
Will the Government confirm that the Section number for the Questionnaire should be Section 2 (and not Section 1), as labeled in Attachment 3
- Section L / 3.1 General?
The Government has amended Attachment 0003 to update the language to read "Section 2 instead of Section 1."
17 Section M Attachment 0003 Pages 5-6 2. BPA Down- Select Process
Paragraph a. states "... The Offeror's submissions must include examples or additional information (Section 2 of Offeror's submission), as required by the individual questions to substantiate any "yes" response. ..."
Will the Government confirm that the Section number referenced here for examples or additional information should be Section 3 (and not Section 2), as labeled in Attachment 3 - Section L / 3.1 General?
The Government has amended Attachment 0003 to update the language to read "Section 3 instead of Section 2."
18 PWS Attachment 0002 Page 6 1.4.4 Security Requirements
Paragraph 1.4.4 states "… The security requirements are IAW the attached DD Form 254 …" A DD Form 254 was not provided with the files released on January 30.
Is the Government going to provide and require a DD form 254 with Offeror's submission?
See the DD254 attached to Amendment 0001.
19 Questionnaire Attachment 0001 Page 4 Question 9 Does an Offeror need to have experience supporting programs providing capabilities to BOTH offensive and defensive operations or does experience with either offensive OR defensive operations permit a "yes" answer?
The questionnaire has been amended to reflect offensive "and/or" defensive operation experience.
20 Section L Attachment 0003 Page 3 Cover Letter Section 1, Numbers (6) & (7)
The government requires identifying teaming arrangements and subcontractor names, business size, socioeconomic status etc.
Question: can the Prime's inputs to the questionnaire include responses from their subcontractors?
See response to question 2.
21 Section M Attachment 0003 Page 6 b. BPA Pool Range / para c.
The Government wishes to award up to 9 overall awards (5 SDVOSB, 4 Unrestricted). Your example indicates that if Offerors have successfully answered all questions, but if the government has already reached their desired numbers of awardees, the government may choose to stop the down select. Question: How will the government rack and stack the proposals such that if an Offeror is (for example) #20 in the stack of proposals, it's possible that a fully qualified Offeror may not receive an evaluation and thus no award. Is this an intended consequence and if so, what is the method by which the government will choose which proposals to evaluate (after compliance check) -time/date stamp from receipt? or other method?
The Government will not "rack and stack" the Offeror's proposals. All Offerors who successfully answer the question in which the Government stops the down-select process will receive an award.
22 Section M Attachment 0003 Page 7 b. BPA Pool Range / para d.
For Questions 3-4, 6-8, 10-14, if an Offeror responds "no" to part A of these questions and thus aren't required to provide information into part B, the government will not evaluate part B.
Question: If Offeror responds "no", does this also result in an "unacceptable" evaluation such as that in questions 1-2, 5, and 9?
Attachment 0003, Section M, paragraph 2 BPA Down-Select Process, subparagraph c has been updated from "Each question is a "gate" in which the Offeror must receive an "acceptable," in both parts A and B" to: "Each question is a "gate" which the Offeror must answer "yes" in part A and receive an "acceptable," in part B.
For all questions, if an Offeror responds "no" to part A of the question, the Offeror is not required to provide additional information requested in part B and the Government will not evaluate part B.
23 Questionnaire Attachment 0001 Page 4 Question 9(A) The question asks if the company is experienced in providing offensive and defensive operations as defined in Chapter 2 of Joint Pub. 3-12 Military Operations in and Through Cyberspace but in parenthesis, the government wrote Experience does not include DoDIN support). Question: if a contractor provides offensive and/or defensive operations on the DoDIN, does this qualify as a "YES" response to this question? Unclear what the sentence in parenthesis means.
No. Experience does not include DoDIN support.
24 General N/A N/A N/A It takes several days to obtain so many individual employees' hardcopy certifications, scan, review, organize, consolidate, etc. Will the government consider extending the proposal due date?
The questionnaire has been updated to reflect a maximum number of certificates required.
The proposal due date has been extended to 10:00 AM Central Time 12 February 2019.
25 Questionnaire Attachment 0001 Page 2 Question 4(B) If a company employs several hundred PMP-certified staff, photocopies of every certification will take a significant amount of time to gather.
a. Will the government consider allowing Offerors to provide names and certification numbers of PMP-certified staff?
b. Will the government allow an additional seven business days to gather certification numbers for the hundreds of PMP-certified staff?
See response to question 24.
26 Questionnaire Attachment 0001 Page 3 Question 6(B) If a company employs almost hundred DAWIA-certified staff, photocopies of every certification will take a significant amount of time to gather.
a. Will the government allow an additional seven business days to allow staff to compile certifications for different levels and disciplines for the almost hundred DAWIA-certified staff?
See response to question 24.
27 Section L Attachment 0003 Page 3 3.2 Government instructs Offerors to include the following in the cover letter, "12) Acknowledgement of any representations and certifications required (Will not count against the two-page limit)". Please clarify if this instructs the Offeror (listed in SAM) to only include 1 page (page 27 of the solicitation) as section (b)(1) in the cover letter documents for this requirement.
This language has been removed from the Cover Letter Section. Section 4 "Signed and completed SF1449 covers this requirement as this is a fill-in clause (52.212-3) for Offerors to complete.
28 Questionnaire Attachment 0001 Page 2 Question 4 (Bcont.)
Large firms like ours have hundreds of certified PMPs, and other large firms likely have thousands. Would the government consider placing a limit – for example up to 50 certifications for this submission, in lieu of an unlimited number to ease the submission requirements and size of the files?
See response to question 24.
29 Questionnaire Attachment 0001 Page 4 Question 10(B) In addition to government or commercial technical awards for innovation, can we also include patents, publications, competitive conference selections, as proof of technical prowess?
No.
30 Section L Attachment 0003 Page 1 2. Questions Will the government provide Offerors at least 2 days after posting answers to questions, in order to allow Offerors time to respond to the answers provided before the submission time and date?
The proposal due date has been extended to 10:00 AM Central Time, 12 February 2019.
31 Section L Attachment 0003 Page 2 Additional Information
How does the government intend to differentiate this BPA vehicle from other similar vehicles that are already in existence for Defensive Cyber Operations support, integration, and capability development services?
Based on market research, no existing vehicles completely satisfy Eagle Shield requirements .
32 Section M Attachment 0003 Page 5 2. BPA Down- Select Process
How will the government make selections if more than 6 unrestricted or 8 SDVOSB businesses respond to the questionnaire with acceptable answers to all questions?
Per Attachment 0003, Section M, Paragraph 2. BPA Down-Select Process, sub bullet c, last paragraph, "Although the Government anticipates five to fourteen BPAs, the Government reserves the right to make more or less than the intended number of awards, if warranted by the quality and quantity of submissions."
33 Section M Attachment 0003 Page 5 2. BPA Down- Select Process
Will the government be using additional selection criteria in the down-select process if there are more than the desired number of businesses with acceptable answers to all questions? If so, what will that selection criteria include?
The Government will not be using additional selection criteria.
34 Questionnaire Attachment 0001 Page 2-3 Questions 4. (B), 6.(B), 7. (B)
Our company has a large number (over 1,000) of employees with the requested certifications. Will the Government accept a list of employee names and certification issue dates in lieu of copies of all employee certifications?
See response to question 24.
35 Questionnaire Attachment 0001 Page 1, 2, and 4 Questions 1, 5, and 9
For Questions 1, 5 and 9, is the Government only asking for bidders to populate the table (contract number, period of performance, customer/agency) as sufficient substantiating evidence, or does the Government wish to see highlighted items from the SOW/PWS of our contract to substantiate that the work performed under our selected contracts includes “all the program management areas or all the technical management areas or all of both program management and technical management areas”?
The Government is only requesting a completed table.
36 Questionnaire Attachment 0001 Page 1 Question 1 The solicitation states that all Program Management task orders under the BAA will be set aside for SDVOSB. For large businesses submitting a response to Question 1, it would seem that the Government is not interested in the qualifications of large businesses program management. Should this section be amended to read, “For large businesses, has your company performed work in all the technical management areas listed in the Performance Work Statement at paragraph 1.2 Scope” (omitting references to program management)?
This section has not been amended.
37 Questionnaire Attachment 0001 Page 1 Question 1 For Question 1, please confirm that the Government’s intent is that each selected contract must contain all the PWS sub-elements (i.e. that bidders cannot meet this requirement across the two or three contracts shown in the table)?
The question has been updated to clarify.
38 Questionnaire Attachment 0001 Page 1 Question 1 and 2 For the contracts to be referenced in Questions 1 and 2, do the contracts listed have to be current contracts? If not, is there a recency limitation (i.e. maximum time which the contract has expired)?
Contracts do not have to be current, and there is not a recency limitation.
39 Questionnaire Attachment 0001 Page 2 Question 3 For question 3, can the Government clarify what “tools or methods” it desires to see as substantiating evidence? For example, can the bidder show an Agile process flow diagram as substantiated evidence of our “methods”? Could a bidder submit contractual documentation showing agile development in the scope of our contract?
The Government is requesting any nationally recognized tools or methods the Offeror has used for the development and implementation of projects. The Government is not requesting a process flow diagram as evidence of agile methodology. The Offeror may submit contractual documentation to substantiate the use of agile processes and/or methods.
40 Questionnaire Attachment 0001 Page 2 Question 4 For question 4, if a bidder has over 100 personnel with PMP certifications, is it sufficient to show a list of individuals and not each individual cert? If not, can we show screenshots from PMI website of 10 (or some other number) selected personnel with active PMP certifications to show sufficient bench strength in this area?
41 Questionnaire Attachment 0001 Page 3 and 4 Question 6 and 7 For questions 6 and 7, if a bidder has many personnel with DAWIA and/or SAFe certifications, is it sufficient to show a list of individuals and the individual cert for a representative sample (like 5 people)?
See response to question 24.
42 Questionnaire Attachment 0001 Page 5 and 6 Question 13 and
For questions 13 and 14, does the Government want the names of the individuals to be included?
If so, could you please amend the table? If not, how will the Government evaluate whether the claims of the bidders are, in fact, true?
No, the Government is not requesting names of the individuals. The Government is requesting the agency/unit, location and support dates.
Per Attachment 0003, Section M, Paragraph 2 BPA Down-Select Process, sub paragraph d, Acceptable: Meets the requirements of the solicitation. The requested information is provided and substantiates the yes response to the question.
43 Section L Attachment 0003 Page 2 3.1 General Consolidating all the substantiating documentation for questions 1 – 14 into a single pdf in the Section 3 response of each bidder will likely result in a very large file. Does the Government have size limitations for documents to be submitted, and if our pdf exceeds that size, can we break it into multiple documents?
Attachment 0003, Section L, Paragraph
3.1 General has been amended to add
bullet e which provides detail on size limitations.
44 Questionnaire Attachment 0001 N/A N/A Some of the substantiating documentation to the Government’s questions are expected to be unclassified but sensitive in nature. Is there an acceptable transmission method (such as encryption) to submit our response?
An encrypted email would be satisfactory.
45 General N/A N/A N/A Given the extensive amount of substantiating documentation required, we respectfully request an extension of BAA proposal submission by two weeks to 21 February 2019.
The proposal due date has been extended to 10:00 AM Central Time, 12 February 2019.

49 Section L Attachment 0003 Page 4 3.2 Section 2 3.2 Section 2 states, “Program Management efforts will be 100% set aside to SDVOSB at the call order level.” Is the Government considering other small business classifications for the Program Management set asides?
No.
50 Questionnaire Attachment 0001 Page 3 Question 6 In Question 6, the Government is asking for a list of bidder’s DAWIA certified personnel. Our understanding is that DAWIA certification can only be issued to Government employees and not contractors. However, many contractor personnel take DAWIA courses through training organizations such as Defense Acquisition University. Is it acceptable to also submit supporting documentation from individuals who as contractors successfully completed DAWIA Level 2 or above coursework?
Please see updated questionnaire for further information.
51 PWS Attachment 0002 Page 4 Section 1.2, Scope and 2.1, Program Management
In review of PWS Section 1.2 (Scope), Section
2.1 (Program Management) and Section 2.1 (Technical Management), the scope reads similar to the scope presented within the DCO Cyber Support Services BPA RFI and DCO SETA RFI, will the Government please clarify if the Eagle Shield BPA is a consolidation of these RFIs or is the government anticipating another distinct BPA for additional services? (pages 4, 10, 11)
The RFI associated with this specific solicitation is RFI # PANROC-18-P- 0000066373 and PANROC-18-P- 0000066373a, entitled DCO Cyber Support Services.
52 Section M Attachment 0003 Page 6 Section M, sub-section 2, paragraph C
Section M, sub-section 2, paragraph C discusses that the Government may end the down-select process if the Government has met its intended pool of BPAs based upon intended award goals.
Will the Government please clarify if this means that if the target is met, any Offeror whose response has not been reviewed yet, due to a simple sequence of where the response sits in the evaluation queue will not be reviewed or is the government anticipating another distinct BPA for additional services? (page 6)
As described in Attachment 0003, Section M, paragraph 2,subparagrah c, "The Government will review each Offeror’s responses to the Questions in numeric sequence until a desired pool of SDVOSB and Unrestricted businesses has been reached."
The Government does not anticipate another distinct BPA for additional services.
53 PWS Attachment 0002 Page 4-5 Section 1.4.1 Organizational Conflict of Interest (OCI)
Would the Government please confirm that this OCI language is in accordance with FAR and that contractors shall have an opportunity to mitigate any potential OCI concerns that arise due to a potential OCI? Would the government please also confirm that a Contractor will be excluded only when an OCI cannot be mitigated as the language in this section seems to imply otherwise? The Contractor suggests the following changes to the current OCI language, recommend Section 1.4.1 language to be revised to read: "In order to prevent a future OCI resulting from potential bias, unfair competitive advantage, or impaired objectivity, the Contractor (to include subcontractors) may be subject to the following restrictions, if OCI cannot be mitigated or avoided.
• The Contractor may be excluded from competition for or award of any agreement/call order to which, in the course of performance of this PWS, the Contractor has received advance procurement information before such information has been made generally available to other persons or firms.
• The Contractor may be excluded from competition for, or award of any agreement/call order for which the Contractor provide the development of specifications or statements of work. Additionally, the Contractor may be excluded from future procurements to which they have drafted evaluation criteria.
The Contractor shall be excluded from any procurement where the Government determines there is an unmitigated Organizational Conflict of Interest.
Section 1.4.1 of the PWS states "The KO has sole discretion to decide whether the Contractor’s mitigation plan is acceptable. If the Contractor cannot satisfactorily avoid or mitigate any OCIs, the KO may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which the OCI may affect."
54 Questionnaire Attachment 0001 Page 2 Question 4(B) The question states "If the answer is yes to part A, identify how many individuals your company has on staff to substantiate your response. If the answer is yes to part A, provide date of PMP certification (MM/DD/YYYY) and provide a copy of the certification document for each individual to substantiate your response."
Is there a range or specific number of certifications the customer is looking for? Our company could have hundreds of individuals with PMP certification, should we provide a subset to act as representative (5, 10, more)?
55 Questionnaire Attachment 0001 Page 3 Question 6(A) The question states "Does your company have Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 or above certified individuals on staff?"
What is the government's intent for how this certification will be used by contractors? Our understanding is this certification is reserved only for government employees. How does this certification apply to the scope of this BPA?
DAWIA level 2 certification is indicative of familiarization with the Government acquisition process. Please refer to updated questionnaire
56 Questionnaire Attachment 0001 Page 3 Question 6(B) The question states "If the answer is yes to part A, identify how many individuals your company has on staff to substantiate your response. If the answer is yes to part A, list the specific career fields and certification level for each individual on staff to substantiate your response. 57 Questionnaire Attachment 0001 Page 4 Question 8(B) The question states "If the answer is yes to part A, provide the date TS Facility Clearance was acquired (MM/DD/YYYY) and provide a copy of the certification document to substantiate your response."
An Offeror could have many TS cleared facilities, at geographically dispersed locations. Does the customer want a list of every location we have that holds a TS Facility Clearance with Secret Safeguarding capability? Is there a specific geographic location the customer is interested in finding locations? Is the space intended to be used by the customer or is the customer looking for a representative list of the Offeror's experience with cleared facilities?
Reference the DD254. The Government only requires one TS Facility Clearance for this questionnaire.

If the Offeror states that it possesses fewer than two example contracts, their corporate experience will be rated as Unacceptable."
61 Solicitation W52P1J19R0055
W52P1J19R0055 FAR. Pages 18, DFARS. Page
N/A The FAR/DFARS Clauses in the BPA are not the most current date (for example FAR 52.225-26 & DFARS 252.205-7000 are out of date). Will the most current version of clauses be included on the final BPA?
Fill-in clauses for FAR 52.212-5 are pulled directly from the contract writing system and are updated periodically. The most recent versions in the contract writing system at the time of award will be included in the final BPAs.
DFARs Clause 252.205-7000 was added by addendum and is dated Dec 1991 in the DFARs, which is the date used on the solicitation.
62 Section L Attachment 0003 Page 3 2 Section 1 requires that Offerors identify teaming arrangements and/or subcontractors’ names along with the business size and socioeconomic status of prime and any teaming arrangements (if applicable). Should all questionnaire responses reflect capabilities of the Prime Offeror only, or inclusive of its teaming arrangements?
See response to question 2.
