SECTION M: EVALUATION METHODOLOGY
1. General
a. The Government intends to execute multiple BPAs resulting from this solicitation to the responsible Offeror(s) whose submission conforming to the solicitation will be most advantageous to the Government. The Government intends to execute multiple BPAs to the most highly qualified Offerors using a down-select process (See Evaluation Methodology 2. BPA Down-Select Process).
b. The Government intends to execute agreements based on initial submissions. It is the Government’s intent to award agreements without exchanges with Offerors;
however, exchanges may be required. If exchanges are held, they may be written or oral questions. Initial submissions should contain Offeror’s best terms for this work.
c. Submissions that do not respond to all requirements in the solicitation may be rejected without further evaluation, deliberation, or discussion. The Government may reject any submission that is non-compliant with the solicitation requirements.
d. The Cover Letter (Section 1 of Offeror’s submission) and Signed and Completed SF 1449 (Section 4 of Offeror’s submission) shall be submitted as described in paragraph
3.2 “Specific Instructions by Section.” However, these Sections will not be evaluated.
Instead, the Government will complete a compliance review to ensure they are submitted per the solicitation instructions. The Eagle Shield BPA Questionnaire and Support Documentation will be evaluated as described below in the BPA Down-Select Process section.
2. BPA Down-Select Process
a. The Government will utilize Offeror’s completed Eagle Shield BPA Questionnaire (Section 2 of Offeror’s submission) containing questions focused on Program and Technical Management support to determine the most highly qualified Offerors for the BPA pool. The BPA pool range is described below in paragraph b. The responses to the questions will be used to assess the Offeror’s capabilities in these two areas. It is the responsibility of the Offeror to answer each question in its entirety prior to submission. The burden of proof is the responsibility of the Offeror. The Offeror’s submissions must include examples or additional information (Section 3 of Offeror’s submission), as required by the individual questions to substantiate any “yes” response.
The Government will down select to determine BPA awardees based on Offeror’s responses.
b. BPA Pool Range: The Government intends to award BPAs within the following Ranges:
1. Quantity of Small Disabled Veteran Owned Small Businesses (SDVOSB): 3-8. *The Government intends to make up to 8 awards to responsible SDVOSB whose proposals are the most advantageous to the Government. Up to 8 BPA awards can be reserved for SDVOSB.
2. Quantity of Unrestricted Businesses: 2-6
3. Overall Range of Unrestricted and SDVOSB Businesses: 5-14
4. Government Objective/Goal: 5 SDVOSB and 4 Unrestricted Businesses
c. To be eligible for the down-select process, Offerors shall submit a completed Questionnaire with responses to all questions. However, if your company is a SDVOSB and only wishes to be considered for Program Management call orders, your company is only required to respond to questions 1-9. The Government will review each Offeror’s responses to the Questions in numeric sequence until a desired pool of SDVOSB and Unrestricted businesses has been reached, as described above in paragraph (b). Each question is a “gate” which the Offeror must answer “yes” in part A and receive an “acceptable,” in part B as described in paragraph (d) below in order to proceed to the next question/”gate” and continue to be considered for BPA award. The Government reserves the right to stop the down-select process at any question/gate in the sequence if the Government has met its intended pool of BPAs based on the ranges described above in paragraph (b). If an Offeror receives an “unacceptable” for a question/gate, the Government will not evaluate further questions and the Offeror will no longer be considered. Additionally, once the intended number of BPAs has been met, any remaining questions subsequent to the question in which the BPA pool was determined, will not be evaluated.
For example, if, at Question 3, the total number of SDVOSB Offerors that have successfully answered questions 1 through 3 is down to a desired quantity based upon the ranges described above, then the Government may choose to stop the down-select process for SDVOSB and award to all of the SDVOSB Offerors that successfully passed through Question 3. However, the Government may use as many Questions as necessary to down-select Offerors in order to achieve the intended Range of BPA awardees, as outlined above.
d. Offerors are advised that each question has two parts for completion: Part A and part B. Part A is a “yes” or “no” answer. Offerors that respond “yes” will be eligible to “go” to the next Question if they receive an “Acceptable” evaluation in part B, and if the Government does not stop the down-select process in accordance with the above paragraph (c).
For Questions 3-4, 6-8, and 10-14, if an Offeror responds “yes” to part A of a Question, part B instructs the Offeror to provide additional information to substantiate an Offeror’s affirmative response. Information provided in part B will be evaluated on an “Acceptable” or “Unacceptable” basis as follows:
Acceptable: Meets the requirements of the solicitation. The requested information is provided and substantiates the yes response to the question.
Unacceptable: Does not meet the requirements of the solicitation. (1) The requested information is not provided, and/or (2) the requested information does not substantiate the yes response to the question.
For Questions 3-4, 6-8, and 10-14, if an Offeror responds “no” to part A of the Question, the Offeror is not required to provide additional information requested in part B and the Government will not evaluate part B.
For Questions 1-2, 5, and 9, the Government will conduct a corporate experience review based on the contract numbers submitted in part B to substantiate the Offeror’s “yes” response in part A. The contract numbers referenced in part B will be reviewed to determine if the referenced contracts have comparable scope to what is being asked in the corresponding question. If the Offeror states that it possesses fewer than two example contracts, their corporate experience will be rated as Unacceptable.
Acceptable: Meets the requirements of the solicitation. Two, but no more than three example contracts are provided and have comparable scope.
Unacceptable: Does not meet the requirements of the solicitation. (1) Less than two example contracts are provided, and/or (2) the example contracts do not have comparable scope.
For Questions 1-2, 5, and 9, if an Offeror responds “no”, to part A of the Question, the Offeror is not required to provide additional information and the Government will not evaluate part B.
Although the Government anticipates five to fourteen BPAs, the Government reserves the right to make more or less than the intended number of awards, if warranted by the quality and quantity of submissions.
