Yes, a prime offeror may submit two/multiple proposals, only if the small business and the 8(a) are different entities under a different CAGE Code.

Per L.4.1.1, for all documents with the exception of the Attachment 0003 Experience Matrix, each page shall include the complete offeror's name, offeror's CAGE Code, BOA RFP number, and proposal submission date in a header and/or footer, therefore, no changes to this section will be constructed. This information can be incorporated through "Enabling All Features" in the PDF, selecting Tools, Edit PDF, and Adding Text boxes.
RFP, Page 28, Paragraph L.5.2.1(a)(4) Will the USG also confirm that a cover, table of contents, and glossary are not required for Attachment 0003, SF33, SF30, and Offerer Points of Contact (Attachment 0006)?

The Government does not specifically state the offerors are to provide FTE numbers, However The offeror's BOE must demonstrate a thorough understanding of the effort through its accurate analysis of the effort, realistic assumptions and appropriate staffing decisions in order to successfully perform the
PWS requirements associated with the PMO, maintenance, supply and transportation functional areas identified at L.5.2.2(b)(1) through L.5.2.2(b)(4).
RFP, Page 30, Paragraph L.5.2.2(b)(3)
Can the Government confirm that reference to Exhibit A in M.2.4(c) applies only to the sizing of the PBO?
Reference to Exhibit A in M.2.4(c) does not only apply to the sizing of the PBO. M.2.4(c) states, "The RSE adequately details a realistic and feasible approach to deliver accurate services consistent with a Unit
Supply Support Activity (SSA) and a cognizant Property Book Office (PBO) by providing inventory management, asset accountability and asset visibility through proper operation of the appropriate LIS
(BOA PWS para 2.2.10.2) for the equipment density listing provided at Exhibit A."
RFP, Page 28, Paragraph L.5.2 Will the USG please confirm that cross-referencing between sections within L.5.2 Technical Factor is acceptable? The Government has indicated within section L.5.2 that the the RSE must be supported by the offerors
Labor Basis of Estimate (BOE). The Government will not cross-reference between the sections within
L.5.2 technical Factor. This is will be considered unacceptable.
RFP, Page 30, Paragraph L.5.2.2 (b) Will the Government please confirm that our RSE response "in support of the PWS requirements" are those requirements only identified in L.5.2.2.(b)(1) through (4)? For example, L.5.2.2(b)(4) states, “Transportation
Functional Area: The RSE narrative must detail the offerors approach to delivering Personal Property and
Transportation Motor Pool (TMP) operations”, and also states, “Additionally, the RSE narrative must accurately address appropriate LIS (BOA PWS para 2.3.9).” Therefore, the offeror’s RSE narrative is only required, at a minimum, to address Personal Property (PWS 2.3.1), TMP (PWS 2.3.2), and Transportation LIS
(PWS 2.3.9).
The offeror shall provide a RSE in a narrative format based on the information provided in its TCS and in support of the PWS requirements. The RSE narrative must clearly identify and detail an approach relative to EACH of the functional areas as well as provide any assumptions used in determining the specific staffing to include definitions of Offeror-developed position titles in accordance with paragraph L.5.2.2(c). Additionally, the RSE must be supported by the offerors Labor Basis of Estimate (BOE).
RFP, Page 20, Section K In accordance with Section K of the solicitation, Should Offerors include a reference to our representations and certifications if we are a large company and registered electronically in the System for Award
Management where paragraph (d) would apply? If so, should offeror include behind the SF33?
Per Section K-3 clause 52.204-8(e), After reviewing the ORCA database information, the offeror verifies by submission of the offer that the representations and certifications currently posted electronically that apply to this solicitation as indicated in FAR 52.204-8(c) and paragraph (d) of this provision have been entered or updated within the last 12 months, are current, accurate, complete, and appplicable to this solicitation, as of the date of this offer and are incorporated in this offer by reference (see FAR .1201), therefore representations and certifications should be referenced. Incorporating them behind the SF33 is acceptable. FAR 4.1201(d) states that the contracting officer shall incorporate the representations and certifications by reference in the contract.
RFP, Page 1, SF33 In reference to Box 15C on the Standard Form 33, where would an Offerors include their remittance address if the address is different than Box 15A?
Due to the BOA having a $0 value, including a different remittance address other than what is stated in
Box 15C page 1 of the Standard Form 33, will be addressed at each individual Task Order, as further mission details will be provided at that moment.

Must the required insurance type requirements be procured prior to the BOA award, upon BOA award, or prior to the proposal submission on targeted Task Order?
The required insurance stated in Section H.2, is not needed at the time of BOA award, however because the contractor shall procure and maintain the following insurance during the entire period of performance under this contract, required insurance shall be procured prior to each individual Task
Order.
SF33, Section L.5.2.2.(c), Labor Basis of Estimate (BOE), Page 30
Is the BOE part of the of the Representative Support Element (RSE) volume, or is it a separate volume?
Section L.5.2 Technical Factor is silent on the BOE submission requirement. Section L.5.2.2(c) Labor Basis of Estimate (BOE): The offeror must provide its labor basis of estimate, in narrative format, in relation to the BOA PWS requirements associated with the PMO, maintenance, supply, and transportation functional areas identified at L.5.2.2(b)(1) through L.5.2.2(b)(4). The offeror's
BOE must demonstrate a thorough understanding of the effort through its analysis of the effort, realistic assumptions and staffing decisions in order to successfully perform the PWS requirements associated with the PMO, maintenance, supply, and transportation functional areas identified at L.5.2.2(b)(1) through L.5.2.2(b)(4). The BOE must address specific labor categories (Fair Labor Standards Act (FLSA) exempt and non-exempt) required to perform the effort, the rationale for their selection, and must fully support the proposed Corporate Organizational Structure.
RFP, page 28, L.5.2.1(b)(1) Under the L.4.2.1(b)(1) offerors are required to list all subcontractors/ teammates by company and supported functional area. Are offerors permitted to add subcontractors following the award of the BOA (not to exceed the prime contractors overall BOA 50% workshare) given that Task Orders will vary and require unique/ specialized work expertise?
Per paragraph 4 of Section A, offerors must demonstrate the technical capability to perform all three functional areas. That technical capability may be achieved with or without subcontractors. In subsequent Step Three proposals (i.e. Task Order proposals), Offerors are not required to propose those subcontractors used to establish technical capability in Step Two (i.e. BOA process); however, an offeror shall propose itself and any subcontractors necessary to meet the evaluation criteria and successfully perform the requirements of each Task Order.
Per paragraph 3(b) of Section C, Offerors are NOT required to propose those subcontractors used to establish technical capability in Step Two (i.e. BOA process);
however, Offerors shall propose themselves and/or subcontractors that can meet the evaluation criteria and successfully perform the requirements of each Task Order.
RFP, page 30, L.5.2.2© Can the Government please provide more guidance as to what must be included into the Basis of Estimate.
According to the RFP, "The offeror must provide its labor basis of estimate, in narrative format, in relation to the BOA PWS requirements associated with the PMO, maintenance, supply, and transportation functional areas identified at L.5.2.2(b)(1) through L.5.2.2(b)(4)." However, since each of Task Orders released under this BOE will vary on labor categories and LOE, how are offerors effectively supposed to provide estimates or narrative when they do not know what the future Task Orders will entail?" What specifically do offerors need to provide under this document?
The BOE must demonstrate that the offeror has a thorough understanding of the effort, provide realistic assumptions and staffing to perfom the PWS requirements associated with the PMO, maintenance, supply, and transportation functional areas. The BOE must provide realistic and feasible specific labor categories required to perform the effort, the rationale for their selection, and must fully support the proposed Corporate Organizational Structure. Proposing unrelated/not required labor categories will be considered a demonstrated lack of understanding of the requirement which will result in an unacceptable rating.
RFP SF33, Page 1 of 37, block 9 Would ACC please consider granting a one week extension to allow offerors time to prepare their proposals?
No extension shall be granted at this time.
PWS Paragraph 1.3.b Scope functions "specifically excluded" lists "4. IT Services ( are not incidental to logistics support)"
What level or type of IT services, if any, does the Government consider incidental to logistics support?
The Government in this case, considers Information Technology (IT) services which may involve support or acquisition of IT products, services, or infrastructure as well as anything other than normal/general user rights on any computer or software to be incidental to logistics support.

Form fields in Questions 3, 8 and 9 do not allow for Offerors to input multiple lines to that all necessary information can be included. Form field in Question 10 does not allow for more than 2 rows so that Offerors can enter in all necessary information. We request that Attachment 3 be modified to allow for more characters.
Once you hit "Enable All Features" in the upper right hand corner, you can go to Tools and Edit the PDF to add additional text. and with the tool box appearing on the right hand side, you can make the font size smaller. You can also create a text box at the bottom of the page, in the empty white space and reference the questions/answers there.
RFP We request the the Government extend the proposal deadline by one week in order to allow Offers additional time needed to complete the experience matrix and review updated clauses from mod 01. No extension shall be granted at this time.
