*** End of Narrative A0000 ***

1. The purpose of Amendment 0003 to Solicitation W52P1J-19-R-0031 is to provide responses to the following contractor questions:

Q1: RFP Page 9 and CDRL A005 are for a phosphate coating procedure approval used on medium and large caliber munitions; Based on our experience it is not applicable to this small caliber program. Will this section/CDRL be removed?

A1: Phosphate coating is applicable to the M2A2 ammunition cans. A waiver for this is possible, if required.

Q2: RFP Page 12 references 824178888 revision -, which we do not have a copy of. 824178888 revision A was released in 2013. Is it the

Government's intention to produce to the older revision? If not, please correct.

A2: All missing documentation has been included into the TDP.

Q3: RFP Page 22 references DS/4083/C03/1312H, which we do not have a copy of. The TDP provided contains revision E. Please update TDP to include current revision H and provide current revision H.

A3: All missing documentation has been included into the TDP.

Q4: In the update to ADL 5355830, Supplementary Quality Assurance Provisions JXRT-SM-01 Latest Revision apply. A copy of JXRT-SM-01 was not provided, please provide.

A4: All missing documentation has been included into the TDP.

Q5: In the update to ADL 5355830, ADL CHANGE NOTICE 5355830 DATED 04/29/2019 APPLIES. I don't see any change notice with that date within the ADL, please provide.

A5: There is not an ADL Change Notice dated 4/29/2019, so this is not applicable.

Q6: DS/JXNN/C08/1604C w/A2 does not list what rifles are to be tested for F&C, nor does the RFP. Will the Government please confirm what rifles will be used for function and casualty testing?

A6: MK 13 MOD 7 rifle with suppressor MK 11 MOD 0.

Q7: DS/JXNN/C08/1604C w/A2 has been changed to use a 25 inch barrel for P&V testing; P&V testing has historically always been in a 24 inch barrel, which is the SAAMI length, for all SAAMI .300 Win Mag, and all prior versions of the mod 0 and mod 1 specifications.

Varying an accuracy barrel length to match your gun barrel length makes sense; doing the same to a P&V barrel does not. It will make a comparison much more difficult between product produced to this spec and all other 300 Win Mag product delivered prior, or produced commercially. Recommend revert to 24 inch P&V Barrel per prior revision of specification. Please confirm barrel length.

A7: The Government is currently processing a change from the 25 inch barrel to a 24 inch barrel. Offerors can reasonably expect this change to take effect before contract award, but understand it is subject to internal approval processes. The Government does not believe this potential specification change will have an impact on proposals. An amendment will be made to announce the change when/if it is complete.

Q8: The barrels being used for P&V testing have 4 groove rifling, which yields significantly different results from the standard SAAMI 6 groove barrels in which the reference ammo is assessed in. The proposed change to a 25 barrel vs a 24 barrel in which the assessment happens will only make this worse. Recommend allowing up to double inclusion limits as previously allowed vis RFV R19S8017. If not, on the prior contract for these products, discussion between the Government and contractor yielded that the Government had not been shooting any corrections in their own internal testing. Can the Government provide correction data for a few different barrels built per spec requirements in order to confirm they have tested that meeting the inclusion limits with the required equipment is actually physically possible?

A8: There is no change in the requirement. The Government will not be supplying any data.

Q9: Will the Government consider allowing 200yd accuracy in lieu of 300yd accuracy during LAT? This has been approved prior via RFV

R18S8048 (mod 1) and RFV R18S8018 (mod 0).

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

A9: Any desired deviations must be submitted via Requests for Variance (RFV) by the contractor post contract award and subject to

Government review.

Q10: We have gone through the TDP as downloaded and we are unable to locate the following drawings which relate to the .300 WinMag MK248

MOD 0 cartridge:

824178888

824178889

824178890

824178893

824178894

All of the above drawings are attributed to NAVSEA per the cartridge specification. We need these drawings to be able to adequately evaluate and respond to the solicitation.

A10: All missing documentation has been included into the TDP.

Q11: Section L, Small Business Participation Plan. The RFP states: "The Offeror shall complete the Small Business Participation Plan

Attachment (Appendix D)..." Could you identify where Appendix D is located, or provide it for us?

A11: The referenced Small Business Participation Plan has been included as Attachment 0006.

Q12: The solicitation references a maximum order volume of 8,500,000 rounds over the 5-year period of the contract. Max order volumes on

Attachment 0001, Pricing matrix indicate a potential max volume of 15,000,000 rounds. Please confirm that the max volume for this solicitation is 8.5mm rounds.

A12: Confirmed. The total quantity awarded over the life of the contract will not exceed 8,500,000 rounds.

Q13: For Cartridge, .300 Winchester Magnum, Match Grade, MK 248 MOD 0, the Solicitation calls out Specification DS/4083/C03/1312H on page 22 of the solicitation but Specification DS/4083/C03/1312E was included with the TDP download. Which revision is the correct one for this solicitation? If it is DS/4083/C03/1312H, can the Government please provide?

A13: All missing documentation has been included into the TDP.

Q14: Under the previous Solicitation W52P1J-13-R-0026 for the same products, ECP R12S2055 was incorporated into the specification for

.300 WinMag, Match Grade MK 248 Mod 0 Revision E dated 24 September 2012. The ECP R12S2055 added primer drawing 8347822 to the ADL.

Drawing 8347822 permitted Winchesters WI1039 as an equivalent to Federals GM215M. In addition, under the same solicitation Amendment

0009 updated the Contract C Requirements Generic Section C. The update to Section C affected the .300 Win Mag Match Mk 248 Mod 1 specification DS/JXNN/C08/1604B and updated paragraph 3.4.3 to allow either the Federal GM215M primer or the Winchester WI1039 primer.

Neither of the changes from the previous solicitation seem to be present in the TDP provided for solicitation W52P1J-19-R-0031. Please confirm that the Winchester WI1039 is an equivalent to the Federal GM215M primer.

A14: Winchester WI1039 primer will be allowed as an equivalent to Federal GM215M.

Q15: We currently lack the drawings for the .300 Winchester Magnum, Match Grade, MK 248 MOD 0 and per the above question we believe that we may not have the correct version of the specification.

A15: All missing documentation has been included into the TDP.

Q16: I am unable to locate Appendix D Small Business Participation Plan Attachment as referenced on page 73 of Solicitation, Offer and

Award document. If it is in one of the TDP downloads, please let me know which one and the title it is under on the index listing.

A16: See answer 11.

Q17: In the MK 248 MOD 0 document the EPVAT and accuracy test barrel length is listed as 24 inches, but the MK 248 MOD 1 document the

EPVAT and accuracy test barrel length is listed as 25 inches. SAAMI specs indicate that testing for this caliber is to be conducted in a 24 inch test barrel. This would require the contractor to purchase and maintain two different length EPVAT and accuracy test barrels for this contract. We are looking for confirmation that testing is necessary with the two different barrel lengths (24 inch and 25 inch) or should we follow Saami specs with the 24 inch test barrel.

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Q17: EPVAT shall be conducted in 24 inch test barrel and Accuracy shall be conducted in 25 inch test barrel. Two different barrel lengths will be necessary for MOD 1.

Q18: The MK248 Mod 0 specifies the Federal 215M primer, but the MK248 Mod 1 cites a drawing. Will the Fed 215M primer be suitable for both cartridges?

A18: Yes, the MOD 1 cites a drawing which refers to approved vendor for use, including Fed 215M primer.

Q19: In the Solicitation, Offer and Award document on page 3 paragraph 17 (a) and (b) timelines are listed as Days After Award. As an example:

Contractor Submits FAT Plan - 90 DAA

Government Approves FAT Plan - 120 DAA

Does this mean the Government will have 30 days to approve the submission or does it mean the Government has until 120 DAA to approve?

Otherwise stated, if the contractor were to submit the FAT Plan for approval at 60 DAA would the Government have 30 days/ 90 DAA, or would the Government still have until 120 DAA to approve the plan?

A19: The Government would have 30 days to approve the submission.

Q20: In both specifications paragraph 3.8.1 Cartridges it states "...Unless otherwise specified in the solicitation, the lot size shall be no more than 750,000 cartridges", but in paragraph 3.8.2 Primers it states "The size of a lot of primers used in the cartridges shall be 200,000 units minimum and 750,000 units maximum". Does this set the minimum lot size to 200,000 cartridges? If this sets the minimum at 200,000 cartridges - The pricing matrix for both CLINS have pricing for quantities below lot size minimum. Is the contractor expected to produce the minimum lot size, but only ship and invoice for order quantity?

A20: No, this does not set the minimum lot size to 200,000.

Q21: What is the anticipated minimum order quantity on the contract?

A21: The guaranteed minimum quantity is 1,500,000, as outlined in paragraph 5 of Section A.

2. All other terms and conditions remain unchanged.

3. There is no change to the proposal receipt date/time as a result of this amendment.
