SOLICITATION EXECUTIVE SUMMARY
1. Per allowance provided by FAR 12.203, this is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This acquisition is being conducted in accordance with FAR 13.5 Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is being issued as a Request for Quote (RFQ) by the Army Contracting Command – Rock Island on behalf of Pine Bluff Arsenal (PBA) in Pine Bluff, Arkansas.
2. RFQ W52P1J-17-T-3049 is hereby issued to seek vendors who can operate a mobile, full-service shoe-truck which will serve as the primary source of nine categories (a minimum of 18, and a maximum of 36 styles) of men’s and women’s non-conductive, protective safety footwear for employees on PBA.
3. Operation of the shoe-truck and delivery of shoes is FOB Destination to:
Pine Bluff Arsenal Building 32-070 Mobile Equipment Complex Pine Bluff Arsenal Pine Bluff, AR 71602-9500
4. Routine services shall be provided to PBA once every other week for the base year, and each exercised option year. Each visit to PBA shall be for a two-hour period from 9:00 a.m. – 11:00 a.m. local time on each date specified in the resultant BPA.
5. Emergency services may be required within 48 hours of request.
6. Additional details regarding this requirement are provided below, as well as in FAR clause 52.212-1 – Instructions to Offerors, and in Attachment 0001 – Statement of Work.
7. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19JAN2017, and Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161222, effective 22DEC2016. The complete text of any of the provisions and clauses included in this RFQ may be accessed in full text at http://farsite/hill/af.mil
8. Notices to Vendors: This procurement is 100% total small business set-aside in accordance with FAR Subpart 19.5, Set-Asides for Small Business. The NAICS code for this requirement is 448210; the size standard is $27,500,000.00.
9. The Government anticipates issuing one, firm-fixed-price, five-year (one (1) base year, plus four (4) 12-month options) Blanket Purchase Agreement (BPA). Award will be made to the offeror who provides the lowest total evaluated price, who is deemed responsible, and who is compliant with all the requirements of this solicitation. Evaluation of quotes received will be conducted in accordance with FAR 12.602.
Technical capability (to include evaluation of product literature, warranty provisions, and thorough understanding of the operating process), past performance, and price will be evaluated. The Government intends to evaluate the quotes and award a contract without discussions with vendors. Therefore, the contractor’s initial quote should contain the best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Instructions regarding how to submit a quote are provided below under 52.212-1, Instructions to Offerors – Commercial. Attachments associated with this RFQ include the following:

The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
In accordance with FAR 12.602, streamlined evaluation procedures will be utilized for this procurement. Award will be made to the offeror who provides the lowest total evaluated price, who is deemed responsible, and who is compliant with all the requirements of this solicitation. Award will be made on a firm-fixed-price basis. Price evaluation is as follows:
i. The interested vendor will enter unit prices for all proposed shoe styles for the base year and each evaluated option year on the Price Matrix. All unit prices shall be binding.
ii. The Government will evaluate offers based on unit prices proposed for each shoe style included in the base year and each evaluated option year. If an interested vendor fails to propose all of the unit prices for the base and evaluated option years, the Government may reject that offer as unacceptable.
iii. For each quote, the Government will calculate the average price of each proposed style in each category. The Government will then calculate a weighted evaluated price, referred to as the Extended Price, by multiplying the average proposed price per category, by the estimated quantity per category, by each category’s respective weight percentage, and summing their totals. The weight percentage associated with each category represents the likelihood amongst the nine categories, that an order, if placed, would be placed for that category at the quoted unit price.
iv. A Total Evaluated Price will be determined by summing the Extended Price (a.k.a. weighted evaluated prices) for the nine categories found on the Pricing Matrix for the base year and each evaluated option year.
v. Price Analysis shall be used to determine price reasonableness. Additional analysis techniques may be used as determined necessary by the Contracting Officer. These methods of evaluation may include the use of information/input from sources such as, but not limited to, other Government agencies and personnel.
vi. As part of the evaluation, quotes may be reviewed to identify any significant unbalanced pricing found between the base year and evaluated option years. In accordance with FAR 15.404-1(g), i.e.
Unbalanced Pricing, a quote may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
vii. The Government reserves the right to require submission of any data necessary to validate the reasonableness of an offer.
