TECHNICAL QUALIFICATION EVALUATION
PROJECT #2016‐2294: REPOINT SELECTED STONESHOPS
Evaluation shall be based upon the Contractor’s proposal. The proposal must demonstrate a thorough understanding of, and compliance with, the Scope of Work (SOW) and associated Request for Proposal
(RFP) documents, and demonstrate the experience necessary to successfully complete all work set forth in the SOW. The technical evaluation shall be rated as either Acceptable or Unacceptable. The evaluation ratings used and their descriptions are provided below.
1. Technical: Each offeror will be evaluated for technical acceptability based on its adherence to the sub-factors listed below:
1) The Contractor shall have a minimum of five years’ experience on projects that are similar to the SOW in material, design, and extent. The Contractor must provide three projects that are similar in size and scope. Project data must include the following:
a. Contracting Activity (Government or Commercial)
b. Contract Number, Award Date, and Dollar Value
c. Project Location and Substrate Material
d. Project Photos, showing substrate and mortar before and after repointing
d. Customer Points of Contact (POCs)
2) The Historic Masonry Consultant shall have a minimum of ten years’ experience applying
“The Secretary of the Interior’s Standards for the Treatment of Historic Properties (with
Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings)” on projects that are similar to the SOW in material and design. The Contractor must provide five projects that are similar in scope. Project data must include the following:
a. Contracting Activity (Government or Commercial)
b. Contract Number and Award Date
c. Building Name, Location, National Register Status, and Substrate Material
d. Description of the implementation of the Standards referenced above
3. Price: The Government shall calculate the total price for each offeror by adding the total price for each option to the base.
4. Past Performance: The Government shall evaluate past performance of projects the Contractor provides to the Government. Each project must have a minimum rating of Satisfactory. However, past performance is not an evaluation factor, and will not be taken into consideration for lowest price technically acceptable criteria.
The two rating categories listed below will reflect the Government’s evaluation of each offeror’s adherence to each sub-factor listed above, as demonstrated in its quote. All sub-factors must be rated “Acceptable” in order to receive an overall “Acceptable” rating for the Technical Factor.
