SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0002

The purpose of this Amendment 0002 is to:

1. Update clause 52.212-5

2. Remove appendices C&D from the solicitation and provide an updated Scope of Work (SOW), dated 22 DEC

3. Answer the following Contractor Questions:

Q-1 SOW-Section 1.3.1 - With regards to both the base bid and bid option, please clarify if the scope of work is to repoint 100% of the mortar joints or to follow assessment keynotes 2 and 3 for partial repointing in Appendix C and D. Are all the other keynotes and general notes in Appendix C and D to be included in our base scope?

A-1 The project should be bid per the scope of work provided, not the drawings. Appendices C & D are being removed from this solicitation, therefore removing the associated drawings.

Q-2 SOW-Section 1.7.1 - Are there fees or costs for the Anti-Terrorism and OPSEC training required?

A-2 The proposal submitted should include costs (if any) associated with any required training defined by OPSEC within the Scope of Work. It is up to the contractor to determine if this has a cost impact. All OPSEC training required by the Government will be provided to the contractor at no charge.

Q-3 SOW-Section 2.1.1 - When is the anticipated start date for the project? If bid option is also awarded, adding an additional 120 days to the completion date might create the need for winter conditions to complete if NTP is delayed.

A-3 There is currently no "estimated" start date for this project. A Notice To Proceed will be given to the awardee at the pre-construction conference. If weather impacts project schedule, a request for extension can be completed by the contractor, in which the Government can approve if weather, in fact caused a delay in project schedule.

Q-4 SOW-Section 2.4.1 - The link to access information regarding the CMR does not work, please provide in PDF, .xml, or word format.

A-4 The link included in the SOW has recently changed, please use the following link for Contractor Manpower

Reporting:

https://armycmra.dmdc.osd.mil/Login.aspx

Q-5 SOW-Section 3.2.4 - With regards to the 40-foot stand-off distance for equipment, please confirm if exceptions will be made for either frame or swing stage scaffolding.

A-5 Scaffolding may remain in place. Coordinate with COR in order to restrict access to scaffolding.

Q-6 SOW-Section 4.4.1 - Please confirm if the use of each facilities power, water, and other utilities will be allowed for the execution of the work.

A-6 Yes, these will be available.

Q-7 SOW-Section 4.5.3 - Please confirm that 50% recycling of the total waste stream is simply a goal, and if there are any penalties for not meeting or exceeding 50%.

A-7 : This is an established goal for all projects, but may not be achievable in all circumstances. The Contractor shall submit a preliminary form IAW paragraph 4.5.3 showing anticipated recycling rates.

There are no penalties for not meeting this goal.

Q-8 Appendix B-Section 3.5.2.1.c&d - Please confirm if the use of rotary hand saws and grinders will be permitted based on submission by contractor of a satisfactory quality control program and demonstrated ability of operators to use tools without damage to the masonry.

A-8 With the approval of the Quality Control Plan and demonstrated ability by all personnel performing removal of existing mortar, this removal option may be exercised.

Q-9 Appendix C & D-Keynote 13 - Is removal and replacement of all caulk required where the metal cornice meets the masonry?

A-9 : Removal/replacement of caulking shall only be accomplished where necessary to complete mortar removal and re-pointing. Contractor shall submit product data for replacement caulk in order to verify that it will match existing.

Q-10 Please state whether sealed bids must be delivered in person or if bids delivered by certified mail will be accepted.

A-10 Contractor bids/proposals may be mailed or submitted in person as long as they are received prior to the closing date and time of the solicitation.

Q-11 Are just doing work in an area that has a circle with a number in it? i.e.: just where a 2 or 3, etc. is on the plans. (from reading the notes that is what I assume we are doing).

A-11 The project should be bid per the scope of work provided, not the drawings. Appendices C & D are being removed from this solicitation, therefore removing the associated drawings. The SOW calls for the re-pointing of all mortar joints.

Q-12 Reference sheet S1, under "Limestone Restoration General Notes", 1. Is the stone cleaning 100% or just clean the dirty / soiled areas?

A-12 Appendices C & D removed. Contractor shall be required only to perform cleaning as it pertains to their activities.

Q-13 Do you have any indications that this project will be funded?

A-13 Please see clause 52.232-18 Availability of Funds, included in the solicitation. This project is currently an unfunded requirement. The Government does not know when or if they will receive funds for this project at this time.

Q-14 Are there any restraints or regulations on this project for the percentage of work that a general contractor will self perform vs. the percent of work that their subcontractor(s) will perform?

A-14 Please see clause 52.212-5, which includes clause 52.219-14, Limitations on Subcontracting. This clause states, in part "General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees."

Please refer to this clause for the full text.

Q-15 Regarding our Technical Qualification Submittal - Our masonry subcontractor carries the most relevant and valuable experience in regard to SOW, material, design and extent. Would we submit their specific and more relevant data in lieu of our companies more generalized experience?

A-15 Please refer to the Technical Qualification Evaluation, in which "each offeror" will be evaluated. The contractor proposing on the requirement will be the offeror evaluated.

Q-16 . There is an instruction (#6) in the executive summary of the Solicitation that calls for a cost breakdown for the project. Is the breakdown to be submitted with the bid?

A-16 Yes, a breakdown of you proposal should be submitted at the time of proposal submission.

Q-17 I am not clear on what certifications and representations to include in our bid package if we are registered in SAM. (And do we insert a print out of the SAM registration into the proposal package?)

A-17 Please see clause 52.212-1 (specifically (b)(8)) Instructions to Offerors and clauses beginning on page 17 of the solicitation for more information.

Q-18 . Is there a form of bond that you want us to use for the bid bond?

A-18 A Bid Bond must be submitted with your proposal as identified on page 1, box 13, please see clause 52.228-1 for more information . Upon funding of the project (if received), performance and payment bonds will be requested prior to award from the apparent successful offeror.

Q-19 Should this job be bid per the "Scope of Work PR #2016-2294 Repoint Selected StoneShops" or per the notes on the photos in "S1 thru S10"?

The paragraph entitled "Project Summary" on pg. 2 of the Scope of Work says that the scope of this project consists of repointing all exterior joints on the designated buildings. On page 3, the paragraph entitled "1.3 Base Bid" again says that the scope is to include repointing of all exterior joints for Buildings 60, 61, and 62 (except those that are inaccessible due too metal cornice covers). Similarly, the paragraph entitled "1.4.1" for "Bid Option One" says that the scope is to include repointing of all exterior joints for Buildings 66, 67, and 68 (except those that are inaccessible due to metal cornice covers).

Alternatively, the General Notes for sheets S1-S10, tuckpointing notes, limestone repair material specifications, and limestone restoration general notes provide more specific content on the intent of the work to be performed.

These documents call out specific joints to be repaired and stones to be replaced. These documents represent a scope much more specific and limited than the repointing of all exterior joints.

A-19 . This project should be bid per the SOW. No stone replacement is being done at this time.

Should any stone be deteriorated to the point that the Contractor is unable to remove mortar for re-pointing purposes, they shall leave in place. Appendices C & D are removed.

Q-20 . If this work is to be done with equipment and tools that need to be assembled within the 40' setback from the buildings, do we need to remove them every night?

A-20 Vehicles (and trailers) must be either parked outside of the setback distance, or removed to that location each night. Equipment (scaffolding, etc) may remain in place, so long as it is not easily accessible.

Q-21 . Are there specific noise requirements that we will need to work around (especially at Building 68)?

A-21 . Currently, there are no noise requirements for Bldg 68 for this project. If this project becomes a nuisance to the occupants, a modification may be done at a later date to accommodate the occupants of that building.

3. The cut-off date of December 29, 2016 for submitting question remains unchanged.

4. The solicitation closing date and time remain unchanged.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)

(a) Definitions. As used in this clause--

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts--

(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.

(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.

(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The

Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.

(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the

Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.

(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in

SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:

The Contractor represents that it ( ) is, ( ) is not a small business concern under NAICS Code 238140- assigned to contract resulting from this solicitation.
