1. The Army Contracting Command, Rock Island (ACC-RI), has a requirement to procure the following items:
CLIN Component Item NSN P/N
0001 TNT Supplementary Charge 1320-00-824-0811 8838130
0002 PBXN-9 Supplementary Charge 1320-01-583-1139 13026064
2. The solicitation utilizes a Lowest Priced Technically Acceptable (LPTA) approach to determine technically acceptable awardees proposing the lowest prices that offer the best value to the USG. Please refer to Section M for further information on how proposals are evaluated.
3. This solicitation is restricted to the National Technology and Industrial Base (NTIB) in accordance with 10 U.S.C. 2304 (c)(3). The
United States Government (USG) intends to award up to two Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The USG reserves the right to make a single award if determined to be in the best interest of the USG.
Award will be made by selecting the most advantageous offer by evaluating factors in addition to price. There are three evaluation factors: 1) Technical, 2) Past Performance, 3) and Price. All non-price factors are evaluated on an Acceptable or Unacceptable basis.
The non-cost factors identify the minimum requirements that are key to successful contract performance. An offeror must receive an acceptable rating for all non-cost factors for consideration of award. For the purpose of submitting proposals, see Sections L.4.3.2.1 and L.4.3.2.2 for definitions.
4. Each IDIQ contract will include 5 (five) Ordering Periods from Date of Award through 1,825 Days after Award (DAA). Following are the dates and Most Probable Quantities (MPQ) for each of the Ordering Periods (OP) for each item included in this solicitation. The MPQ listed for each Ordering Period provides the USG's best estimate as to the expected quantity ordered in each period.
MPQ per CLIN

5. Offerors will have two options for technical proposal submission.
OPTION ONE:
Option One is for the offeror to submit a DD250 / Wide Area Work Flow (WAWF) acceptance document for previous production of the TNT and
PBXN-9 Supplementary Charge. A DD250/WAWF acceptance document shall be provided for each Supplementary Charge. For any Supplementary
Charge for which a DD250 is not submitted, the offeror will need to submit a response IAW Option Two outlined below. In order to utilize
Option One for any configuration, the following criteria must be met:
a. The DD250 / WAWF document must be for the TNT and/or PBXN-9 Supplementary Charge, as described in the following drawings:
TNT Supplementary Charge 105mm, (1320-00-824-0811)
PBXN-9 Supplementary Charge 155mm, (1320-01-583-1139)
b. Each DD250 / WAWF document must be dated within 12 months from the date of issuance of the RFP.
c. The offeror must submit a certification stating that it plans to utilize the same facilities, equipment, and processes for production of these mortar cartridges as was used in the production of the DD250 / WAWF document mortar cartridges. Any exceptions to this certification must be described as per item e below.

Furnished Material (CFM) deliveries. IMS should identify critical path and long lead purchases. The offeror must submit a description of any facility, process, or equipment modifications necessary to meet the new requirements of the TDP.
e. The offeror must demonstrate understanding of any TDP changes as well as an appropriate approach to meeting the requirements.
If the DD250 / WAWF document meets the requirements listed above, the offeror will be determined acceptable for technical and will not require any further proposal submission for the technical portion. Submission of the Price and Past Performance Factors of the proposal are still required.
OPTION TWO:
Offerors will be required to conduct an oral presentation for the technical portion of its proposal which will include all technical sub-factors. Oral presentations shall not encompass past performance, or price. Presentations will be restricted as follows:

USG to conduct discussions or to solicit or entertain any proposal revisions.
Oral Presentations shall be conducted using Microsoft PowerPoint or pdf formatted slides.

When additional requirements arise it will receive the same contemplation letters as the other awardees. The GOGOs response to a contemplation letter must include a burdened price and an unburdened price and the USG will evaluate the unburdened price for competition of Delivery Orders awards. If a GOGO is awarded a future requirement, a purchase request will be issued.

and read the users manual prior to inputting your initial data card. The users manual also contains screen shots, which depict what the inputter will see during the ADC input process.
(e) Ammunition Data Card Input
ADC input allows current contractors and government facilities the capability to create, and submit for approval, ADCs which meet the format requirements of MIL-STD-1168. ADCs are automatically forwarded to the respective Government Agency Responsible for Acceptance
(GARA). The GARA in most cases is the Defense Contract Management Agency (DCMA) Quality Assurance Representative (QAR), who reviews contractor input for accuracy and completeness, and after updating the disposition code for the specific lot, submits the ADC to the database. The inputter is granted access only to ADCs identified with its specific manufacturing code. The use of previously inputted
ADCs through the TEMPLATE option significantly reduces input effort, while increasing accuracy and consistency of data.
(f) Email Notification
WARP provides immediate, automated notification to process participants when actions are required. When the contractor has completed an
ADC submission, an email message is routed to the GARA advising that an ADC awaits review and approval. If the GARA approves the ADC as submitted, the ADC is released to the base and an email, with approved data card, is routed back to the originator. If the ADC requires modification or correction to conform with MIL-STD-1168 and contract requirements, an email is provided to the ADC originator advising that corrective action is required prior to approval.
(g) Information Updates
It is important that the System Administrators are apprised when a contractor receives a new contract. The contractor shall notify usarmy.ria.jmc.mbx.warp@mail.mil within 30 days after receipt of a new contract. Information to be included shall be the contract number, item, GARA, Manufacturers identification symbol and the names of the individuals who will be inputting ADCs into the system. If you are a new contractor and do not have a Manufacturers identification symbol, you can obtain one by sending an email to usarmy.ria.jmc.mbx.warp@mail.mil. The email must contain manufacturers name, address where performance of the contract will take place, and a point of contact.
(h) Report of Contractor Ballistic/Function Testing Module
(1) In addition to its ADC function, WARP also serves as a repository for reports of contractor ballistic (or functional) testing.
Whenever the contract requires contractor performance of ballistic testing, the results of such testing shall be captured by you, the performing contractor, within a specially designed Lot Acceptance Test Report (LATR) module.
(2) Within the LATR module, you are required to provide a report of any contractor ballistic/function testing and to submit the report in electronic format via the WWW. The report must be a .pdf file for the upload process to work.
(i) Acceptance and Description Sheets (for Propellants and Explosives) Module: The WARP application now contains an area for on-screen data entry capturing requirements per MIL-
STD-1171 for Acceptance and Description Sheets with respect to contract specified
Propellant, Chemical and Explosive constituents.
