*** End of Narrative A0000 ***

The purpose of Amendment 0002 for Solicitation W52P1J-17-R-0088 is to:

1. Provide the following clarifications:

a. Issue: Drawing 13026064, Rev E PBXN-9 Supplementary Charge Assembly:

1). Part No. Or Identification No. block for item 6 lists drawing number as 13023710 for Adhesive, Sealant

2). Note #7 on the drawing identifies the adhesive as 13027310

3). TDPL13026064, Sheet 1 and Adhesive, Sealant Drawing number listed as 13027310

It appears that the Adhesive, Sealant drawing number is transposed in the ID Block on the referenced drawing.

Clarification: Sealant number 13023710 is incorrect. The correct part number is 13027310

b. Issue: Solicitation, page 2 and 6, Part Number for CLIN 0001, TNT Supplementary Charge is identified as

8838130. The part number as called out is in error. It should be 8797090.

Clarification: Part number should read 8797090.

c. Issue: Contract C Requirements- Revision-A, TDPL 8797090 Supplementary Charge Assembly, Page 2 19-48-4116/44H (Appendix 44H) is reflected to Add, and also reflected under the delete column.

Please confirm if intent is to add. Also, please verify if the following are intended to be removed as reflected by "X" under the delete column: 19-48-4116, ACV00831

Clarification: 19-48-4116/44H is to be added to TDPL 8797090 NOT deleted. It should be included in both TDPLs. 19-48-4116 and ACV00831 are both applicable and are not to be deleted.

d. Issue: Contract C Requirements: TDPL 13026064 PBXN-9 Supplementary Charge Assembly. Confirm if the following are to be applicable: 19-48-4116, ACV00831

Clarification: 19-48-4116 and ACV00831 are both applicable and are not to be deleted.

e. Issue: Reference Solicitation, page 3, Option Two, states the following: For CLIN associated with PBXN-9 Supplementary Charges

(NSN 1320-01-583-1139), there is a combined maximum of 10 slides for sub-factor 1, sub-factor 2, and sub-factor 3.

Reference Solicitation, page 77, submission for an Oral Presentation states the following: For CLIN associated with PBXN-9 Supplementary

Charges (NSN 1320-01-583-1139): Sub-factor 1 Production Capability: maximum of 35 slides Sub-factor 2 Quality System: maximum of 35 slides Sub-factor 3 Management System: maximum of 10 slides.

Please clarify and provide the maximum number of slides allowed for each sub-factor.

Clarification: Page 77 should read the same as Page 3.

f. Issue: Reference Solicitation, Section B, page 6-7, lists four (4) CLINS and the Pricing Matrix identifies only two (2) CLINS.

Please confirm that CLINs 0003 and 0004 are not be priced separately.

Clarification: The Pricing Matrix only applies to CLINs 0001 and 0002. CLINs 0003 and 0004 provide a list of the CDRLs the offeror will be required to submit if it is awarded a contract. The CDRLs list is found in Exhibit A and not B as stated.

g. Issue: References:

a) Exhibit A Contract Data Requirements List

2 8

W52P1J-17-R-0088 0002

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

b) Attachment 0004 Instructions for Completing DD Form 1423

If CLINS 0003 and 0004 (CDRLS), are not to be priced separately, does Blocks 17 and 18 of Exhibit A, Contract Data Requirements List need to be filled out for each CDRL as per the instructions?

Clarification: Block 17 and 18 are not applicable to this solicitation. Please disregard.

h. Issue: Reference Solicitation, page 6, Section B, CLINS 0001 and 0002 requires First Article Test (FAT) quantities to be due 180 days after delivery order award date.

As the Government is aware that there are only limited sources available to procure TNT and PBXN-9 and the lead time to obtain these materials is considerable, the requirement of 180 days for FAT may not be viable. Would the Government consider reassessing this requirement?

Clarification: The United States Government (USG) takes into account the long lead time required to procure TNT or PBXN-9 when placing delivery orders.

i. Issue: Reference Solicitation, page 6, Section B, CLINS 0001 and 0002 requires production quantities will be due 300 days after delivery order award date. In order for us to provide the best proposal with a competitive pricing we respectfully request the following:

a) Approximate award date

b) Required or minimum monthly delivery requirements for each CLIN

Clarification: The USG anticipates awarding the first production Delivery Order (0002), 2nd quarter fiscal year 2019. Minimum monthly delivery requirements can be found on page 87, section M.4.1.1.1 of the solicitation.

h. Issue: Reference Solicitation, page 2, paragraph 5, Technical Proposal Submission Option One. Since TNT and PBXN-9 Supplementary

Charges are similar items except for the explosives and since we intend to, would USG consider accepting Option 1 for both if we meet all the requirements of Option 1 for only one of the Supplementary Charges.

Clarification: The USG will consider only one DD 250 for Option 1 provided it is for the PBXN-9 and the offeror intends to use the same facilities, equipment, and processes to Load Assemble Pack both the TNT and PBXN-9.

j. Issue: Section L, Paragraph L 4.1.1.1. sub-paragraph c) states: "25,000 each TNT and/or PBXN-9 Supplementary Charges per month."

Should a contractor be awarded a delivery order for both TNT and PBXN-9 Supplementary Charges is the combined required deliverable quantity 50,000 total supplementary charges per month?

Clarification: If a Contractor is awarded a delivery order for both the TNT and PBXN, the total quantity combined will not exceed 25,000 units per month.

k. Issue: Section A, Para d states " .... (IMS) that shall include Contract Data Requirement Lists (CDRL) Exhibit A, First Article

Requirements (including vendor/sub-contractor), equipment prove-out, holiday/maintenance days, and Contractor Furnished Material (CFM)

Understanding there is no Government Furnished Material (GFM) offered, is the accurate interpretation of "Customer Furnished Material

(CFM)" simply the delivery schedule for vendor/sub-contractor materials to the prime contract holder?

Clarification: Correct

l. Issue: Are there any restrictions on sourcing for TNT powder as long as the supplier meets all applicable military standards and specifications?

Clarification: No

m. Issue: Sections L.4.3.1 "Section 1 Contract References ... using Past Performance Questionnaire ..." and L.4.3.3: "... The offeror shall include these documents in Volume 3, Section 2 ... " appear to conflict with each other as to which section the questionnaires should be included within.

Clarification: Section L.4.3.3 is revised to read: The contract information to be provided with each contract reference is on the PPQ, Attachment 0002. The Offeror must complete PPQ Sections IIA and IIB for each contract reference and send copies of the PPQ to the respondent(s) Point of Contact (POC) as identified in IIA in a timely manner. The PPQ respondent(s) will send the completed questionnaire directly to the USG POC as shown in Section IV of the PPQ.
