Type of Contract 1: Firm Fixed Price

Kind of Contract: Service Contracts

*** End of Narrative A0000 ***

The purpose of this amendment is to provide answers to questions from potential offerors.

Q1: We understand that the solicitation is Lowest Price, Technically Acceptable. However, is there a consideration for bids that will utilize brand new, zero-mileage, vehicles?

A1: No special consideration will be given for vehicles that are brand new.

Q2: Are the option years guaranteed to the contractor or will it be up for public re-bid at the end of each annual task order? We ask in consideration of the depreciation of the fair-market value of the vehicles. Second-hand Up-armored vehicles are significantly harder to liquidate in comparison to regular, soft-skin vehicles. In addition, we will also have the option to lower the lease price and determine our ROI at a later date.

A2: Option periods cannot be guaranteed. Options will be used if they are determined to be in the best interest of the Government.

Q3: If awarded the contract, our company intends to provide the USG with brand new Up-armored vehicles (Zero-mileage). Under Lebanese

Law, we will be obliged to pay Customs Duties as well as the Registration. Is there a possibility of registering the vehicles under the

US Embassy to avoid these charges?

A3: The contractor will be responsible for all costs related to registration. ACC-RI and SF-L will not provide any assistance. Per PWS paragraph 4.4: "License Plates, Registration, Inspections. The contractor shall be responsible for and will register, license and have the vehicle inspections completed, as required by the local rules, laws and authorities. The contractor shall provide the vehicles with local licenses plates and maintain them during the full length of the contract. The contractor shall, upon COR request, replace up to two license plates per year at no additional cost to the Government within 30 days of notice."

Q4: When is the projected award date? The reason we ask is we need to know how much is the delivery lead time we have to mobilize before the initial Task Order and beginning of the POP on 1 April 2017. Some of the vehicles, such as the Extended SUV, are not readily available in-country and will therefore additional lead time to deliver to allow for shipping. If such a vehicle is part of a future requirement, the contractor may need as much as 21 days to fulfill the requirement.

A4: We cannot guarantee any dates for announcement of award. We are hoping to have it completed by 10 March 2017.

5: According to Section 8.0 of the PWS: Invoicing and Payment. The Contractor shall invoice at the end of each month. Please confirm the terms of payment that is considered acceptable by the USG. (Net 33, Net 60, etc.)

A5: Please review FAR Clause 52.232-25 for information relating to payment terms.

Q6: Will you please advise if we can offer 2 options since the availability of new vehicles might exceed the requested delivery period while we have in stock some used vehicles armored to B6 level , that either meet or with minor deviation in terms of mileage and year, available for immediate usage ...

If options are accepted : would you prefer that we offer both options as one submittal or can we submit 2 separate offers using the SF form independently for each ?

A6: As stated in paragraph L.1 of Attachment 0003, Instructions to Offerors, "Each offeror shall submit a maximum of one proposal." Any information in regards as to what you would be delivering and how it would be delivered should be addressed in the technical volume of the offerors proposal.

Q7: Due to concerns regarding the short timeframe between the eventual award announcement date and the indicated initial task order date of 1 APR 2017, will any consideration given to requests for an extension to the initial task order date?

A7: All capabilities related to how soon after notification of award vehicles can be delivered should be addressed in Contractors'

Logistical Readiness Plans.

Q8: We are going over the solicitation and kindly request an extension.
