SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0001

The purpose of this Amendment 0001 is to:

1. Provide answers to the following Contractor questions submitted.

Solicitation Questions:

Q1. Drawing sheet 2 of 20 shows no dampers or fan shutdowns for B210. Is this correct?

A1. Correct. No shutdowns for B210.

Q2. Drawing Sheet 2 of 20 shows “Main HVAC Motors that already have shutdowns, while the “Provide shutdown” column for these same devices indicates that one is required. Are the existing shutdowns sufficient, or are additional shutdowns required?

A2. The intent of the two columns noted is to indicate that there is an existing shutdown provided by the Fire Alarm

System and that this shutdown capability must be retained as part of the Mass Notification Project. Additional shutdowns are required where existing ones aren’t adequate or there is none currently and it says shutdown required on Sheet 2.

Q3. Drawing Sheet 4 of 20 has a keynote 4 that would indicate no work in these areas. Can you confirm the entire

Wing D area is also included in this area excluded from the areas of work?

A3. Unexcavated Area (Keynote 4) of Sheet 4 do not need any work. Sheet 4 shows Bldg 220 Basement and on sheet: Keynote 4 area is unexcavated so there is no basement in that area, so no work for the basement. On Sheet 4

– Wing D south area has a basement area (lower area) where work is required, that is open to the 1 st floor and up to the ceiling.

Q4. Sheet 18 of 20-212 Basement does not show a local operating console. Is this correct?

A4. Correct. Basement of B212 has no LOC. Bldg 212 Basement will be combined into the 212 Plating – 1st Floor

LOC.

Q5. Are DB level studies available for the manufacturing areas? Typically, industrial areas are required to provide

DB levels as part of the safety and hearing protection plan. If these are not available, will time be allotted to walk all areas of work and measure DB levels? This is needed for the speaker designs and layouts.

A5. There is no DB level studies and time will be allotted to walk all areas of work and measure DB levels.

Q6. Are there any areas in the SOW that have hazardous classifications? If so. Please provide the areas marked on the bid drawings, along with the area classification. This will dictate the type of devices installed in these areas.

Govt - Please define "hazardous classifications". Are contractors referring to OSHA or DOT's Hazard

Communication Standard Pictogram (i.e., Flammable, Corrosive, Poison, etc.)?

Contractor response - "For hazardous areas, I am mainly concerned with explosion or intrinsically safe areas. These would be the OSHA hazardous area classifications, such as Class 1 Division 1, Class 1 division 2, etc."

A6. Other than the obvious hazard locations (Hot metals in B212/B230, Plating B212, Painting 299/208) There is no detailed map/list of the requested information.

See Appendix B - Project Drawings. Contractor shall choose electrical devices appropriate to activities in the various areas. Here are indications of activities for the various Bid Areas:

Base Bid: Bldg 208-Bsmnt – See Sheet 10 – Area Room/Location Schedule. The most Southwest keynote 3 room is a blast cleaning room, and the two rooms (keynote 3) next to it have some solvent cleaning taking place.

Bldg 208-1st Floor – See Sheet 11 – Room Schedule. Special areas include paintings areas, paint booths, blast booths, and wash booth. The Contractor should look to NFPA for type and extent of area of hazardous classification for paint areas and paint booths.

Option 1: Bldg 212 Welding – Sheets 14,15,16 - Dust, dirt, and welding fume is present in general factory areas.

The 3 rooms on the north wall with Keynote 3 are used for blast cleaning and have a heavier dust, dirt load.

Option 2: Bldg 222 – Forge – Heat Treat Shop – Sheet 17: Keynote 3 general factory areas – dirt, dust, smoke from quenching hot metal parts in oil is present.

Option 3: Bldg 212 Plating – Sheets 18,19,20 – Humidity and fumes from plating operations are present.

Option 4: Bldg 220 – Sheets 3-9: Contractor should look to keynote labeling on drawings. Not aware of any special areas in Bldg 220 except as indicated by keynote labeling.

Q7. Are the SOW drawings available in CAD format? This will be needed to provide initial design drawings showing all equipment needed for the contractors to price installation.

A7. CAD drawings are available to all that submitted a non-disclosure agreement.

Q8. Scope of work, section 1.1.1.3 indicates the need to provide all smoke and heat detectors. Is the scope of the project to include fire alarm detection additions and upgrades in addition to mass notification upgrades? For example, are we to provide smoke and heat sensors in mechanical rooms as part of this SOW? Or, are we to provide

CO detection in areas served by fossil fuel burning equipment?

A8. This project’s Scope of Work includes upgrades to buildings Fire Alarm Systems. This SOW doesn’t require new area smoke and heat sensors in general areas or mechanical rooms or new CO detection. Contractor is to coordinate with any existing as necessary. Contractor is to install new addressable duct detectors (smoke (or heat if necessary)) in RIA existing air handling equipment that don’t have them already, in contract areas, but require duct detectors by NFPA. A lot of air handling equipment already have addressable duct detectors which can remain if they are appropriate for the new system. See Sheet 2 of Appendix B – Project Drawings for air handling equipment that may require new addressable duct detectors.

Q9. Scope of work, section 4.3.3.1 indicates some integration to the giant voice system. These systems are currently not connected in the fire station to transmit giant voice to building interior. Is that integration to be part of this contract?

A9. Section 4.3.3.1, is direction to contractor employees to follow emergency procedures while working on RIA

(listen to our existing alert systems). It is not part of scope for actual work to be done in this section. Contractor should look to other parts of SOW and attachments for required voice/sound capabilities of the systems to be provided.

Q10. SOW section 1.1.1.9-1.1.1.1.4 details the requirements for new dampers, and drawings indicate many existing dampers. Is it known whether the existing dampers meet the UFC requirements in this section? Does this scope of work require the replacement of any that do not meet this requirement?

A10. Contractor is to provide new dampers only where indicated in Table on Sheet 2 of Appendix B – Project

Drawings. These new dampers are to meet SOW requirements and requirements of UFC 4-010-01 DoD Minimum

Antiterrorism Standards for Buildings for shutoff dampers. In Table – Sheet 2 several of air handling equipment show existing dampers to be retained, these don’t necessarily meet UFC shutdown damper requirements, but are in low occupancy building area spaces according to UFC classification so not all shutdown aspects are required by

UFC 4-010-01. So for practicality we are specifying some dampers to be reused but shutdown under the new system. In this project scope (per UFC recommendations) RIA is specifying implementing certain shutdown aspects of UFC 4-010-1 even in low occupancy factory areas as good practice.

Q11. Building 210-1 st floor does not currently have MNS equipment installed (Speakers, dual strobes, etc). There are no requirements to add it in this SOW. Is it the intent to add MNS to B210-1 st floor, or only the VCC called out in the scope of work?

A11. Building 210 1st floor is not in the SOW for MNS equipment installation. Only work listed in the SOW should be considered for this project.

Q12. When we gain access to all SOW affected areas to do a Decibel level study, and receive the ACAD compatible sow drawings so we can do a preliminary layout, we will need roughly 2 weeks to turn the preliminary design over to the installing contractors to have them price out installation. Any consideration given to this regarding the rescheduling of the walk through, and the response date for the solicitation is greatly appreciated.

A12. A site visit will be rescheduled for this project.

Q13. There are a couple areas in 212 were not in the SOW drawings; 212 Foundry on the West end, and the 212

Receiving area to the East of the Plating shop. There was probably a reason for those, 211, and the 1st floor of 210 being excluded, but I thought I’d mention.

A13. Bldg 212 Foundry and Bldg 212 Receiving Area are to remain out of the scope of this project. Only work listed in the SOW should be considered for this project.

2. Replace the SOW dated 11 May 2016 with SOW dated 14 July 2016.

3. Notify Contractors that a site visit is scheduled for Tuesday, 02 Aug 2016 at 9:00 am CT in the PW Conference room, Building 104, Basement.

4. Replace drawings 11 and 18 with revised drawings dated 20 Jul 2016.

5. Include CAD files as Attachments to all Contractors that have provided a signed non-disclosure agreement and email address.

6. Extend the closing date of the solicitation from 28 July 2016 to 11 Aug 2016 at 10:00am CT.

7. All other terms and conditions remain unchanged.
