PROJECT SUMMARY: The scope of this project consists of furnishing labor, equipment and material to replace and upgrade the existing fire alarm system in various buildings to a Code compliant combination Mass Notification and Fire Alarm System. The project location is inside the Joint Manufacturing and Technology Command (JMTC)

Manufacturing Area on the Rock Island Arsenal (RIA), Rock Island, IL.

1 PART ONE: SPECIFIC PROJECT

1.1 PROJECT DESCRIPTION: US Army Garrison (USAG) – RIA has a requirement to install Mass Notification in various buildings in accordance here within the project

Scope of Work (SOW) and Appendices. Architectural or Engineering firms shall be employed to complete the design drawings, specifications, calculations and all necessary design support during the construction and closeout phases of the project.

All phases of design submittal documents shall be stamped by a licensed professional

Engineer or Architect, known hereafter as the Designer of Record (DOR). See

Appendix D for additional qualifications for the DOR.

1.1.1 This project will require the following work activities:

1.1.1.1 For the building areas awarded, remove existing fire horns for the fire alarm system including associated wiring and any conduit that is not to be re-used. The

Contractor may re-use existing conduit as long as the requirements listed elsewhere in the SOW or in the Appendices for wiring within conduits are met.

1.1.1.2 For the building areas awarded, provide fire alarm/mass notification speakers and strobes per the requirements of Appendix A (Interior Fire Alarm and Mass

Notification System), UFC 4-021-01(Design and O&M: Mass Notification

Systems, including Change 1 dated January 2010), UFC 4-010-01(DoD Minimum

Antiterrorism standards for Buildings, including Change 1 dated 1 October 2013), and UFC 3-600-01(Fire Protection Engineering for facilities, including Change 3 dated 1 March 2013).

1.1.1.3 For the building areas awarded, modify existing Fire Alarm Control Panels

(FMCP) and/or install new Remote Fire Alarm/ Mass Notification Control Panels

(RFMCP) for powering new initiation and notification equipment including new speakers, strobes, smoke and heat detectors and text displays in the building areas awarded. The drawings depict the allowable locations for the new RFMCP.

1.1.1.4 Provide Local Operating Consoles (LOC) at the locations specified on the drawings for the building areas awarded. There shall be a pushbutton in the LOC which shall shut down the HVAC equipment. There shall also be 8 pushbuttons in the LOC for the following 7 prerecorded messages (plus one spare pushbutton):

ALL SPEAKER, WEATHER ALERT, TAKE SHELTER, HOSTILE

INTRUDER, NON-FIRE EVACUATION, BOMB THREAT, ALL CLEAR. The

Contracting Officer’s Representative (COR) shall have final approval of the exact wording of these prerecorded messages. The prerecorded messages and hand-held microphone shall sound only in the building (including outdoors near the exits to the building) where the LOC panel is located. An exception is Building 212 plating and Building 212 welding. The prerecorded messages and microphone from the LOC panels in Building 212 welding shall sound only in the welding

3 | P a g e area (including outdoors near the exits to the building). Similarly the prerecorded messages and handheld microphone for the LOC panels in Building 212 plating shall sound only in Building 212 plating (including outdoors near the exits to the building).

The areas to be addressed with the microphone shall be selectable with pushbuttons on the Voice Command Center. All of the messages from the Voice Command

Center in Building 210 will be non-emergency public address (PA) announcements. The Contractor should assure that any PA messages originating from the Voice Command Center in Building 210 will be interrupted by any fire alarm or any voice announcement originating from any LOC panel or any fire panel. The words “public address” in this SOW and on the project drawings

(Appendix B) refers only to announcements from the Voice Command Center.
