INSTRUCTIONS FOR SUBMISSION
Offeror(s) shall also provide the following documents for a full evaluation of its offer. Failure to submit the required documents, prior to the solicitation closing date and time, may result in the offer not being considered.
1. PRICING: Offeror(s) shall insert proposed unit prices for ITEM NO (CLIN) 0001 in Attachment 01, Pricing Matrix. Note: The Government does not recognize digits past the hundredths decimal position (.01) when calculating currency figures or summations, so offerors shall adjust computerized calculation software (i.e. Excel) accordingly.
2. SOLICITATION ATTACHMENTS: Offeror(s) shall submit required documents with their offers as outlined in CLIN 0001: Pricing Matrix in Excel format, Certificate of Analysis, Certificate of Conformance, Safety and Data Sheets, United States Navy (USN) approval letter, if proposing a manufacturer other than an approved source, and Hazard Warning Labels. All manufacturing sources must be approved prior to proposal submission. Any changes to the proposal submissions shall be sent to the Contracting Officer for approval prior to implementing any changes impacting conformance, in accordance with DFARS 252.223-7003. Changes to the manufacturing process, or shipment changes, results in an unapproved and unqualified product.
3. COMPLETE OFFER: Offeror(s) shall submit a complete, signed and dated complete offer with the above criteria in their entirety electronically to the Contracting POC listed on page 1 of the solicitation.
Pricing Instructions:
1. Offerors shall provide their proposed unit prices for the range pricing on the Pricing Matrix, Attachment 001 of the solicitation. Proposed unit prices are limited to two decimal places. The proposed unit prices shall be the prices used by the Government to calculate the Total Evaluated Price and for issuance of delivery orders for the entire three year period. Offerors must propose firm-fixed unit prices for all quantity ranges for all ordering periods identified in the Price Matrix. Failure to do so may result in the proposal being rejected.
2. All prices for this acquisition shall be stated in current U.S. dollars. This shall also include escalation, as appropriate.
3. Instructions for completion of the Price Matrix:
a. All information to be filled in by the offeror is highlighted on the Price Matrix in blue.
b. The offeror shall enter its full name, CAGE code and the proposal date in the spaces provided.
c. Offerors are required to state binding prices, limited to two decimal places. The offeror shall enter unit prices for each quantity range for all ordering periods in the spaces provided. The spreadsheet will limit the display of the proposed unit prices to two decimal places.
d. No other information is to be added to the Price Matrix, including no formulas, nor shall offerors make any changes to the Price Matrix.
4. The Government reserves the right to require submission of other than certified cost and pricing data from an Offeror.
5. With respect to pricing, the proposal response is presumed to represent the offeror’s best effort to respond to the solicitation. Any significant inconsistency between promised performance and price should be explained in the offer. For example, if the use of new and innovative techniques has an impact on unit price, their impact on price should be explained by the offeror. If a management decision has been made to absorb a portion of the program costs that have not been included in the proposed pricing, that decision should be stated and quantified in the offer.
Any significant inconsistency, if not explained, raises a fundamental issue of the offeror’s understanding of the nature and scope of the work required, and may be grounds for rejection of the proposal. The burden of proof as to price credibility rests with the offeror.
6. Any additional information considered necessary to explain the proposed pricing shall be included with the proposal.
SECTION M - EVALUATION FACTORS FOR AWARD
EVALUATION FACTORS FOR AWARD
1. This acquisition will utilize the Lowest Priced procedure to make an award. For those offerors which are determined to be responsive, award will be made to that vendor with the lowest overall price. The Government intends to make an award based on the initial quotations. If further questions are required, the contracting officer may contact the offeror or offerors. Offerors are advised to submit proposals that are fully and clearly acceptable without requests for additional information. Award will be made to the responsible offeror whose quotation conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the result of the evaluation described in paragraph below.
Price Proposals: If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government-obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.
Proposals shall be evaluated, for award purposes, based on the total price proposed for the basic requirements (basic award) and all options and other price-related issues. Offerors are advised that the evaluation of options shall not obligate the government to exercise such options. Award will be made to the low acceptable, responsive, responsible offeror at a fair and reasonable price who has provided evidence that the material supplied is produced by a manufacturer regularly engaged in the production of DOA material and that they have previously made and supplied DOA to the Government for McAlester Army Ammunition Plant (MCAAP) consumption. All manufacturing sources must be approved prior to proposal submission.
However, the government reserves the right to award no contract at all, depending on the quality of the proposals submitted and the availability of funds.
a. Price Analysis: Price analysis shall be used to determine (A) price reasonableness; and (B) whether the proposal reflects an understanding of the effort required. In the event that a price analysis cannot determine the proposed prices fair and reasonable, cost proposals may be required. Additional analysis techniques may be used as determined necessary by the Contracting Officer or their designated representative. These methods of evaluation may include the use of information/input from sources such as (but not limited to) other Government agencies and personnel.
b. Unbalanced Pricing: As part of the cost/price evaluation, proposals may be reviewed to identify any significant unbalanced pricing found in the base period and/or between ordering periods, quantity ranges, contract line items or sub-line items as applicable. In accordance with FAR 15.404-1(g), Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
c. The Grand Total Evaluated price will be derived from the Price Matrix.
1. The Government will calculate a Weighted Evaluation Price by multiplying the proposed unit prices for each quantity range and each ordering period by their respective weight and maximum quantity and summing their totals. The weight associated with each quantity range represents the likelihood that an order, if placed, would be placed within that range.
2. The Grand Total Evaluated Price for CLIN 0001 will be determined by adding the sum of the Weighted Evaluation Prices of all of the Ordering Period Evaluated Prices.
3. If an offeror fails to submit unit prices for any quantities or ordering periods, the Government may reject that offer as non-responsive.
2. Offerors shall comply with all solicitation submission requirements in accordance with Section L Instructions.
3. Offerors who fail to meet the solicitation requirements will result in being ineligible for award.
