SITE VISIT QUESTIONS/ANSWERS
The purpose of this amendment is to:
1. Extend the date for receipt of proposals to 07 March 2016 at 1:30pm CT.
2. Specify the requirement for electronic proposal submission, only, by email to Valerie McDonald, email:
valerie.s.mcdonald.civ@mail.mil and Vicki Ahlgrim, email: vicki.l.ahlgrim.civ@mail.mil.
3. Answer questions resulting from the 03 February 2016 site visit.
Building 1000, Roof rehab questions/answers
1. Can the government provide or verify the on‐center spacing for the trusses, the thickness of the roof decking?
Approximate existing roof section:
2” Foam Asphalt mop of 30 lb/100 sq ft Two layers 15# asphalt saturated felt One layer 30# asphalt saturated felt Decking is 1”x6” T&G sheathing layed diagonally Gypsum board (1” thick) below T&G sheathing Trussed Rafters 2”x4”x16’, 48” O.C.
Joists 2”x10”x16’‐0”, 16” O.C.
2. Will contractors be required to replace any existing drop down ceiling grid in areas where roof penetrations are removed and where existing material will be matched as shown in Detail A on Sheet 2 or 3?
The roof penetrations to be removed shall be cut below the existing roof decking and existing ceiling gypsum board. Each penetration area shall be repaired with new decking to match the existing decking thickness and new gypsum board to match the existing gypsum board, taped and finished. Painting is not required for the repaired gypsum areas. Contractor should take care in NOT damaging the existing drop down ceilings when ceiling repairs are being made.
Damaged panels and hangers shall be replaced by the contractor.
3. Besides the government provided dumpsters for roofing and metal materials from demolition, will the contractor need to provide dumpster(s) for construction debris outside of what is specified?
Waste shall be segregated into three piles: cardboard/paper, metals, and everything else. All dumpsters will be provided by the government for each of these piles.
4. During the site visit, there was a brief comment as to the roof having a minimal pitch. What are the pitch requirements if any and will any detail be provided as to how it should be laid out?
The existing drainage direction is shown; 0.5/12 slope.
5. Will the government disconnect and remove conduit and circuit wiring to the swamp cooler units on the roof? If not, what specific demolition requirements are required to disconnect and remove the power?
Yes. The government will turn the power and water off to each swamp cooler. However, the existing electrical, water lines, and conduits that feed each swamp cooler shall be disconnected and cut off, by the contractor, below the existing roof deck and gypsum board and capped.
6. In areas where roof penetrations shall be removed, to what extent will they need to be removed, i.e., how far below deck and will they need to be capped and at what location?
Penetrations to be demolished shall be cut off below the roof deck. This includes the swamp cooler supply ducting.
7. Is there a fire rating requirements for the decking?
Yes, there shall be a fire rating for the single ply membrane. Please see the Unified Facilities Criteria, UFC 3-600-01, Fire Protection Engineering for Facilities.
As per the UFC, page 16, section 2-8 Roof Covering and Deck Assemblies it states: Use roof coverings approved and listed by a NRTL. The UL Roofing Materials and Systems Directory lists three classes (A, B, and C) of acceptable roof coverings based on compliance with /2/ UL 790, Standards Test Methods for Fire Tests of Roof Coverings/2/ amd NFPA 256, Fire Tests of Roof Coverings. Restrict Class C roof coverings to housing and buildings under 8,000 ft.(2) 744 m(2) and that are not mission essential.
2‐8.2 Roof Deck Assemblies: Roof deck assemblies must be FM Class I approved, or UL listed as Fire Classified or equal or classification by an NRTL.
8. Asbestos in the BUR. Is there a report and can we get a copy?
An investigation is currently underway with results anticipated week of 22 Feb 2016; study results to be provided through subsequent solicitation amendment.
9. Ceiling replacement. Who is really doing it? Plans show contractor, yet in the meeting they indicated the government will.
See answer 2.
10. Fire Rating. When we remove the BUR (Built Up Roof) the fire rating will be lost. Does the government want to go back with a fire rating?
See answer 7.
11. Are dumpsters supplied by government? Please clarify. It says they are in the specs.
See answer 3.
12. The specs call for I‐90 wind rating. At the meeting they called for a 90 mph wind warranty.
Please clarify.
The Factory Mutual 1‐90 standard requires that the roof system withstand 90 lbs per square foot (psf) of wind uplift tested pressure, NOT 90 mph winds.
13. Is this project state tax exempt?
Federal projects are exempt to state sales tax.
14. At the walk thru it was mentioned from the Army inspector that egress protection would be needed for the doors that have people going in and out of the building. Could you please elaborate on what the Gov't is looking for?
The contractor shall determine a pedestrian plan for egress control, with plan to be submitted for Government approval following award of contract.
15. For the units being removed from the roof, do we need to include a price for electrical disconnect?
See answer 5.
16. During the Pre‐Proposal Conference, a commitment was made that photos would be taken of all soffit areas which will need to be replaced to assure all of the potential offerors have the same information. Please publish these photos to all attendees.
Photos are provided at the end of this document.
17. The Solicitation and the Technical Conditions do not state if the contractor selected must have a "non‐working" representative on site during construction.
We would request that the Army allow the site supervisor to be allowed to perform the task of a working supervisor.
Please see FAR clause 52.236‐6 of the solicitation which requires the contractor to have on the worksite at all times during performance a competent superintendent. The clause contains no requirement regarding the superintendent’s “working”/”non‐working” status. The payrolls submitted to the Government must accurately reflect the status of each employee along with the individual’s hourly rate, if applicable.
18. During the Pre‐Proposal Conference, it was stated that a hazardous material Analysis has been performed on the roofing materials. Please publish and report any findings that the Army may have with respect to hazardous materials or otherwise affirm that there are NO hazardous materials to be handled during the Project.
An asbestos report is forthcoming.
19. During the Pre‐Proposal Conference, it was stated that the successful contractor will have to load and unload all materials and otherwise conduct its operations from the "back side" (i.e.,the southeast side) of Building 1000. Please confirm this requirement.
The staging area will be on the east side of the building as shown in the photo below. The west side and north will be general off‐limits. Other staging areas may potentially be agreed upon with the government after the award of the contract.
20. During the Pre‐Proposal Conference, a question was raised about whether the successful contractor will be required to either connect or disconnect any electrical connections on the existing penetrations that must be removed per the requirements of the Project. Please confirm whether any such electrical will be required and, if required, identify the penetrations that further requirement may affect.
See answer 5.
21. During the Pre‐Proposal Conference, the potential offerors were allowed to walk within the facility and while a number of areas showed the underside of the roof deck, a number of the locations were not viewable due to the dropped ceiling grid that is in place. Please confirm that the underside of the deck that was viewable is identical to all of the roof deck of the facility.
Please assume that the underside of the deck is the same throughout the building.
22. During the Pre‐Proposal Conference, a statement was made that the roofing membrane was to be a 90 mil PVC. The Technical Conditions state the membrane is to be "...a white, single ply 60 mil membrane system over a recover board". Please confirm that the Technical Conditions is the system to be proposed.
The proposed membrane is to be white single‐ply, 60 mil membrane. One example of this is the Duro‐Last® 60‐Mil (DL60) membrane, “an excellent choice for projects requiring a long lasting, energy efficient roofing membrane.”
23. During the Pre‐Proposal Conference, statements were made that the new roofing system must withstand 90 MPH winds. The Technical Conditions require that the new roofing system must meet the requirements of "... a Factory Mutual ["FM"] 1‐90 wind rating ...". As noted in many industry publications, an FM wind rating does not translate to resistance to 90 MPH winds (see, e.g., http://www.roofingcontractor.com/articles/85396‐understanding‐wind‐uplift‐ ratings). Please confirm that a roofing system that meets a Factory Mutual 1‐90 wind rating meets the Technical Conditions of the Project for this performance criterion.
See answer 12.
24. The Technical Conditions state: The recovery board shall be an approved 2" rigid membrane insulation/recovery board fastened to the specifications needed for the Factory M utual 1‐90 wind rating. What must be the thermal ("R‐value") of the recover board?
An accep tab l e R ‐va lue shou ld be at l e as t 7 .5 fo r a 2” board . One example wou ld be t he produc t : Foam‐Control CLIMATE rigid board insulation.
25. The Technical Conditions state: All surface preparation and material installation shall be used to ensure a full 20‐year warranty by the manufacturer" (emphasis added). All of the extended "leak free" warranties provided by commercial roofing materials' manufacturers are "limited warranties" (i.e.,contain limitations within the warranty language such as in the attached 20 year warranties). Since no manufacturer's warranty can qualify as "full", the most comprehensive coverage provided by the bulk of the manufacturers of PVC (to assure the Army has the most competitive circumstance) is to adjust the requirement to be:
All surface preparation and material installation shall be used to ensure a full 20‐year NDL (No Dollar Limit) warranty by the manufacturer".
The warranty shall be a No‐Dollar Warranty.
26. The Technical Conditions state: The contractor shall submit a safety plan and list of hazardous materials after award, and prior to commencement of work. ( emphasis added)
Pursuant to the Technical Conditions, none of the material required for the defined roofing system will include hazardous materials. Please explain what the contractor must provide for with respect to the emphasized phrase.
After award, the contractor shall submit materials that are considered hazardous.
27. Asbestos in the BUR (Built Up Roof). Is there a report and can we get a copy?
An asbestos report is forthcoming.
28. Is it possible to get a copy of the attendees from site visit?
The Government does not intend to post the list of attendees from the site visit.
29. Are electronic submission of proposals acceptable?
Proposal submission shall be electronic only. Electronic/emailed submissions of proposals are to be forwarded to: valerie.s.mcdonald.civ@mail.mil and vicki.l.ahlgrim.civ@mail.mil.
30. The scope of work requires that ‘sealed offers in original and 1 copy’ are to be submitted by 1:30 p.m. on 19 Feb 2016. Can or would electronic submissions be accepted on the bid date with hard copies to follow after the specified bid date? If so, where would contracts send those electronic bids?
See item 29 preceding and extension of the date/time specified for receipt of proposals specified in the current amendment.
31. Can we get a picture of the test cut that was made to see both layers and application?
32. Are the canopies or the shingle roof considered part of the contract or are they Not In Contract?
They are Not in Contract.
