No Change: One (1) single ID/IQ award will be made to the Offeror whose proposal is determined to offer the best value to the Government, with appropriate consideration given to the four (4) evaluation Factors: Technical/Risk, Past Performance, Cost/Price, and Small Business Participation.
New: In addition to the selection of the awardee for the ID/IQ contract, the Government will identify an additional contractor using the same criteria set forth for the ID/IQ award.
After the ID/IQ awardee is selected, all remaining offerors that submit a second Price Proposal (same format Attachment 0021) that also passed the Gate Criteria will be considered for this additional source. Details are below.
3.0 SOURCE SELECTION DETAILS:
New: A formal source selection process will include a Source Selection Evaluation Board (SSEB) and Source Selection Advisory Council (SSAC). Any award to be made will be based on the following two-step approach:
Step One:
New: Acceptable/Unacceptable Gate. Offerors must submit two (2ea) completed Solicitation Attachments: 1) Self-Certification Matrix and 2) ACWS Software Solution.
Sections L&M will contain the details and definitions for Acceptable/Unacceptable.
Step Two:
Revised Post Gate: Proposal Evaluation. Proposals that receive a rating of "Acceptable" in the first step will be evaluated using a Best Value approach in this step.
IAW Section M, Award will be made to the Offeror whose proposal is determined to offer the best value to the Government, with appropriate consideration given to the four (4) evaluation Factors: Technical/Risk, Past Performance, Cost/Price, and Small Business Participation. Section M defines the relative order of importance assigned to the evaluation factors as: The Technical/Risk Factor is more important than the Past Performance Factor which is more important than the Cost/Price Factor. The Cost/Price Factor is more important than the Small Business Participation Factor. All non-cost/price evaluation factors, when combined, are significantly more important than Cost/Price.
Offerors are cautioned that an award might not be made to the highest rated or to the lowest Cost/Price Proposal. The Government intends to evaluate proposals and award a contract after conducting discussions with Offerors whose proposals have been determined to be within the competitive range.
Cost Realism will be performed on the Cost CLINs in both the ID/IQ price volume and the additional price volume.
To receive consideration for award, a rating of at least "Acceptable" must be achieved in the Technical/Risk Factor (and in all Technical Subfactors) and the Small Business Participation Factor.
If discussions are held, all factors (Technical/Risk, Past Performance, Price and Small Business), including Price Matrices Attachments 0020 and 0021, will be addressed.
Upon conclusion of discussions, the offeror’s Final Revised Proposal for Technical/Risk, Past Performance, Small Business and its Attachment 0020 will be considered in the determination resulting in the ID/IQ award. Attachment 0021 will replace Attachment 0020 in the selection of the additional proposal. All offerors that pass the Gate Criteria, excluding the awardee, will be considered for the additional selection.
4.0 ID/IQ SUCCESS CRITERIA AND ADDITIONAL SOURCE
SELECTION:
4.1 ID/IQ AWARD AND SUCCESSFUL PROGRESS:
The ID/IQ award will include the Basic ID/IQ contract plus Task Order (TO) 0001 (Risk Reduction). Follow-on Optional Ordering Periods and TOs will be awarded at the sole discretion of the Government, and only upon the successful progress of work and meeting the appropriate Milestone (MS) decision criteria. The Government is not obligated to place orders above the guaranteed minimum.
New: At time of award the Government may incorporate any or all of the successful offeror’s proposal.
New Success Criteria: Successful performance is defined by meeting the proposed time-line as well as the entrance and exit criteria of selected events on the proposed
Integrated Master Schedule (IMS) for the awarded Period of Performance (PoP). For the Base Ordering Period, the events from the Task Order 0001 Statement of Objectives (SOO) include (listed by order of events):
a. Contractor On-boarding completed
b. COT-CWS Solution Operating in a Contractor and/or Government Host Facility
c. Global Analysis Business Process Re-engineering (BPR) completed
d. Combined System Requirements Review/System Functional Review completed
e. Interface Definition completed
f. Assessment and Authentication/Cybersecurity Compliance completed
g. Preliminary Design Review completed
New Notice: The awardee must demonstrate successful progress as defined above and by the proposed Performance Work Statement for TO 0001. No later than 30 days before the expiration of the base period (11th month), the Contracting Officer will provide written notice of intent to exercise option Ordering Period 1. If progress is not satisfactory, the Government will provide written notice that it will not exercise the option Ordering Period 1 and the contract period of performance will expire.
4.2 DETAILS FOR ADDITIONAL SOURCE SELECTION DECISION:
New Methodology: In addition to the selection of the awardee for the ID/IQ contract, the Government will identify an additional contractor using a separate Best Value determination.
As stated above, this decision will consider all Offerors that pass the Gate Criteria that were not selected for the award of the Basic ID/IQ and will use the same criteria in Sections L & M. The final revised proposals including non-price volumes and Attachment 0021 Price Matrix will be considered for this decision. Cost Realism will be performed on the cost CLINs in Attachment 0021.
Offerors who wish to be considered for this additional selection must:
a. Record 730 calendar days in block 12 of the SF33 (365 days for Source Selection plus 365 for the period of performance of TO 0001). The Government will consider Attachment 0020 valid until the date of award of the ID/IQ.
b. Submit Attachment 0021 with pricing for a period of performance beginning twelve months after the TO 0001 Period of Performance has begun. The non-price volumes and Attachment 0021 will be considered valid 365 days from the date of award of the ID/IQ. No contract award will be made to the second offeror selected at the time of the ID/IQ award. The Government intends to offer that offeror with a contract should the ID/IQ awardee fail to successfully perform within the first twelve months.
The Government will announce the selection of the additional proposal at the time of the ID/IQ award.
Any offeror who does not submit Attachment 0021 will not be considered in the additional source selection decision. If an offeror decides to maintain the same prices submitted on Attachment 0020, the offeror is still required to provide Attachment 0021 reflecting the same prices as in Attachment 0020.
NOTE: The Government will not accept a second technical, past performance or small business volume. The initial submission for these three factors will be considered along with Attachment 0021 for the selection of the additional proposal.
5.0 GUARANTEED MINIMUM / CONTRACT MAXIMUM:
No Change: At the time of Initial Award, the Government will award the Base IDIQ and TO 0001, Risk Reduction, which will be the Guaranteed Minimum. Contract Maximum is the full life cycle performance through operations and support, and transition.
6.0 ORDERING PERIODS AND PERIODS OF PERFORMANCE:
Revised: The Contract period of performance will consist of a Base and two (2) Option Ordering Periods which are as follows:
Base Ordering Period: Twelve (12) months from date of award Option Ordering Period One (1): Forty-Eight (48) months from Base Period Option Ordering Period Two (2): Sixty (60) months from Option Period One
Period of Performance for TO 0001: Twelve (12) months from date of award.
Subsequent TO’s will be awarded to meet the proposed Integrated Master Schedule and the needs of the Government.
TO periods of performance may vary. The performance of last TO in any ordering period must conclude no later than the 364th day after the Ordering Period ends (Ordering Period plus 11 months 29 days). For planning purposes, the last TO will be for Transition Out.
