*** End of Narrative A0000 ***

1. The US Army Contracting Command - Rock Island (ACC-RI) is seeking businesses willing to enter into a Blanket Purchase Agreement (BPA) for car rental services within the Kingdom of Jordan.

2. This Request for Quote (RFQ) is issued as a full and open competition on an unrestricted basis. It is anticipated that multiple BPA's may be issued. The Government reserves the right to add BPA holders to the pool, if deemed necessary.

3. The Government anticipates awarding multiple BPAs, but reserves the right to award only one BPA or none at all. There is no guaranteed minimum order under the resulting BPA(s). The resulting BPA(s) will not obligate any funds. The Government is only obligated to the extent of each Call Order issued against the BPA. Call Orders will be prepared by the Government Contracting office in accordance with the terms and conditions of this BPA.

4. The period of performance for this BPA will be for one (1) year with one (1) additional one-year ordering period. The period of performance is as follows:

Base Year: 18 December 2015 - 17 December 2016

Ordering Period 1: 18 December 2016 - 17 December 2017

In accordance with FAR 16.703(c)(2), the BPA(s) will be reviewed annually, prior to award of the potential ordering period, and revised as necessary.

5. Future Call Orders: Award of any call orders will be based on the capability to perform the requirement, price, and performance on previous call orders (if any). For each Call Order, the BPA holder(s) will be afforded the opportunity to confirm the awarded pricing contained within their BPA pricing matrix. The BPA holder(s) may also, as a business decision, offer a lower price. Pricing cannot however, be higher than the original awarded prices. The Government will evaluate price reasonableness on line items on each Call Order in accordance with FAR 15.404-1. In the event of an emergency, call orders will be solely awarded based on the capability to perform the requirement, and not necessarily to the lowest priced BPA holder for that particular requirement.

6. The services to be procured under these BPAs are for rental car services by the day, week, and month in accordance with the attached

Statement of Work (SOW), Attachment 0001. The United States Government (USG) will evaluate proposals prices and determine that an offerors proposal meets the terms of the SOW. The USG will award BPAs based on determination of fair and reasonable prices and compliance with the terms of the SOW.

7. Offerors shall provide a capability statement and a completed Price Matrix to the Solicitation. The Offeror shall enter unit prices for all CLINs by the day, week, and/or month in accordance with the attached SOW for all Ordering Periods in the cells shaded yellow on the Price Matrix. Failure to propose all unit prices for all periods may render the Offeror non-responsive and ineligible for award. The

Offeror shall provide signed copies of the SF 1449 and all amendments. Full copies of all documents are required.

8. All offerors must be registered in the System for Award Management (SAM) at http://www.sam.gov and have a Contractor and Government

Entity (CAGE) Code at http://www.dlis.dla.mil/cage_welcome.asp in order to be eligible to hold a BPA.

9. All interested parties shall submit a completed proposal to CPT Paula Harrell at paula.j.harrell.mil@mail.mil and MAJ Dwayne Haigler at dwayne.r.haigler.mil@mail.mil by 3:00 p.m. Central Standard Time (CST) December 15, 2015.
