ANSWER: Please refer to the Revised Section C-Engineering Exceptions titled

4I5A05EWM2_SECTC_REV_B.

2. What is the correct OD for drawings 7549236-1 and 7549236-2?

ANSWER: Reference drawing 7549238 specific dimensions associated with a snug fit into the tube.

3. Specification MIL-DTL-10058J, page 25, paragraph 4.3.2.13 lists the same requirement for M108 and M109.

4I5A05EYM2_SECTC_REV_C.

4. Drawing 8833713 (Clip, Safety) states that untoleranced dimensions need not be measured; however, the untoleranced length (1.00) is listed as a Major characteristic in MIL-I-12597. Reconcile the difference.

ANSWER: Please refer to the Revised Section C-Engineering Exceptions titled 4I5A05EWM2_SECTC_REV_B. The exception listed will result in this characteristic being considered a Major characteristic per the applicable specification. The note about untoleranced dimensions will not apply because the dimension now has a tolerance.

5. Drawing 8848587 (Scratcher Assembly) is included as part of the package.

Where is it used in the assembly of the M115A2?

4I5A05EYM2_SECTC_REV_C.

6. Specification MIL-DTL-10057J, page 4, paragraph 3.2.9 lists the NSN for the M116A1 as 1370-01-557-8640 while page 2 of the solicitation lists the NSN as 1370-01-614-5083. Which is the correct NSN?

ANSWER: The solicitation is correct, please refer to the Revised Section C- Engineering Exceptions titled 4I5A05EWM2_SECTC_REV_B.

7. Both item specifications (MIL-DTL-10057J and MIL-DTL-10058J) and the Technical Data Package’s (TDPs) call out MIL-P-48239 (Powder, Photoflash);

however, the Flash Composition drawing (12972326C) used for both items consists of Aluminum Powder and Black Powder. This mix combination is not listed in MIL-P-48239. There is a TYIII Aluminum Powder Base but each Class uses an Oxidizing Agent. How is MIL-P-48329 applicable to this package?

ANSWER: MIL-P-48239 is not the primary formulation. MIL-P-48239 is an alternate formulation that the Government could choose to utilize during the life of the contract. After contract award any such change would require written authorization by the Contracting Officer and negotiation between the parties.

8. Specification MIL-DTL-10057J, page 14, paragraph 4.3.2.5 lists Major 107 as Safety Fuze Frayed or Damaged. It also lists Minor 201 as Safety Fuze Frayed.

Is this a Major or a Minor?

ANSWER: Major 107 is correct. Please refer to the Revised Section C- Engineering Exceptions titled 4I5A05EWM2_SECTC_REV_B.

9. Will test fixture drawing 9200454 be provided by the Government as Government Furnished Equipment (GFE)?

ANSWER: No. Please refer to Revised Section C-Engineering Exceptions titled 4I5A05EWM2_SECTC_REV_B and Revised Section C-Engineering Exceptions titled 4I5A05EYM2_SECTC_REV_C.

10. In specifications MIL-DTL-10057J and MIL-DTL-10058J there is no inspection classification listed in the sections for the Jumble Test (3.4 & 4.7.3). However, in Section 6.5 Justification of Critical Defects, the Jumble is listed as a critical. Is a failure in the Jumble considered to be a Critical defect?

ANSWER: Jumble is a critical and that test is only done during first article.

Defects referenced in section 6.

11. In specification MIL-DTL-10057J, paragraph 4.3.2.11, Major 106 and Major 107 both list “Label Missing.” Under which Classification should “Label Missing” be listed?

ANSWER: Quality check is in different stages of the manufacturing process.

Both defects apply.

12. Clause 52.246-4520, Ammunition Data Cards on page 19 lists the drawing for Flash Composition as 12972321. Should it be 12972326?

ANSWER: The drawing number should be listed as 12972326 and is now corrected by amendment 0002.

13. Drawing 8799714 gives a Hazard Classification of 1.3G for reference only, is this the correct shipping hazard classification?

ANSWER: The Hazard Classification is 1.3G.

14. Drawing 8799710 gives a Hazard Classification of 1.3G for reference only, is this the correct shipping hazard classification?

ANSWER: The Hazard Classification is 1.3G.

15. CLIN 0001AB on page 6 and CLIN 0002AB on page 7 give a required delivery schedule of up to 100,000 units per month of either M115A2 or M116A1 units OR a combination of both items. If the 100,000 per month was to be required with the projected quantiles given then each ordering period would require a First Article.

Would the contractor be allowed to level the production and deliveries of these items to have a continuous production run?

ANSWER: The solicitation states “the required delivery schedule will be up to 100,000 units per month of either M115A2 or M116A1 units OR a combination of both items.” This means that an Offeror must have the capability to delivery up to 100,000 units per month of either items individually or both items combined. In reference to the question the key words are “up to”, which allows the Government the option to have a delivery schedule less than 100,000 units per month if that is in the best interest of the Government. For example, IF it is in the best interest of the Government the delivery schedule may be divided equally over a 12 month period.
