About this file

This is a Statement of Objectives (SOO) for acquiring commercial range and facility rental services to support government testing, training, evaluation, and demonstration activities. The contractor must provide all necessary personnel, equipment, materials, facilities, transportation, tools, and supervision to plan, execute, and report on capability demonstrations and tests, including test planning, range coordination, and live-fire test execution.

The primary objectives include: (1) delivering flexible and responsive range access on schedules accommodating extended hours, weekends, and holidays; (2) conducting realistic capability demonstrations with Group 1 & 2 unmanned aerial system (UAS) targets representative of current and emerging threats, testing detection, tracking, identification, and defeat capabilities under various conditions, along with FAA/airspace coordination support; (3) providing specialized training sites including robotics capability with 3D printing and prototyping workspace, a shoothouse for live-fire close-quarters battle and tactical simulations, a small arms range for marksmanship training, a cyber range with targetable networks and electronic warfare capabilities, and explosives/demolition facilities; (4) offering equipment and armory storage for JIOP sensitive equipment; and (5) providing lodging facilities with showers, bedspace, laundry, gym, and WiFi. The contractor is responsible for all aspects of range safety in accordance with federal, state, and local regulations, and must establish procedures for handling government information and vendor-proprietary data with appropriate security safeguards.

Statement of Objectives: Commercial Range / Facility Rentals

Purpose

The primary purpose of this SOO is to acquire commercial range services to support various government activities. These activities include, but are not limited to, testing, training, evaluation, and demonstration of equipment and personnel.

Scope

The contractor shall provide all necessary personnel, equipment, materials, facilities transportation, tools, and supervision to plan, execute, and report on a series of capability demonstrations and tests. This includes, but is not limited to, test planning, range coordination, and test execution. The scope of this effort includes live demonstrations of the system's capabilities.

Objectives:

• Deliver Flexible and Responsive Range Access: The contractor shall provide access to range facilities on a schedule that meets the government's needs. This may include extended hours, weekends, and holidays.

• Realistic Capability Demonstrations: Conduct a series of demonstrations and experimentation in a controlled and repeatable manner for technology Maturation, experimentation, and demonstration efforts.

o Red Team and Threat UAS: The contractor shall provide and operate a portfolio of Group 1 & 2 UAS targets that are representative of current and emerging threats. Scenarios should test each C-sUAS system's ability to detect, track, identify, and/or defeat these targets under various conditions (e.g., day/night, single vs. multiple targets, varying flight paths).

o Airspace/FAA Coordination: Range/Tower and FAA deconfliction to support uncrewed systems flight operations.

• Training Sites o Robotics Capability: Features computer design, 3D printing, and workspace for prototyping, fabrication, and build. Development of potential prototypes, and test articles.

o Shoothouse: Training facility designed for live-fire close-quarters battle (CQB) and tactical simulations.

o Small Arms Range: Support wide range of live marksmanship training and demonstrations.

o Cyber Range: Provides targetable networks, simulations, experimental systems, hardware in the loop, electronic warfare capabilities, and a cyber range to support spectrum operations.

o Explosives and Demolition

• Equipment and Armory Storage: Ability to store JIOP sensitive equipment for experimentation and demonstrations.

• Housing / Lodging: Provide lodging facilities with showers, bedspace, laundry, gym, Wifi, and other amenities.

• Safety: The contractor is responsible for all aspects of range safety and must operate in accordance with all applicable federal, state, and local regulations.

• Security: The contractor shall establish procedures for handling Government information and vendor-proprietary data with appropriate safeguards.
