Federal Contract Opportunity Summary

This document consists of four distinct solicitation components for commercial range and testing services under a Blank Purchase Agreement (BPA) contract with a Firm-Fixed-Price (FFP) structure. The primary services involve commercial shooting range operations and counter-small unmanned aircraft systems (C-sUAS) capability demonstrations to be performed at a facility in or around Fort Bragg, North Carolina, over a one-year base period plus four optional one-year extensions. For the commercial shooting range services, the contractor must provide all personnel, equipment, facilities, and supplies to safely operate ranges capable of supporting C-sUAS, pistol, rifle, and shotgun live-fire training exercises for JOINT INNOVATION OUTPOST personnel. Key performance standards include 99% availability of scheduled range time, zero preventable accidents or injuries, maintenance of shooting lanes with no more than 5% having operational issues, 100% of Range Safety Officers (RSOs) holding current certifications from recognized organizations such as the NRA, environmental compliance with no regulatory violations, and fewer than three substantiated customer service complaints per month.

Contractors must deliver monthly performance and usage reports, quarterly staffing and certification rosters, annual safety and environmental compliance plans, and accident/incident reports within 24 hours of occurrence. The government will provide quarterly projections of range usage but no property or equipment. For the C-sUAS demonstrations component, contractors must establish a fully instrumented test range capable of safely evaluating sensor and effector solutions against Group 1 and Group 2 unmanned aircraft systems under various conditions, develop comprehensive master test plans and individual event demonstration plans in coordination with government and vendors, conduct controlled and repeatable demonstrations using representative UAS targets, systematically collect and measure critical performance data including detection range, classification accuracy, engagement range, and probability of kill, and provide detailed after-action reports and final roll-up analyses with objective, data-driven comparisons and military utility recommendations. The contractor is responsible for all range safety, FAA and FCC regulatory compliance, frequency deconfliction, logistics management, and security procedures for handling government and vendor-proprietary information.

Counter-Small Unmanned Aircraft Systems (C-sUAS) Capability Demonstrations:

1.0 PURPOSE

The purpose of this effort is to identify, assess, and analyze the performance of current and emerging commercial C-sUAS sensor and effector solutions. The Government requires a contractor to provide the necessary facilities, logistics, and technical expertise to conduct a series of capability demonstrations at a commercial test range. The overall goal is to evaluate the effectiveness of various systems as a potential last line of defense for Soldiers against Group 1 and Group 2 Unmanned Aircraft Systems (UAS).

2.0 BACKGROUND

A critical capability gap exists in providing Soldiers at the tactical edge with adequate sensor systems and effector solutions to defeat adversarial Group 1 & 2 UAS. The proliferation of these low-cost, highly adaptable threats requires the rapid evaluation and fielding of effective countermeasures. The Department of Defense (DoD) has prioritized this effort, and this SOO seeks to support the market research and down-selection of viable commercial-off-the-shelf (COTS) and near-production-ready technologies. Conducting these demonstrations at a commercial facility will provide a controlled, safe, and realistic environment to assess system performance against representative threats.

3.0 SCOPE

The contractor shall be responsible for all aspects of planning, coordinating, and executing a series of C-sUAS capability demonstration events. This includes providing a suitable and fully instrumented test range, managing all range logistics, ensuring a safe testing environment, providing representative threat targets, and delivering comprehensive data and analysis to the Government. The scope covers the evaluation of dismounted/handheld, mobile, and semi-fixed systems.

4.0 PERFORMANCE OBJECTIVES

The contractor shall achieve the following high-level objectives:

• Objective 1: Provide a Turnkey Test Environment.

Provide and manage a secure, fully certified commercial test range capable of supporting the safe testing of C-sUAS systems. This includes systems with Radio Frequency (RF) effects, kinetic effectors (up to a specified caliber), and directed energy.

The range must be instrumented to collect the high-fidelity performance data required in Objective 4.

• Objective 2: Plan and Coordinate Demonstration Events.

Develop a comprehensive master test plan and individual event demonstration plans in coordination with the Government and participating system vendors. The contractor shall manage all scheduling, logistics, frequency deconfliction, and coordination to ensure events are conducted efficiently and systematically.

• Objective 3: Execute Safe and Realistic Capability Demonstrations.

Conduct a series of demonstrations in a controlled and repeatable manner. The contractor shall provide and operate a portfolio of Group 1 & 2 UAS targets that are representative of current and emerging threats. Scenarios should test each C-sUAS system's ability to detect, track, identify, and/or defeat these targets under various conditions (e.g., day/night, single vs. multiple targets, varying flight paths).

• Objective 4: Collect and Manage Performance Data.

Systematically collect, measure, and record critical performance data for each system under test. Key Performance Parameters (KPPs) to be measured shall be determined in coordination with the Government but will include, at a minimum:

• Sensor: Detection range, classification accuracy, tracking fidelity, false alarm rate.

• Effector: Engagement range, probability of kill/effect, engagement timeline, collateral effect.

• System: Total weight, power consumption, setup/teardown time, and operator cognitive load.

• Objective 5: Analyze and Report Findings.

Analyze the collected performance data and provide the Government with detailed reporting. Deliverables shall include After-Action Reports (AARs) for each demonstration and a final roll-up report. The analysis must be objective, data-driven, and provide clear comparisons of the capabilities and limitations of each tested system, along with recommendations for potential military utility.

5.0 KEY CONSIDERATIONS

• Safety: The contractor is responsible for all aspects of range safety and must operate in accordance with all applicable federal, state, and local regulations. A comprehensive safety plan is required.

• Regulatory Compliance: The contractor must ensure all testing is conducted with the appropriate Federal Aviation Administration (FAA) and Federal Communications Commission (FCC) authorizations.

• Security: The contractor shall establish procedures for handling Government information and vendor-proprietary data with appropriate safeguards.
