About this file
This is a Master BPA Pricing Table that outlines the required facilities, services, and labor categories for a Multiple-Award Blanket Purchase Agreement supporting the U.S. Army's Joint Innovation Outpost (JIOP) at Fort Bragg, NC. The pricing table establishes daily rates for facility capabilities including lodging (12+ personnel), multiple purpose small arms ranges, airspace (under and over 400 feet), equipment storage/armory, multi-building villages, breaching areas, shoothouses, subterranean complexes, modular trench networks, robotics labs, cyber ranges, and motorized vehicle support. All capabilities must be priced on a daily basis, with pricing extending across a base period and four option years.
The labor categories are priced on an hourly basis with fringe and overhead/burden rates applied, covering five specialized subject matter expert positions: SME - Small Arms & Tactics (5+ years Special Operations experience with advanced marksmanship and CQC instruction credentials), SME - Explosive Breaching (military/law enforcement master breacher graduate with 5+ years operational experience and active Federal Explosives License), SME - Unmanned Aircraft Systems (FAA Part 107 certified with 3+ years Group 1 & 2 UAS experience), SME - Electronic Warfare (5+ years military/government tactical EW experience), and SME - Technical/Prototype Support (engineering degree or 5+ years rapid prototyping experience). Complex scenarios and specialized requirements not listed in the pricing table are designated as unpriced items and will be evaluated competitively through individual RFQ calls among all BPA holders.
