About this file

This is Amendment 0001 to a Request for Proposal (RFP) for competitive source selection under FAR Parts 12 and 13 for the award of multiple Blanket Purchase Agreements (BPAs) for commercial training facilities and tactical training services. The solicitation is issued by the U.S. Army's Contracting Supply (04I9 AQ HQ), with administration by Fort Liberty, NC. The amendment incorporates Section L (Instructions, Conditions, and Notices to Offerors), revises the pricing schedule to provide distinct pricing sections for the Base Period and four Option Periods, and extends the proposal submission deadline from February 25, 2026 to February 27, 2026 at 4:00 PM EST. Offerors must acknowledge receipt of this amendment and submit all proposals electronically to cameron.r.wade.mil@army.mil using the specified subject line format.

Proposals must meet small business certification requirements under NAICS code 561210 and be registered in SAM at the time of submission. The solicitation evaluates offerors on three factors: Technical Capability (Pass/Fail), Past Performance (Pass/Fail), and Price, with non-price factors significantly more important than price. Technical Capability evaluation requires offerors to demonstrate facility location within a 90-mile driving radius of Fort Bragg, NC; adequate infrastructure including live-fire ranges, training villages, and subterranean complexes; qualified personnel for key Subject Matter Expert labor categories; and possession of required safety plans and licenses (including Federal Explosives License). Past Performance is evaluated as a minimum qualification gate; offerors without relevant experience receive a neutral pass rating. Price evaluation uses fair and reasonable comparison analysis per FAR 15.404-1 and applies only to proposals passing both non-price factors. Proposals must include three volumes: Technical Capability (25 pages maximum), Past Performance (10 pages maximum), and Price & Administrative (no page limit), submitted in PDF format with completed SF1449, BPA Pricing Table, amendment acknowledgements, and Representations and Certifications.

SECTION M - EVALUATION FACTORS FOR AWARD

M.1 BASIS FOR AWARD

(a) The Government intends to award multiple Blanket Purchase Agreements (BPAs) as a result of this Request for Proposal (RFP). This is a competitive source selection conducted in accordance with FAR Parts 12 and 13. Awards will be made to all responsible small business offerors whose proposals are determined to be technically acceptable, have an acceptable past performance record, and whose pricing is determined to be fair and reasonable. This constitutes a "Technically Acceptable, Best Value" source selection methodology.

(b) To be eligible for award, an offeror must be registered in the System for Award Management (SAM) and be certified as a Small Business under at NAICS code 561210 the time of proposal submission.

M.2 EVALUATION FACTORS AND RELATIVE ORDER OF IMPORTANCE

(a) Evaluation Factors: The Government will evaluate proposals based on the following three

(3) factors:

- Factor 1: Technical Capability

- Factor 2: Past Performance

- Factor 3: Price

(b) Relative Order of Importance: The evaluation will be conducted sequentially. A proposal must receive a "Pass" rating on a factor to proceed to the next factor for evaluation.

1. Non-Price vs. Price: The non-price factors (Technical Capability and Past Performance), when combined, are significantly more important than Price. A proposal must first be determined to be technically acceptable and have an acceptable past performance rating to be eligible for award. Price will only be evaluated for proposals that are rated "Pass" on both non-price factors.

2. Order of Non-Price Factors: Factor 1, Technical Capability, is the most important factor. A proposal must receive a "Pass" rating on the Technical Capability factor to be evaluated for Past Performance.

3. Technical Sub-factors: All sub-factors under Factor 1 are of equal importance. Failure to meet the minimum requirements of any single sub-factor will result in an overall rating of "Fail" for the Technical Capability factor, rendering the entire proposal unacceptable.

M.3 DESCRIPTION OF EVALUATION FACTORS

(a) FACTOR 1 - TECHNICAL CAPABILITY (Pass/Fail)

The Government will evaluate the offeror's technical proposal to ensure it clearly demonstrates the ability to meet the minimum requirements of the Performance Work Statement (PWS). To receive a "Pass" rating, the proposal must meet the minimum requirements of all of the following sub-factors:

- Sub-factor A: Facility Location. The proposal must provide definitive proof (e.g., facility address, maps) that the proposed primary performance location meets the PWS requirement of being within a of the XVIII Airborne Corps 90-mile driving radius Headquarters, Fort Bragg, NC.

- Sub-factor B: Facility & Infrastructure. The proposal must demonstrate that the offeror owns or operates facilities that meet the minimum infrastructure requirements of the PWS, including, but not limited to, live-fire ranges, multi-building training villages, and a subterranean complex.

- Sub-factor C: Personnel & Subject Matter Expertise. The proposal must demonstrate the offeror's ability to provide personnel who meet the minimum qualifications for the key Subject Matter Expert (SME) labor categories defined in the PWS.

- Sub-factor D: Safety & Licensing. The proposal must include a corporate Safety Plan and provide evidence that the offeror possesses the required licenses (e.g., Federal Explosives License) as required by the PWS.

(b) FACTOR 2 - PAST PERFORMANCE (Pass/Fail)

The Government confirms that for the purpose of making multiple BPA awards, Past Performance is intended only as a minimum qualification gate.

The evaluation of Past Performance will be conducted on a strict Pass/Fail basis as described in Section M.2. The qualitative strength of an offeror's past performance will not be considered during the initial award decision.

Under this "Technically Acceptable, Best Value" methodology, the Government will award a BPA to offerors whose proposals receive a "Pass" rating on both the Technical Capability all factor and the Past Performance factor, and whose pricing is determined to be fair and reasonable. There will be no tradeoff analysis between proposals.

The Government will evaluate the offeror's past performance to determine if they have recent and relevant experience. "Relevant" is defined as providing commercial training facilities, tactical training services, or subject matter expertise to U.S. Government or commercial entities within the last three (3) years.

- Pass: The offeror provides relevant past performance information that demonstrates a record of acceptable or better performance.

- Pass (Neutral): In accordance with FAR 15.305(a)(2)(iv), offerors lacking a record of relevant past performance will receive a "Pass" rating for this factor, as the absence of past performance will not be used to evaluate an offeror unfavorably.

- Fail: The offeror has a documented history of poor or marginal performance on relevant contracts that calls their ability to perform into question.

(c) FACTOR 3 - PRICE

The price proposal will only be evaluated for proposals that receive a "Pass" rating on both Factor 1 and Factor 2. The price evaluation will not be scored or rated. The Government will evaluate the offeror's proposed pricing for the line items specified in the solicitation's updated BPA Pricing Table to determine if the prices are fair and reasonable. The primary technique for this determination will be a comparison of the proposed prices received in response to the solicitation, in accordance with FAR 15.404-1
