L.3.3.1 General Information / Instructions
All information relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as Volume III, Cost / Price. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
Failure to comply with the below proposal preparation instructions may deem an Offeror's proposal as noncompliant and therefore ineligible for award.
L.3.3.2 All Offerors shall provide evidence to support that they have an adequate accounting system for the purposes of administering a cost-type contract. The following are acquisition regulations regarding the requirement for an acceptable accounting system and how the Offeror can have their accounting system determined acceptable: DFARS 242.7502, FAR 16.301-3(a)(3), FAR 53.209-1, to include completion of the SF-1408, and DFARS 252.242-7006. The above information shall be sent by email to the Contract Specialist, Ms. Avangela Ligons- Sutton (avangela.y.ligons-sutton.civ@army.mil) no later than seven (7) calendar days after release of the RFP to initiate an accounting system review by DCAA. The email subject line should read:
"W51EW7-26-R-A004 Request for Accounting System Review." (*If the Offeror has already submitted a request when the solicitation was first released, another request is not necessary.)
L.3.3.3 The Cost/Price Volume shall be clearly marked. "Volume III, Cost / Price, W51EW7-26-R- A004." The Cost/Price Volume shall consist of a Cost Section and a Narrative Section. Electronic versions of the Cost / Price Volume will be submitted in Microsoft Office Excel format (2016 or newer) only. The one exception is for the Narrative Section, to be submitted via PDF format. All formulas, lookup tables, and links shall be intact, and no links shall exist to files not included with the submission. Spreadsheets shall not contain hidden rows, columns or cells. Each worksheet shall be labeled to indicate its contents. Spreadsheets shall not be password protected. The Cost / Price Volume shall be organized as follows and contain the following information:
L.3.3.3.1 Cost Section: The Offeror shall complete Attachment 4 (A4) "Pricing Matrix." In addition, a separate spreadsheet (Offeror's format) or a separate tab within the provided Pricing Matrix is required to provide the cost breakdown for each proposed labor category. The cost breakdown should show the calculations for each labor category to include all costs as part of the Offeror's submission (e.g., labor burdens, indirect rates, fee, etc.). The Offeror shall ensure that the amounts included in their cost breakdown match the amounts included in the Pricing Matrix. The Offeror shall provide unit prices that, when multiplied by the quantity, equal an extended price that does not require rounding beyond a whole penny/cent. While not subject to Schedule B, Offerors shall ensure A4 completion of Labor Build-up tabs, to include the Sample TOP, with the same level of cost breakdown for each proposed labor category with each years' tab.
L.3.3.3.1.1 A4, Tabs "Sample TOP Build-up CLIN 1" through "Year 5 Labor Build-up CLIN 1" rows have been filled with columns dictating the type of information required by the Government for evaluation. These are used strictly to illustrate to Offerors what the formulas should look like and shall not be construed as the Government dictating a specific cost element and/or fee amount.
Summation formulas have been included for each column to capture these costs, which will flow into the summary sheets within A4.
L.3.3.3.1.2 The Offeror shall provide a crosswalk of all proposed labor categories to corresponding Government Standard eCRAFT Labor Categories. The Government has included the historical labor categories and corresponding eCRAFT Labor Categories at A4, Tabs "Year 1 Labor Build-up CLIN 1" through "Year 5 Labor Build-up CLIN 1" as a guide for Offeror proposal action. With Offeror input at Columns E and F in GREEN-colored font of the aforementioned Year 1 through Year 5 tabs, the Offeror shall propose (or confirm) Standard eCRAFT Labor Categories based on the descriptions listed at: https://www.navsea.navy.mil/Home/Warfare-Centers/NUWC-Newport
. For labor categories that provide for /Partnerships/Commercial-Contracts/Labor-Categories/ various levels (i.e., I, II, III, IV), the Offeror shall select the level that best matches the proposed individual and Offeror-specific labor category; (Anticipate that exact matches in terms of years of experience, etc., may not occur). For Service Contract Act (SCA) labor categories, the Offeror may propose a SCA labor category listed in the SCA Directory of Occupations at: https://www.dol.
gov/agencies/whd/government-contracts/service-contracts/tools.
L.3.3.3.2 Narrative Section: The Offeror shall complete a Narrative section to substantiate the proposed costs. This section shall clearly provide the basis of estimate, methodology, and assumptions used in developing each cost element (labor hours, labor rates, fringe rates, indirect rates (overhead, G&A, material handling, subcontract handling, etc.), and fee. This section shall also include the requested support documentation to substantiate each cost element. See cost element sections below.
L.3.3.3.2.1 The Narrative Section shall include a section substantiating proposed costs for the Sample TOP, to the same level of detail specified at L.3.3.3.2.

L.3.3.4 Certified cost or pricing data is not anticipated for contract award as adequate competition is anticipated. However, the Government reserves the right to request such information should it become necessary, consistent with Federal Acquisition Regulation (FAR) Subpart 15.4, Contract Pricing. Other than certified cost or pricing data is required for the Cost-Plus Fixed Fee (CPFF) Contract Line Item Numbers (CLINs) to perform cost realism as required by FAR 15.404-1(d)(2).
The CPFF CLIN is 0001. For the Not-To-Exceed (NTE) CLINs, which are CLINs 0002-0004, the Government-provided NTE amount will be used. If a material handling rate and/or if G&A will be applied to CLIN 0002, the Offeror shall provide the rate with its proposal A4 "Pricing Matrix" in the material handling and/or G&A Rate section, which can be located in Tab "Total Evaluated Price Summary". The proposed material handling and/or G&A Rate will then become/be calculated as part of the Total Evaluated Probable Cost/Price. This rate will be capped for the life of the Task Order/Contract and no upward adjustments will be allowed based on the actual rate incurred. Fee will not be applicable to the NTE CLINs. The following other than certified cost or pricing data is required for the CPFF CLIN, to include the Sample TOP, as applicable:
L.3.3.4.1 : Attachment 5 (A5) provides historical data of BTSS Program Labor Hours/Staffing staffing from Apr 2021 through Mar 2025. It provides the labor categories employed during that period to satisfy mission requirements and is the basis of the structure for the Pricing Matrix.
Additional staffing can be added in the 'Labor Build-up CLIN 1' tabs in the shaded cells at A4.
Please utilize blue font color for added labor categories to assist the Government in evaluating the submission.
L.3.3.4.1.1 Offerors may utilize historical data at A5 as deemed appropriate, but the Offeror is responsible for proposing personnel, hours and associated labor rates to meet requirements.
L.3.3.4.1.2 A5 is also the basis of the structure for the Pricing Matrix. The Pricing Matrix is designed to differentiate between prime or subcontractor(s) effort and cost. The Offeror's Cost Narrative Section and any supporting worksheets shall also differentiate between prime and subcontractor(s) effort and cost accordingly. The proposed hours shall reflect a realistic assessment of each team member's expected participation/contribution to this effort. The Offeror's proposal shall not blend or combine labor categories. If multiple PWS paragraphs are being performed by cross utilized employees, identify such approach by cross-referencing the cost of such PWS paragraphs.
L.3.3.4.1.3 The Pricing Matrix contains labor categories for skills the government anticipates will be needed to satisfy the requirements of the PWS. These labor categories correspond with those shown in A5. Any pre-populated labor categories not proposed shall remain in the Pricing Matrix as solicited (or amended, if applicable), with no corresponding effort or costs assigned. Additional rows may be inserted in the Pricing Matrix to enter additional labor categories the Offeror deems necessary. The Offeror shall ensure the additional labor categories are added at the bottom of each section of the Pricing Matrix and use a blue font color to easily differentiate the added labor categories. The Offeror must ensure that any formatting and/or formulas are copied to match the formatting and/or formulas of the existing labor category rows included in the Pricing Matrix.
L.3.3.4.1.4 For exempt employees only, the Offeror is to comply with FAR 52.237-10, Identification of Uncompensated Overtime. If uncompensated overtime is proposed, the adjusted hourly rate (i.
e., the rate that results from multiplying the hourly rate for a 40-hour work week by 40, and then dividing by the proposed hours per week, which includes uncompensated overtime hours) shall be applied to all proposed hours (regular and overtime). The Offeror shall ensure the accounting practices used to estimate uncompensated overtime must be consistent with its cost accounting practices used to accumulate and report uncompensated overtimes hours. The Offeror shall include a copy of its policy in addressing uncompensated overtime within its proposal.
L.3.3.4.1.5 Tab "Sample TOP Labor Build-up CLIN 1" of the Pricing Matrix includes the same labor categories as established for the entire PWS. However, Offerors shall add/subcontract categories as necessary based on their technical approach in support of the Sample TO. Deletions or additional rows may be inserted in the Pricing Matrix to enter additional labor categories the Offeror deems necessary. The Offeror shall ensure the additional labor categories are added at the bottom of the applicable Pricing Matrix tab and use a blue font color to easily differentiate the added labor categories. The Offeror must ensure that any formatting and/or formulas are copied to match the formatting and/or formulas of the existing labor category rows included in the Pricing Matrix.
L.3.3.4.2 Base Labor Rates: The cost breakdown shall provide the base labor rates associated with each labor category. Base rates are the hourly rates that the employees will actually be paid for performance under the contract. In the narrative, explain the basis for the proposed labor rates and provide support documentation (Only for Exempt labor categories). Some common basis for proposed rates is the actual rate the employee is currently being paid, Bureau of Labor Statistics, Payscale, etc. In addition, the method used to escalate rates for additional years requires explanation and the inclusion of the basis for the escalation factors used, along with the date that pay increases are effective. Note, this only applies to the Exempt labor categories. Escalation shall not be applied to Service Contract Labor Standards (SCLS) labor rates. All Non-Exempt ordering period labor rates shall be proposed IAW the applicable Wage Determination and/or applicable Executive Order (see Attachment 6). If the applicable Wage Determination (WD) is adjusted after contract award, then the Contractor may be entitled to an adjustment to their contract price post-award. Only the labor categories affected by the applicable WD will be adjusted.
L.3.3.4.3 Fringe Benefits: In the cost breakdown spreadsheet, the Offeror shall provide either the proposed fringe benefit rate or provide the individual elements that comprise the fringe benefits such as Health & Welfare (H&W), Paid Time Off (PTO), Federal and State Mandated Payroll Taxes, Worker's Compensation Insurance, etc. If the Offeror is proposing a fringe benefit rate, the narrative or a separate spreadsheet shall include the base and pool calculation details (not just a summary base and pool amount, the narrative or separate spreadsheet must include the breakdown of the expenses) for the past 3 years and include the current projected year. In addition, provide the number of Full Time Equivalents (by classification: Exempt, SCA, or CBA) that were used to calculate the fringe benefit rate. If the Offeror has DCAA approved final incurred cost rates for each of the past 3 years, provide the DCAA (or otherwise) approval letter of said rates as support documentation. Whether an Offeror is proposing a fringe benefit rate or proposing by individual fringe benefit element, the Offeror is required to provide support documentation for common expenses included in fringe benefits, such as Payroll taxes, PTO, Medical, Dental, Vision and Disability Insurance, Retirement benefits, Worker's Compensation, etc. For example, the support documentation for insurance can be in the form of quotes received from insurance companies that identify the premium paid for Medical, Dental, Life, Disability Insurance, or Worker's Compensation, etc. For medical, dental, vision, life insurance, etc., identify the number of employees covered and the premium selected for each employee (e.g., employee only, employee and spouse, employee and family, etc.). Other support documentation can be in the form of the company's policy for retirement contributions, PTO, bonuses, etc.
