Q # Subject Question/Comment Answer

Q.1 Data Analysis What is the typical length of time for Data Analysis for a test to be distributed to the customer to support rapid modernization of the tested equipment?

The length of time is typically dependent on the requirement identified by the customer. We are able to provide "Quick Look" data based on the out put of our real time data processing system used for the conduct of the mission within hours of the completed test. Processed data is typically available with in a week. Final Data reports are typically provided 60 days after a test.

Q.2 Data Analysis What are some of the major issues associated with Data Analysis and distribution?

In the absence of a Security Classification Guide (SCG), our team often incurs additional time and effort to determine the appropriate classification level of the data, which can impact efficiency and productivity.

Q.3 RMF Who is doing the RMF for all the networks for WSMR? WSMR G6

Q.4

Meterology

Are forecast services provided under another vehicle or alternately would the Government be interested in expanding meterology support under MSS to include weather briefs for range participants?

Forecast services currently provided by Government personnel, always looking to expand and modernize capabilities across range instrumentation suites.

Q.5

RRRP

Q.7 HELSTAF

Does any of the support for HELSTAF fall under the support by the MSS contractor?

Yes, operations and maintenace support expected at HELSTAF. (dozen or so)

Q.8 Center for Counter

Measures

What level of effort does WSMR expect to be delivered to the Center for Counter Measures (Section 5.7) Emerging Technologies Objectives. We expect this may be a partial FTE with Hardware and Software engineering experience, developing in open source or nominal lab software (i.e. MATLAB). Can you clarify to help us refine our assumptions?

CCM is continuously working on emerging technology areas on a project by project basis. Depending on the scope of the project, the level of effort could be a partial FTE to multiple FTEs. CCM utilizes different types of lab software but can flex to whatever is needed that helps address project objectives.

Q.9 Lodging Is on-base lodging available for MSS contract employees? Full-time? TDY? Mission?

IHG Hotel is available to everyone. Lodging on White Sands.

Q.10 Training Who is responbible for training the drivers for select Military vehicles?

Customers incur costs to support contractor Temporary Duty (TDY) assignments for the purpose of training on vehicle operation and driving. Notably, many military vehicles require operators to hold a Commercial Driver's License (CDL). As such, it is the responsibility of contractors to obtain and maintain a valid CDL, ensuring compliance with regulatory requirements and facilitating their ability to safely and effectively operate designated vehicles.

Q.11 SCA & CBA

Since this is a CPFF, will you provide the number of people, hours, by Directorate, SCA/CBA, Level, Certifications, Functions

The Government will provide projected labor hours by labor category and position descriptions to include minimum qualification requirements for each labor category as an attachment to the solicitation. The Offeror will need to determine the number of FTEs at appropriate staffing levels needed to perform against the Performance Work Statement (PWS).

A Draft RFP will not be issued for this requirement as the milestones do not support or allow that flexibility.

Q.18 Incumbent Who is the incumbent contractor? Southwest Range Services JV

Q.19 Contracting /Acq

Strategy

With the foreseeable challenges in Government manpower/Bandwidth (DOGE, Separations, etc.) and endurring requirement/footprint, why not put a longer period of performance? A seven-ten year PoP seems to make more sense.

Per FAR 17.204 (e), as applicable to this contract, the total of the basic and option periods shall not exceed 5 years in the case of services. FAR 22.1002-1 further states that under 41 U.S.C. 6707(d), service contracts may not exceed 5 years.

Q.20 Industry Day Will slides presented for Industry Day be available to the Industry Day attendees?

No

Q.21 RFP Can sections L&M be released early?

It is the Government's intent to release what is available when it is available for Industry review prior to the release of the solicitation. However, due to tight milestones and required approval thresholds there is no guarantee Sections L & M will be released early. Please continue to monitor SAM.gov as communication to Industry and potential draft documentation will be posted on that venue if/when available.

Q.22 RFP

Would the Government consider publishing some preliminary parts/attachments of the RFP since a Draft RFP is not likely and the solicitation is coming very soon per Contracting Officer's schedule published in the briefing? In particular, would the Government consider issuing early the following requirements ahead of the final RFP: (1) Historical workload data per the major PWS elements by Labor Categories and Hours (2) Historical vehicle usage by PWS and geographic location since the Government is requiring vendors to provide a substantial number of vehicles? This information is only available to the incumbent. Lack of this data would place other bidders at a significant disadvantage and result in unreaslistic costs.

(3) Copies of the current Collective Bargaining Agreement (CBA) and other applicable Wage Determination documents.

(4) Job descriptions, qualifications and special licensing described in the PWS briefing for each labor category required in the staffing attachments. These descriptions are normally available by the Government as a contract requirement.

(5) Estimated number of personnel required at the Top-Secret clearance level.

It is the Government's intent to release what is available when it is available for Industry review prior to the release of the solicitation. However, due to tight milestones and required approval thresholds there is no guarantee the requested information will be released early. The Government will be providing historical vehicle usage as an attachment to the solicitation.

Q.23 RFP

Small Business Socio Economic requirements: If 30% is the target for SB participation, please provide the socio-economic breakdown, prior to the release of the final RFP, so bidders have time to ID and construct the right mix of qualified SBs to meet the socio-economic requirements. This provides adequate time for companies to evaluate SBs and execute teaming arrangements.

During the Industry Day, it was stated that the list of attendees would not be published or disseminated. All other MICC and ATEC related Industry Days published the Industry Day Attendees to include company and personnel POCs, enhancing teaming and partnership activities, resulting in improved proposal submission. Request the Government publish the list of attendees and companies.

The Government will not be publishing the Industry Day attendance list.

Q.25 RFP

Q.28 PWS 1.27.2

The requirements for a standalone web-based financial tracking system as described under PWS 1.27.2 is a significant undertaking for all non-incumbent bidders. Long before the release of the final RFP, request the Government to release Section L requirements for this system, the referenced "Attachment 3 - Project Cost Management System (PCMS)", example data to be managed in the system, and a written specification for forms, workflows, views, and reports.

Q.29 PWS 1.27.2

The incumbent has had years to collaborate with the Government and customize solutions to meet the Government's needs. Request PCMS requirement simply be a pass/fail or acceptable/not acceptable (i.e., does the contractor have it or not) as opposed to a scored element of the proposal.

Acknowledged. No further comment at this time.

Q.30 PWS 1.27.2

For the evaluation of PCMS, request the Government allow for an online streaming video walk-through demonstration.

Acknowledged. No further comment at this time.

Q.31 PWS 1.27.11 and

1.27.2

Due to the sensitive nature of the data that will be managed in the contractor-provided Financial Tracking System (PCMS) and the Cybersecurity requirements of this contract, we assume all bidders will be subject to DFARS 252.204-7012. As part of the evaluation criteria, request the Government to require written assurance by a third party that the contractor is meeting the cybersecurity contract requirements, as opposed to accepting contractor self-attestations.

Acknowledged. No further comment at this time.
